ORGANIZED CRIME
During Mao's rule China was organized into communes, township units and neighborhood "committees." Such intimate social controls kept organized crime to a minimum. The market reforms introduced in the late 1970s, however, changed China's social structure, allowing new and old forms of organized crime to flourish. The relaxation of governmental controls, the boom atmosphere of the new special economic zones and growing incidents of official corruption have all contributed to rising crime rates. Triads, Chinese secret societies that in some cases began in imperial times, have brought into the mainland their dubious trade from Hong Kong, Macau, Taiwan and other places not under direct Chinese government control. A recent burst of assassinations, bombings and other violence in Macau, the Portuguese colony scheduled to revert to Chinese rule in December 1999, has been blamed on crime gangs maneuvering for position in advance of the transfer. Chinese authorities are attempting to cope with other organized crime groups that have a hand in such activities as illegal gambling, extortion, drug trafficking, gun-running, smuggling, prostitution, illegal immigration, fraud and the manufacture and sale of pirated goods.

a center of Internet security expertise at Carnegie Mellon University Many governments, businesses, and individuals around the world are just beginning to learn how to make best use of the latest information technologies. But organized criminal enterprises have already discovered these technologies as new opportunities for exploitation and illegal profits.
T he capabilities and opportunities provided by the Internet have transformed many legitimate business activities, augmenting the speed, ease, and range with which transactions can be conducted while also lowering many of the costs. Criminals have also discovered that the Internet can provide new opportunities and multiplier benefits for illicit business. The dark side of the Internet involves not only fraud and theft, pervasive pornography, and pedophile rings, but also drug trafficking and criminal organizations that are more intent upon exploitation than the disruption that is the focus of the hacking community. In the virtual world, as in the real world, most criminal activities are initiated by individuals or small groups and can best be understood as "disorganized crime." Yet there is growing evidence that organized crime groups are exploiting the new opportunities offered by the Internet. Organized crime and cybercrime will never be synonymous. Most organized crime will continue to operate in the real world rather than the cyberworld and most cybercrime will be perpetrated by individuals rather than criminal organizations per se. Nevertheless, the degree of overlap between the two phenomena is likely to increase considerably in the next few years.

This article is based on a speech Mr. Arlacchi delivered at the Australian Institute of Criminology's 4th National Outlook Symposium on Crime in Australia in June 2001.
C rime is no longer a problem that any nation can consider in isolation. If we want to understand it, and to combat it, we must see crime in its global context. Organized crime, except for some cross-border smuggling, used to be a largely local or at worst a national affair. But in the last quarter of the 20th century, organized criminal enterprises were able to exploit the same economic liberalization and open borders that gave rise to the expansion of multinational corporations. The opportunities for globalization have been embraced by organized crime groups that engage in illegal activities or deal in illicit goods. Today organized crime is a truly transnational phenomenon and is a subject of international concern. The risk to regional and even global stability is very real. Transnational organized crime groups are, in many ways, profiting the most from globalization. Legitimate business is still constrained by domestic and host country laws and regulations. Transnational crime syndicates and networks manage, with the help of corruption, blackmail, and intimidation, to use open markets and open societies to their full advantage.

NEW YORK (CNN) Fourteen alleged members of the Gambino crime family were arrested and indicted Thursday on charges that include racketeering, extortion, witness tampering, and conspiracy to commit murder, federal prosecutors said. It is the second major crackdown this month on organized crime in New York City. James Comey, U.S. attorney for New York's southern district, said that Louis "Big Louie" Vallario and Michael "Mikey Scars" DiLeonardo, both Gambino captains, were arrested Thursday and could be sentenced to life in prison if convicted. Statement of purpose
The purpose of this Convention is to promote cooperation to prevent and combat transnational organized crime more effectively. Article 2
Use of terms
For the purposes of this Convention: (a) "Organized criminal group" shall mean a structured group of three or more persons, existing for a period of time and acting in concert with the aim of committing one or more serious crimes or offences established in accordance with this Convention, in order to obtain, directly or indirectly, a financial or other material benefit; (b) "Serious crime" shall mean conduct constituting an offence punishable by a maximum deprivation of liberty of at least four years or a more serious penalty; (c) "Structured group" shall mean a group that is not randomly formed for the immediate commission of an offence and that does not need to have formally defined roles for its members, continuity of its membership or a developed structure;

CNN's Mike Boettcher (CNN) Amid indications that al Qaeda sleeper cells are operating inside the United States, a new report from the United Nations says that despite efforts to stop the flow of money, al Qaeda still has plenty of financial resources. CNN Correspondent Mike Boettcher and CNN's Daryn Kagan discussed how the so-called sleeper cells operate, and how they get their money. KAGAN: Let's go ahead and talk money first. It seems like day after day, we hear about this account or that account that has been frozen, trying to shut off the money line to al Qaeda. And yet, they're still getting money. Where is it coming from? BOETTCHER: Well, there are many different sources. Let me give you an example of the kind of money that's floating around there. There was a Moroccan cell that was broken up that was going to attack ships, U.S. and British warships, in the Straits of Gibraltar. They got $300,000 wired to them via Western Union from sources in Saudi Arabia and the United Arab Emirates.

Tokhtakhounov has been charged with fixing Olympic skating events NEW YORK (CNN) A Russian man was indicted Wednesday in connection with an international conspiracy to fix the outcomes of the pairs figure skating and ice dancing competitions at the 2002 Winter Olympics. The indictment, handed down Wednesday in Manhattan federal court said Alimzhan Tokhtakhounov influenced members of both the Russian and French skating federations. The French judge's vote for the Russian pairs figure skating team ensured the Russians a gold medal, while in exchange, the Russians ensured the French ice dancing team would win that event's gold medal. During the ice skating competition in February, the Russian team of Elena Bereznaia and Anton Sikharulizde, who skated a flawed performance, were awarded the gold medal, while the Canadian team of Jamie Sale and David Pelletier, with a near-perfect performance, were originally given the silver. It has failed after I rebooted it remotely and remembered it has no keyboard. The screen is probably saying "Press F1" and stuck there before load Win2K.
