You can help his trial study in spectacular Prince William Sound, where otters still appear abundant and healthy. On the Expedition As weather permits, you'll take to the sheltered waters of Simpson Bay in skiffs to locate and digitally image sea otters at the water's surface with Davis' experienced field leaders. You will use binoculars to determine what otters are eating, map and survey different nearshore habitats, and note any otter victims of sharks or killer whales. Back at base, you will assist in entering data and identifying otter mug shots, using scars, facial features, and body proportions as distinguishing characteristics. In your spare time you can explore the shores of Prince William Sound, one of North America's most stirring and beautiful northern wildernesses. Co-principal investigator Fred Weltz is a commercial fisherman who has lived in this region for 25 years and knows it well.

Geographic Range
Past distribution of the sea otter included Hokkaido Island of Japan north through the Kuril Islands and eastern coast of Kamchatka, east through the Commander Islands and Aleutian archipelago, the southern coast of Alaska, and the west coast of North America to Baja, Mexico. Sea ice limits their northern range to below 57 degrees N lattitude, and the distribution of kelp forests limits the southern range to about 22 degrees N lattitude. Hunting during the 18th and 19th centuries greatly reduced the distribution fo the sea otter. Three subspecies of Enhydra lutris are recognized today.

September 9, 1998 DATELINE: SANTA BARBARA For the first time in decades, sea otters are pressing hard into Southern California, attempting to recolonize a sliver of coastline that their ancestors roamed before being hunted to the brink of extinction. But with their arrival at Cojo Bay, just east of Point Conception, these migrants have swum smack into a bitter debate about fishing rights and wildlife protection along the California coast. Their presence puts them in direct conflict with commercial shell fishers and a federal law banning sea otters from the Mexico border to Point Conception. The only exception was a small colony of sea otters set up on San Nicolas Island off the Ventura County coast about a decade ago. That experiment, fishers and government officials agree, has been an abject failure. Scientists are troubled too. They want more otters, but are concerned that the animals are expanding into new territory at a time when their total numbers along the California coast are declining.

What's more important to the coastal ecosystem, sea otters or shellfish? And is it possible for them both to coexist? These are the questions California marine officials are currently debating. Because sea otters have the capacity to practically decimate shellfish populations, California fishing groups are concerned that the shellfish industry, worth more than $100 million, may be at risk from these fuzzy creatures. They are appealing to the California Fish and Game Commission and state to take an active role in finding a solution to the mushrooming conflict between shellfish resources, fisheries and sea otters. The 2,000 sea otters living in California, are listed as "threatened" under the Endangered Species Act. In 1986, a zonal management system that designated sea otter protection zones and otter-free shellfishing areas was established by Congress. It was suggestion by the Marine Mammal Commission and followed more than 20 years of controversy and debate. The legislation intended both to foster California sea otter recovery and protect valuable southern California shellfish resources from otter predation.

Sea otters ( Enhydra lutris ) spend most of their lives in shallow coastal waters of the North Pacific. They eat, groom, nurse and sleep on the surface, often anchored by leafy kelp. Diving to depths up to 50 meters (165 feet), sea otters forage for urchins, clams and other animal food. Otters break open hard-shelled prey using anvil stones; they are the only marine mammals to use tools.

CONSERVATION: Luxurious Fur

Unlike most other marine mammals, sea otters are insulated with dense fur instead of blubber. Air trapped between hairs conserves body heat and helps with buoyancy, so otters spend hours grooming their fur to keep it clean and fluffy. Their coats have an astounding 1 million hairs per square inch-more than any other mammal. Sea otters were hunted to near extinction, but they rebounded after the International Fur Seal Treaty of 1911 outlawed the sale of their luxurious pelts.

SECRETARY BABBITT, ALASKA NATIVE CORPORATION SIGN AGREEMENT TO PROTECT BEAR, SALMON HABITAT ON KODIAK ISLAND Secretary of the Interior Bruce Babbitt today announced the signing of an agreement with Mr. Frank Pagano, the President of Koniag, Inc., an Alaska Native corporation, to protect nearly 60,000 acres of prime fish and wildlife habitat for bear, salmon, bald eagles and other species on Kodiak Island in perpetuity. "This agreement will protect important fish and wildlife habitat and increase opportunities for hunting, fishing and other outdoor activities in the Kodiak National Wildlife Refuge," Secretary Babbitt said. "This agreement marks another major step forward to preserve the salmon resources found on the Island and to help promote the restoration of important fish and wildlife populations, following the Exxon Valdez oil spill of 1989." Mr. Frank Pagano, President of Koniag, Inc., signed on behalf of the board of directors and shareholders of Koniag, Inc., one of thirteen Alaska Native regional corporations, which were established under the Alaska Native Claims Settlement Act. Secretary Babbitt, Assistant Secretary George T. Frampton, Jr. and Mollie Beattie, Director of the U.S. Fish and Wildlife Service, represented the Department at today's announcement ceremony.

"We estimate that between 40,000 and 45,000 sea otters have died since 1990 from killer whale predation in roughly 3,300 kilometers of shoreline," said Jim Estes, a biologist at the Western Ecological Research Center. "This unusual behavior of killer whales toward sea otters ultimately raises questions about the health of our oceans." Due to a complex web of events, possibly initiated by overfishing, some killer whales have shifted from ocean feeding to coastal, said Estes.

How to catch sea otters.
The whole company camps at a spot along the coast where it is thought that sea otter are to be found, and awaits good weather and a calm sea. When these conditions arrive, they sail 40 versts [a measure of distance] or more from the coast to find a place were observations of those Aleuts who have an instinct for the hunt indicate that the animals are to be found. Having reached the spot, the baidars position themselves in a straight line, leaving about 250 fathoms between each boat, sufficient to be able to see a partially submerged otter; thus, one party of 30 baidars can cover 10-12 versts. If more boats are present, the line stretches even farther. As soon as all the boats are in position, the occupants turn their attention to the surface of the sea around each boat. Nothing escapes the piercing gaze of the Aleut. His skilled eye can recognized the otter in the smallest black tip which surfaces momentarily. The baidar from which the animal was first seen quickly paddles to the spot where it submerged; then, the Aleut sitting in the boat raises his paddle, remaiing motionless in his seat. Immediately, the whole fleet begins to move; the straightline forms a wide circle around the baidar with the raised paddle. The latter now glides to the spot whre he expects his otter to surface, and as soon as the animal appears, the Aleut shoots the arrow which he had been holding ready.

Why Are They Endangered?
The Europeans didn't know about the Sea Otter until 1741. They found the Sea Otter when some men were down on the beach and the Sea Otters were in a bed of kelp.
The sailors started killing them for food, clothing and fur blankets. They started to explore the Pacific Ocean for Sea Otters because Sea Otter fur got very popular in China.
Spanish settlers traded otter pelts to the Europeans for things that they needed. The Sea Otters off of the California Coast soon became endangered.
The U.S.A., Russia, Japan, and Great Britain decided in 1911 that they would no longer hunt seals or Sea Otters. By that time, everybody thought the Sea Otter was extinct, but, there were a few hidden in the Bays and coves of the Aleutian Islands.
Facts About The Sea Otter:
Where they live: The Sea Otter lives in the Pacific Ocean. They dwell near the Western shores and the United States. Sea Otters seldom leave the water.
Activities: Sea Otters mostly swim on their back. They also eat and sleep on their back by floating. To keep warm and comfortable they sleep on their back in a bunch of kelp.
Food: Sea Otters eat a fifth of their own body weight. They eat octopus, fish, jelly fish, clams, crabs, sea urchins, mussels, abalones and squid. To break open their food they either use rocks or bang them against each other. Sea Otters dive 180 feet for their food and can stay under water for 4 minutes to catch their food.
