What Is Ground-Level Ozone?
Ozone is a colorless gas that is a variety of oxygen. Oxygen consists of two oxygen atoms; while ozone consists of three. Ground-level ozone is one of the main components of smog, which is formed by the interaction of hydrocarbons (unburned or evaporated gasoline) and nitrogen oxides in the presence of sunlight.
Where Is It Found?
Stratospheric ozone (in the upper atmosphere) is known as the ozone layer and protects our health by shielding us from the sun's damaging ultraviolet rays. However, ground-level, ozone (tropospheric ozone) is a pollutant with highly toxic effects. It is a health hazard causing damage to human health, the environment, crops, and a wide range of natural and artificial materials.
What Are the Health Effects of Ground-Level Ozone?
Ozone that is close to the ground can cause eye irritation; headaches; coughing; impaired lung function; and eye, nose, and throat irritation. Asthmatics and children are most at risk. The chance of experiencing adverse health effects from elevated ozone levels increases during heavy exercise or outdoor activity. Ground-level ozone can also damage trees, plants, and reduce visibility.

What Is Air Pollution?
Air pollution is the contamination of air by the discharge of harmful substances. Air pollution can cause health problems including burning eyes and nose, itchy irritated throat, and breathing problems. Some chemicals found in polluted air can cause cancer, birth defects, brain and nerve damage, and long-term injury to the lungs and breathing passages in certain circumstances. Above certain concentrations and durations, certain air pollutants are extremely dangerous and can cause severe injury or death. Air pollution can also damage the environment and property. Trees, lakes, and animals have been harmed by air pollution. Air pollution has thinned the protective ozone layer above the Earth. Air pollution can damage buildings, monuments, statues, and other structures. Air pollution also can result in haze, which reduces visibility in national parks and elsewhere, and can sometimes interfere with aviation.

Ozone layer
The ozone layer sits about 15-30 kilometres above the earth and reduces the amount of dangerous ultraviolet light which reaches the earth from the sun. Too much ultraviolet light can cause skin cancer and cataracts in people; it also distorts plant growth, damages the marine environment, and leads to the breakdown of materials such as plastics. The ozone layer is vital for our survival and well-being. Man-made substances damage the ozone layer. The 1987 Montreal Protocol is an international agreement under which these substances are being phased out. The Protocol is working well. The amount of ozone-depleting substances going into the atmosphere is starting to peak, and will soon start to decline. The ozone layer is expected to repair itself very slowly over the next 70 years. For more information about the Protocol visit the United Nations Ozone Secretariat website . About the Ozone Layer Protection Act 1996
Montreal Protocol on substances that deplete the Ozone Layer are contained in the Ozone Layer Protection Act 1996 and the Ozone Layer Protection Regulations 1996. The Ozone Layer Protection Act lays down the broad controls for ozone-depleting substances. Its provisions include:
  • a prohibition on the import, manufacture, sale or export of such substances except as allowed under the Regulations (Section 6) provision for exemptions for essential uses, such as the import of CFCs for meter dose inhalers for asthma and related conditions (sections 8 and 9) provision for the Minister for the Environment to require that people handling ozone-depleting substances develop codes of practice and/or know their obligations under the Act and have sufficient knowledge to be able to fulfil them (sections 10 to 12) making it an offence to breach the above prohibition or to release controlled substances knowingly during installation, servicing, operating or dismantling equipment (Section 13(f))
