FBI sting nets 45 alleged Mafia members
Federal officials indicted 45 alleged members of organized crime By From Muffie Dunn CNN New York Bureau NEW YORK (CNN) Federal officials indicted 45 alleged members of New York's top five organized crime families Wednesday on charges ranging from murder to securities fraud. All of those arrested are members or associates of the Genovese, Gambino, Colombo, Luchese and Bonanno crime families, said Loretta Lynch, U.S. Attorney for the Eastern District of New York. "This is not a script for the Sopranos. This is the real thing," Lynch said, referring to the hit cable television show. "They make their money the old-fashioned way by lying, by cheating and by stealing." The arrests began about 6 a.m. Wednesday. Thirty-three suspects were arrested in New York, five in Florida, and one in New Jersey, Lynch said. Three were already in jail, and two surrendered. A final suspect, Salvadore Demeo, a top Genovese soldier, remained at large, Lynch said. The case showed that law enforcement officials made busts the old-fashioned way: by leveraging a high-level but unidentified source within the Genovese family. This witness "taped literally thousands of hours of conversation," many with Salvatore Aparo, a.k.a. "Sammy Meatballs," and Peter Dichiara, a.k.a. "Petey Red," two Genovese captains.

French Slavery
by 'Callimachus' Recently I read a piece by an American living in Europe, recounting how he had found himself in heated argument with a Frenchman who hammered him with America's rap sheet of historical faults and crimes it looked like the usual list, if you're familiar with that dreary experience. Among them, of course, was slavery. The American wrote that he largely conceded the point of slavery to his foe, remarking only that it was not really an American institution, just a Southern one. This seemed lame to me, not only because it was, in fact, a national institution, as I have been at pains to tell people for some years now, but because the American could have turned the tables nicely on the Frenchman, if he'd known a little more about French history. ETHICAL AND MORAL ISSUES IN INTELLIGENCE It may seem odd or strange to bring up the subject of ethics or morality in a field so apparently immoral as intelligence work, and it's hard to deny that espionage is a core component of intelligence, perhaps the "dirtiest" component. The basic task of getting somebody to become a traitor to their cause is a questionable if not "dirty" business. After all, what does the virtue of "loyalty" mean in a world so heavily dependent on spies, double agents, traitors, tricks, traps, deception, invasion of privacy, and denial of the right to self-determination. It's almost as if the whole field is based on the most devious and underhanded tactics imaginable. Why then, the importance of ethics? What kind of ethics? Should we begin with a before the fact, or a priori , approach which emphasizes the honorable motives that got us into this business in the first place? Should we begin with an after the fact, a posteriori , approach which takes a hard look in hindsight at the lessons learned, good and bad? Or should we take the easy way out, and say that ethical and moral concerns run rampant throughout every aspect of intelligence, and hope that some sort of professional code of ethics (along with stringent policies and procedures) will help us thru? In this lecture, we'll examine each of these approaches in turn, but first, let's list as many of the areas of intelligence work where ethical issues predominate.

    National Institute of Justice Organizational Structure It is estimated that approximately 15 of these loosely categorized criminal groups are operating in the United States, and that 8 or 9 of them maintain links to Russia. The estimated membership of those groups is 5 - 6,000 members. To put these estimates into context, a recent report published by the Global Organized Crime Project of Washington's Center for Strategic and International Studies (“Russian Organized Crime: Putin's Challenge") estimates that 200 large ROC groups are currently operating in 58 countries worldwide, including the United States. What is perhaps the most complete and empirically based description of the organization of Russian organized crime in the U.S. is contained in Finckenauer and Waring (1998:198): [The] structure does not look like either what is commonly understood to be the structure of organized crime or a mafia in the conventional sense of those terms. The networks are neither highly centralized nor dominated by a small number of individuals. Those individuals who do have particular influence seem to occupy their positions on the basis of their personal characteristics.... This means that the networks lack ...continuing structures.... The segment of ROC that best exemplifies the traditional forms of organized crime, e.g., La Cosa Nostra and the Sicilian Mafia in terms of hierarchy, internal codes of conduct, recruitment, and internal conflict resolution is what is known as the

    DAILY NEWS STAFF WRITER Alfonso Gagliano has held titles in Canada that include labor minister, deputy House leader, ambassador to Denmark and minister of public works. In New York he held a different kind of title, according to secret FBI documents obtained by the Daily News: "made" member of the Bonanno crime family. Gagliano was identified as a longtime soldier in the Bonanno crime family by Frank Lino, a former Mafia capo-turned-informer. Lino is now cooperating with the FBI and federal prosecutors as they slowly take apart the mob family to which he once swore allegiance. Gagliano's name surfaced as Lino described the Bonanno family's operations in Montreal, which has served as an outpost for the Brooklyn-based group for decades. He said he and a group of top Bonanno gangsters traveled to Montreal in the 1990s to let the northern branch office know the family had a new boss, Joseph Massino. The group met at a catering hall, and during the meeting, a Bonanno gangster, Joseph Lopresti, introduced Gagliano to Lino as a made man in the family, FBI documents state.
