SEATTLE POST-INTELLIGENCER REPORTER SALEM, Ore. First, they say, he won their trust and offered solace to them as lonely teens. Then, two former students claim, the administrator at the Oregon School for the Deaf preyed on their vulnerability and demanded sex in return. The women have come forward to accuse Don Lorenzen, the retired director of the Salem school, of sexually abusing them and other girls in the late 1970s and early '80s. "I was so afraid of him," said Eva Gunter, 37, of Salem, her slender frame trembling. "He ruined my life." Lorenzen denies the women's allegations, saying he has no idea why Gunter or Margaret Adamski of Seattle are making such accusations. He also denied ever having sexual contact with any student.

Attorney General Hardy Myers today announced the launch of a new education program designed to combat sexual predators using the internet to target youth. The centerpiece of the program is an interactive website that provides youth, parents and educators with tools to protect kids while they are online. The website, www.doj.state.or.us/oricac Don't Believe the Type campaign against online enticement of children by sexual predators.
Along with the launch of the ICAC website, the ICAC Task Force developed a training course and materials to use in educational programs for students, parents and teachers. This program provides youth with information about safe "surfing," identifying signs of sexual predators and what to do if they receive unwanted sexual solicitations while online. For parents, the web site and the educational program provides important resources for creating a safe-surfing environment within the home and tips for identifying and reporting possible child victimization. "The unprecedented and alarming explosion of sexual exploitation of our children on the internet, as well as the steady increase in child pornography must be met head on," Myers said. RESULT OF "YES" VOTE: "Yes" vote authorizes state to guarantee general obligation bonds issued by certain education districts. RESULT OF "NO" VOTE: "No" vote retains prohibition against state guarantee of general obligation bonds issued by education districts. SUMMARY: Constitution now generally prohibits state from creating debt over $50,000 or lending its credit. Measure amends constitution permitting state to guarantee general obligation bonded indebtedness of school districts, education service districts, community college districts. Limits amount state can guarantee to 1/2 of one percent of true cash value of taxable property in state. State may issue bonds, borrow from Common School Fund to satisfy obligation. Legislature must enact statutes authorizing state to recover from district payments made to satisfy state's guarantee of district debt. ESTIMATE OF FINANCIAL IMPACT: Reduced interest and issuance costs on indebtedness by participating school districts, education service districts and community college districts are estimated to be $70 million over the next 20 years under this measure. This estimate is based on current levels of bond issuance. There is no financial effect on state government revenues or expenditures.

Admission Policy for the 2003-04 Academic Year Background It is Oregon State Board of Higher Education policy to approve undergraduate admision requirements for each academic year in February of the preceding calendar year. This schedule is necessary for institutional planning, program implementation, publications, and timely notice to prospective students. Admission Policy Update Beginning with the admission policy adopted by the Board for 1996-97, the Oregon University System (OUS) projected a transition from the traditional grade- and subject-based admission standards to a proficiency-based admission standards system. An updated schedule for this policy transition begins on page 16 of the full admission document in the supplemental section of the docket. Admission Policy Changes for 2003-04 Admission policy, as currently approved by the Board for the 2001-02 academic year, will continue with minor updates for admission to the 2003-04 academic year. However, projected transition to the proficiency-based admission system has been updated to reflect and accommodate the implementation of educational reform in Oregon's schools. A separate report on the implementation of proficiency-based admission standards is in the February 16, 2001, Board docket. Chapter 618 Oregon Laws 2001 AN ACT HB 3429 Relating to school safety; creating new provisions; amending ORS 329.704; appropriating money; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. (1) There is created the Center for School Safety within the Department of Higher Education. The mission of the center shall be to: (a) Establish a clearinghouse for information and materials concerning school violence prevention and intervention services. As used in this paragraph, "intervention services" means any preventive, developmental, corrective or supportive service or treatment provided to a student who is at risk of school failure, is at risk of participation in violent behavior or juvenile crime or has been expelled from the school district. "Intervention services" may include, but is not limited to: SECTION 2. (1) The Center for School Safety shall be governed by a board of directors. The board of directors shall consist of: SECTION 3. These rules must be aligned with the OAESD Constitution and By-Laws. The OAESD Executive Committee approves Operating Guidelines and future changes and/or amendments to Operating Guidelines by majority vote of those Executive Committee members present. The Constitution and By-Laws prevail over guidelines in any perceived conflicts. These guidelines reflect the change in organizational structure from use of an Executive Director to a self governance model where a Director of Government Affairs may be hired for support of OAESD positions. Some issues not addressed in our Constitution and By-Laws are here for information purposes. Designation of the OAESD Fiscal Agent: The fiscal operations of OAESD shall rotate with the presidency. A stipend of $4,000 shall be provided to the business office located in the ESD which houses the Superintendent Section President. Having the fiscal office move with the presidency will enable the President and administrative assistant to be directly involved in receiving all bills and directly authorizing payments on-site Setting and Preparing Meeting Agendas: The presiding Section President shall set the agenda in cooperation with the Section President who is not presiding. The agenda shall be sent in advance of the meeting to each Executive Committee member, to each member agency and to any other individuals identified on the agenda for presentation purposes.

Jordan Valley's history is closely tied to that of farmers and ranchers pulling a living from the sagebrush landscape of the Owyhee Desert. Admission Policy for the 2004-05 Academic Year Background Oregon State Board of Higher Education policy calls for approval of undergraduate admission requirements for each academic year in February of the preceding calendar year. This schedule is necessary for institutional planning, program implementation, publication production, and timely notice to prospective students. Admission Policy Update Beginning with the admission policy adopted by the Board for 1996-97, the Oregon University System (OUS) projected a transition from the traditional high school grade point average and subject-based admission standards to a proficiency-based admission standards system. An updated schedule for this policy transition is provided at the end of this document. Admission Policy Changes for 2004-05 Admission policies for three OUS campuses have been revised to reflect campus enrollment considerations. For the other four campuses there are no changes in the existing admission requirements. (Please see the chart Undergraduate Admission Requirements for 2004-05 Academic Year .) However, projected transition timelines to the Proficiency-based Admission Standards System (PASS) have been updated to align with the projected schedule for the implementation of educational reform in Oregon’s schools. A separate report on the implementation of PASS is in the February 21, 2003, Board docket.
