The Certification Connection by MARY E. DIEZ I recently came across a flyer from the National Private Schools Association offering, among other things, certification for private school teachers. Intrigued, I went to the association’s website and discovered these requirements: provide information, all self-reported, on your academic background, teaching experience, and character; obtain a reference from an employer or colleague who will nominate you for certification (although no criteria for such nomination are provided); and pay $50 (your school also must pay an annual fee of $75 for you to be eligible). While the existing system of licensure for public school teachers is more rigorous than simply rubber-stamping someone’s self-report on competence, most thoughtful people agree that the system is in need of a major overhaul. As a result, the processes and institutions that license teachers are changing, and many of the changes promise to ensure that teachers enter the classroom well equipped to work effectively with learners. The problem with many states’ licensure requirements has been that they have not been thoughtfully developed as a coherent picture of what teachers need to know in order to be effective.

You Are Here: Home NCLB Highly Qualified Teachers No Child Left Behind Oregon Exceeds National Average for "Highly Qualified Teachers" 82 percent of all classes taught in Oregon’s public schools have a “highly qualified teacher,” according to the new federally required definition under the No Child Left Behind Act. The national average is less than 55 percent, according to the Education Commission of the States. Oregon’s percentage is even higher in classrooms where the student has the same teacher all day, as is the case in nearly all elementary schools and many middle schools. In these self-contained classes, 94 percent have highly qualified teachers. All teachers of core academic subjects (English, reading, language arts, math, science, foreign languages, social studies, and the arts) must meet the definition of highly qualified teacher by the 2005-06 school year. That means teachers must be fully licensed by the state, hold at least a bachelor’s degree, and meet state requirements to demonstrate mastery of subject knowledge, either by exam or a major in the core academic area. It is possible for a teacher to meet all these qualifications and still not meet the highly qualified definition if the class assignment is outside the teacher’s academic certification.

Dean Sam Stern welcomed scholarship recipients, their families and friends, our faculty and staff, and several of our donors to a celebration of accomplishment and generosity. The room was overflowing with feelings of joy for our students who have achieved their goals through hard work and gratitude for our scholarship donors who have invested in making a difference in our students’ lives. This year 58 scholarships were awarded to 53 students. Scholarship funds totaled over $62,000, more than ever in the history of the College of Education. Karen Sullivan-Vance, Academic Advisor for the College of Education, said that the scholarship committee received over 100 applications this year and was very pleased at the outstanding quality of each applicant. Karen congratulated the award winners and then introduced our Student Ambassadors: Jill Merryman, Amy Hammelman, Jeanette Armstrong, Katee Keen, Jennifer Treglown, Dan Rothwell, and Evan Johnson who announced the scholarship awards. Dean Stern presented a certificate to each scholarship recipient. All scholarship recipients for 2005-2006 are listed in the program The three recipients of the Arizona Sawyers Scholarship, established by Mrs. Denabelle Linville in 1971, are Marietta Bonaventure, Michelle Briya, and Dana Knighton. Mrs. Linville was a graduate of the class of 1925 and wished to support the studies of women who are Oregon residents. It was Mrs. Linville’s wish that the scholarship be awarded to students planning a career in teaching.
