David Conley, Ph.D., is director of the Center for Educational Policy Research at the University of Oregon and conceptual architect for Oregon’s Quality Education Model , a system commissioned by Governor Kitzhaber to develop a means to determine the amount of funding needed by the K-12 education system and the performance that could be expected of schools based on the level of funding.
Proficiency-Based Admission Standards System (PASS) , David Conley, Ph.D., director. Grants Pass School District No. 7 serves students in the city limits.The district is composed of one high school, two middle schools, and six elementary schools. There are also over twenty private and parochial schools. Three Rivers School District serves the area outside the city limits in the communities of Merlin, Wolf Creek, Sunny Valley, Murphy and Cave Junction. It includes three high schools, three middle schools, and nine elementary schools. Rogue Community College , a two-year accredited public community college, provides excellent educational opportunities to all in the community. It boasts a student population of more than 14,000 full or part time, catering not only to transfer programs but also offering technical and vocational programs, adult basic education, and recreational learning.

Project SUPPORT: A Transition Program for Incarcerated Youth with Disabilities in Oregon

Adjudicated youth face numerous difficulties and unique challenges in their growth from adolescence into adulthood when compared with their peers not involved in the juvenile justice system. Their transition outcomes demonstrate dismal success for this high-risk population. These outcomes are highlighted by TRACS (Transition Research on Adolescents returning to Community Settings), less likely to return to custody and 2.5 times more likely
Project Description
The purpose of Project SUPPORT is to provide incarcerated youth who have either a designated special education disability and/or mental health disorder with pre-release training and coordinated planning to support their transition into the community. Program goals are to increase engagement in employment and/or school enrollment (high school/postsecondary) and decrease recidivism. Key characteristics of program participants are: a) average age at entry is 17.4 years; b) 80% are male; c) 31% are members of an ethnic/minority group; d) 92% have a DSM-IV diagnosis and 45% have a combination of a DSM-IV and special education diagnosis; e) 78% have a history of school absenteeism and suspension; f) 76% have a history of substance abuse; and g) over 60% have a history of living in foster care or a group home, running away from home or placements, and an anger management deficit. Services typically occur in three phases: In-facility services, immediate pre/post-release activities, and ongoing community support. The in-facility phase activities completed by the TS are:

Getting started In 1962 citizens of Clackamas County formed a committee to promote the establishment of a community college. By 1964 they were working hard to get it legally sanctioned by a vote of county citizens. On May 24, 1966, after two years of trying to start a college, 62% of the people voted yes to form the District. After several months the vote was passed that approved an operating budget for the college. Clackamas Community College was now in business.
The first year
Seven part time instructors taught the first ninety-three students at evening classes in Gladstone High School. The college also assumed operation of the three occupational programs of auto mechanics, body and fender repair, and machine shop offered by the Oregon City Vocational School. They also assumed responsibility for most of the adult education classes offered by local high schools, which gave a total head count of 693 students for the 1966-67 school year.

The second year
As no permanent site had been decided on, the 1967-68 school year saw modular buildings on a temporary site that eventually became known as the Warner-Milne campus. On moving day the entire library was packed up into two boxes and the whole college was moved with one U-Haul truck in a day. Although the Oregon City Vocational School was now officially part of the college, the buildings were to remain another temporary site. For this school year twenty-three full-time faculty members were hired in addition to five administrators, eleven classified, and 225 part-time faculty. The enrollment that year rose to 3,321 students.

Tara Knudson Carl, St. Mary’s vice president, believes that helping single mothers is in keeping with the teachings of the Catholic Church and with the mission of the college. “It is so difficult for single women to become economically independent without a college degree,” she said. “We are helping them achieve a college degree so they can provide a better life for their children.” The program began in 2000 with nine single moms. The College expects thirty single moms for the fall 2002 semester.
