March 23, 2005 OregonCalls Needed - Stop Teacher Certification for Some Homeschool Parents Dear HSLDA members and friends: A bill has just been introduced in the Senate Committee on Rules that would significantly affect many homeschool families in Oregon. Senate Bill 1013 requires any person who is paid to provide instruction to a child in kindergarten to twelfth grade to have a teaching license. This would effectively stop or severely curtail homeschool co-ops across the state. Homeschool parents whose children receive special instruction in a particular subject would find their options limited or too costly.

    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    October 21, 2004 Michael Modleski, a senior in the education program at the SUNY College at Geneseo, wrote: "In reaction to the recent and frequent changes to certification requirements, the department here has set up a committee to help get our voices heard. We were wondering if we, as future union members of New York state, could have an article published in your magazine?" By Michael Modleski and Eric Harte The future teachers of New York state are concerned, confused, and even intimidated by the constant changes that have been made regarding certification over the past several years. The most recent change mandates that in the three years following their initial certification, teachers obtain their master's degree and teach (not including substitute teaching of any kind) for three years. A one-year extension can be issued, giving new teachers four years to accomplish the requirements. We, as the future of the New York public school system, feel that this directly impedes our ability to be the best teachers that we can be. We are asking you, the current educators of New York , to please stand behind us in our quest to obtain five years to complete certification requirements. We have been told that the first several years that a teacher spends in the classroom are stressful, time-consuming and also exhilarating. Staying at school well into the evening, preparing brand-new lesson plans, attending meetings and devoting our lives to the students will be rewarding, but it will also demand an incredible commitment. Beginning a master's degree program in the first year is not only going to add more stress to our lives, but also take away from the time that we could be dedicated toward helping students.

    Oregon's constitution prohibits state appropriations for the benefit of any religious institution. Ore. Const. Art. 1, Sec. 5. Registration/Licensing/Accreditation: Private schools must be approved for the public placement of students for special education services. OAR 581-15-126. Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Teacher Certification: Teachers at registered private schools may demonstrate their qualifications by: 1) possessing a current teaching license; 2) teaching at least half time in the subject field in which the bachelor's degree was obtained while actively working toward an Oregon teaching certificate; or 3) possess relevant verifiable experience consistent with the educational goals of the school and the Department of Education. Or. Admin. R. 581-45-530. Curriculum: See Safety Fire and Earthquake Instruction. Special Education: School districts must make available special education designed to meet the needs of resident handicapped children in private schools. Such special education must not be provided in the private school.
