Peoples' Global Action (PGA) is an international network thatwas originally inspired by the Zapatista struggle in Mexico. PGA hada hand in events such as the June 18th Global Day of Action which sawLondon's financial centre shut down, and the 'Battle ofSeattle' anti-World Trade Organisation protests, alongside hundredsof other not-so-(in)famous events.  Due to its diffuse and fluidnature as well as not having any offices, paid staff, funds or bankaccounts, the role of PGA and its link between different events hasremained obscure. We hope this publication clarifies these links andhelps to further build the PGA network and the whole movement ofpositive resistance to capitalism.

NIGERIA
Much has been said and written about Nigeria, her people and culture, economy and politics, that sheds light on the tremendous potential of this African Giant. However, little is known to the outside world about the many exciting tourist attractions available in Nigeria: Historic sites nestled amid rivers and rain forests, breathtaking mountain vistas, remote creek villages, miles of pristine beaches and exotic national wildlife reserves. There are also museums, festivals, music and dance, a rich cultural melange right down to everyday traditional markets. These are just some of the spectacular sights and sensual delights awaiting the traveler to Nigeria. Nigeria has the largest population of any country in Africa (about 120 million), and the greatest diversity of cultures, ways of life, cities and terrain. With a total land area of 923,768 sq. km. (356,668 sq. mi.) Nigeria is the 14th largest country in Africa. Its coastline, on the Gulf of Guinea, stretches 774 km (480 mi.). Nigeria shares its international border of 4,470 km (2513 mi.) with four neighbors: Chad, Cameroon, Benin, and Niger. Until 1989 the capital was Lagos, with a population of about 2,500,000, but the government recently moved the capital to Abuja. CLIMATE AND WEATHER Nigeria lies entirely within the tropics yet there are wide climactic variations. In general, there are two seasons, dry and wet, throughout Nigeria. Near the coast, the seasons are less sharply defined. Temperatures of over 900F are common in the north, but near the coast, where the humidity is higher, temperatures seldom climb above that mark. Inland, around the two great rivers, the wet season lasts from April-Oct. and the dry season from Nov.-March. Temperatures are highest from Feb-April in the south and MarchJune in the north; they're lowest in July and Aug. over most of the country.

INTRODUCTION This ERA BRIEF seeks to clarify and present the understanding of "resource control" from the perspective of communities and peoples of the Niger Delta. There is now an emerging A TENDENCY TOWARDS proliferation of views and interpretations of "resource control", an issue that is now sweeping the country like wildfire in a hot harmattan afternoon. (The debate may move to Europe and America should the communities and peoples of the Niger Delta so desire DON'T SEE HOW THIS FITS IN). BUT What exactly do the peoples and communities of the Niger Delta mean, when they say they want to "control (their) our resources"? ORIGINS Resource control as a concept has traveled a very long and languid road to its present formulation. In the late 18th and early 19th century it was understood as a struggle by indigenous peoples of the Niger Delta to participate in trade and in the politics of self-government in the region. The principal resource then was "palm oil". The communities and peoples of the area became involved in what would today have been described as a struggle for "resource control and self determination". King William Koko of Nembe, Nana Olomu of Itsekiri and Jaja of Opobo perhaps best exemplify this tendency towards self assertion and a desire not to be under any people or any government especially "foreign".

THE PRISON-INDUSTRIAL COMPLEX AND THE GLOBAL ECONOMY Over 1.8 million people are currently behind bars in the United States. This represents the highest per capita incarceration rate in the history of the world. In 1995 alone, 150 new U.S. prisons were built and filled. This monumental commitment to lock up a sizeable percentage of the population is an integral part of the globalization ofcapital. Several strands converged at the end of the Cold War, changing relations between labor and capital on an international scale: domestic economic decline, racism, the U.S. role as policeman of the world, and growth of the international drugeconomy in creating a booming prison/industrial complex. And the prison industrial complex is rapidly becoming an essential component of the U.S. economy. PRISONS ARE BIG BUSINESS Like the military/industrial complex, the prison industrial complex is an interweaving of private business and government interests. Its twofold purpose is profit and social control. Its public rationale is the fight against crime.

The Carnival kicks off in Liverpool St station and the drums are loud and thrilling on the marble type floor of the huge concourse. Wesnake out with the drums to a dead plaza with a McDonalds and a brazen office block of the Thatcher era. The drum beat is thrilling, mountaineers climb up the office block to do a cheekydance on the parapet, wild cheering of the Naked Protest while theofficers of the office stand looking out of the window, they the passive spectators of what is normally their undisputed territory. I'm reading the greatspoof of the Evening Standard paper called Evading Standards that arebeing given out. One of many sharp headlines reads "The FinalAct of Enclosure". The drummers keep up the momentum. Someonegives us Green masks, this is the Gift Economy, the selfless and anonymous work that is making all this happen. The mask has apractical suggestion inside- "On the signal follow yourcolour...Let the Carnival Begin. In the station there are also Red,Black and Gold Masks.
