Bend Geography:

Bend, county seat of Deschutes County, is located near the center of Oregon at the foot of the eastern slopes of the Cascade Mountains. Bend covers twenty-one miles with an altitude of 3,628 feet. It is noted for its scenic setting, mild climate, year-round recreational opportunities and growing economy. Bend Climate:
Bend enjoys the predominately dry climate of the high desert. Sunny days, low humidity and cool nights provide the most common weather pattern. The average annual precipitation in Bend is about twelve inches. Bend History:
Until the winter of 1824, this area was known only to native Americans who hunter and fished here. Members of a fur trapping party led by Peter Skene Ogden were the earliest visitors. John Fremont and other Army survey parties came next. Then pioneers heading further west came through and forded the Deschutes River at "Farewell Bend". A small community developed around the bend in the river and in 1904, a city was incorporated with approximately three hundred citizens. The Oregon Trunk Railroad was completed in 1911 and the community of bend began to grow. 1914 brought two major lumber companies and timber became the mainstay of the local economy.

With no design to be invidious, W.E. Chancellor, lecturer on History of Educational Theory, Johns Hopkins University, says in the Atlantic Educational Journal: "I have read the school laws of every State in the Union; Oregon has the best." It is the purpose of this article to describe as fully as limited space will allow, the educational system of Oregon, which is necessarily based upon her school laws.
The school district governed by an elective board of from three to five directors is the unit of the school system in Oregon. This board manages the finances of the district, and elects teachers. Once a year the school district holds a school meeting, which all legal voters of the district are privileged to attend, and special meetings are called from time to time by the board of directors as the need arises. The districts of a county have a supervising officer called the county superintendent, who looks after the interests and welfare of all the districts of a county. This officer visits each district at least once a year, inspects the buildings, looks after the school itself, and supervises the work of the teacher. In the same manner, the State Superintendent of Public Instruction cares for the educational interests of the entire State.

How to critically analyze design work. Did your school help you job search? Yes What sort of background does most of the faculty have? Professional Additional Comments: The school focuses heavily on computer work, and on job placement after graduation. It sort of has a "vocational school" feel, but some of the better professors are really great. It's all a matter of how much an individual cares, and is willing to put into school that really will determine what he/she gets out of the school. The resources are definitely there...it's a matter of taking advantage of them. The school is moving to a newer, more modern location in a better part of the city come fall, 2002, so it is sure to be a great improvement for the entire institution. Date Submitted: Aug. 16, 2002

Federal Programs: Vocational and Technical Education
Signed into law on October 31, 1998, the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III) sets out a vision of vocational and technical education for the 21st century. The central goals of this new vision are improving student achievement and preparing students for postsecondary education, further learning, and careers. The funding Oregon receives is used for two purposes: 1) to support student attainment of academic and technical knowledge and skills through professional technical programs, and 2) to foster secondary/community college partnerships for the development and implementation of connected career pathway programs. Specific uses vary among the 60 sub-grantees that received this federal funding resource in 2004-05. Oregon also uses Perkins federal funding to support professional technical education at the Oregon School for the Deaf, Lord High School at McLaren Youth Correctional Institution and Robert Ferrell HS at Hillcrest Youth Correctional Institution.

September 15, 1998 I am very pleased to accept the investiture as the fifth president of Oregon Institute of Technology. On this occasion, we celebrate the accomplishments of OIT and reaffirm our mission as Oregons Institute of Technology. I want to thank all of you students, faculty, staff, colleagues and community friends for your support and endorsement as we begin this presidency. I owe so many of you so much for your active participation in the business of this institution. I am very proud of OIT and the Klamath Falls community. I am also very proud that OIT is part of the Oregon University System and shares the vision of higher education with the Chancellor, the Board of Higher Education and our sister institutions. The presence of our Oregon University System partners is testimony to our connectedness. I especially want to recognize the members of the senior staff and my executive secretary for their dedication and perseverance. I am grateful for their organization and facilitation of this event. Although I have objected to the "pomp and circumstance" of such a ceremony, I must admit that this convocation connects us in a special way with friends in the community and state.

The Right Model to Use
By Erica Olsen* I The idea of graduating students with "real-world" knowledge is taken from the German education system – world-renowned for its excellence. But some key differences exist between the German Model and School-to-Careers – differences that might destroy a potentially successful program. Here with a look at how the German education system is structured. Germany’s "Dual System" Full-time compulsory education in Germany begins at age six and lasts through ninth or tenth grade; students must continue in school at least part-time until they are 18. Through fourth grade, all students attend common primary schools. There they are taught according to a detailed curriculum promulgated by the Ministry of Education, an agency akin to the State Department of Education. After fourth grade students stream into three different lower secondary-school tracks. At the end of each track, successful students earn a certificate that entitles them, depending on the track and on their academic performance, to a university education, further vocational training or apprenticeships. The Hauptschule , the least demanding track, is attended by students headed for lower-skilled jobs and vocational training immediately after secondary school; a

Dale Parnell was principal of Springfield High School in 1959 when he recognized he had little to offer students in his district who needed vocational training. "It was clear we needed something between the high schools and the univeristy," Parnell recalls. When he became superintendent of the Lane Intermediate Education District, Parnell used that position as an opportunity to advocate starting a community college. In 1959 the Oregon Legislative Assembly passed a comprehensive community college bill which spelled out the concept of a comprehensive community college that offered college courses, adult education, vocational training, developmental education, and counseling. The Legislative Assembly enacted legislation in 1961 to increase allocations for construction of community college buildings. "We couldn't have started a college without that funding," Parnell says. Metro Tech Vocational Institute The defining fact of life for Metro Tech is its students, about one-third of whom have dropped out of school or never attended high school at all. They face many barriers to completing their education, ranging from poverty and illiteracy to single parenthood. In response, Metro Tech has responded with a school- to-work initiative that is not a single innovation, but rather a collection of elements held together by a vision for accomplishing fundamental school reform within a vocational school. These elements include curriculum integration, campus-based student enterprises, work-based internships, and technology-based instruction. ELEMENT ELEVEN: CREATIVE FINANCING
The crucial skill in securing funding is creative leveraging. None of the communities studied by AED made its school-to-work initiative happen by obtaining one large grant to support it. Instead, administrators imaginatively patched together and coordinated funds from diverse sources, coping with the multiplicity of funding categories and regulatory requirements.
Youth Transition Program, Oregon
Comprehensive Employment Work and Transition (CEWAT), Charlottesville, Virginia
Starting with about ten students and funded by the Virginia state department of education, CEWAT had developed into a collaboration of public and private agencies and programs serving 115 students in the 1993-94 school year. A collaborative relationship for service delivery has been developed between the Charlottesville Schools, a private nonprofit employment services agency, and the local Private Industry Council (PIC). School system funds and JTPA funds (provided by the PIC) together support job seeking, subsequent training, and follow-up services needed to ensure successful community employment for students. Combining funds allows the high school to purchase cost-effective vocational transition support services. For example, the school system provides funding for the vocational planner who coordinates CEWAT and for half of the placement services, including two employment specialists, and JTPA funds cover the other half of the placement services.
