(From At the Crossroads - Winter 2003 Critical Issues Oregon’s commitment to providing a free public education for all its children started in the 1830s when Oregon pioneer John Ball opened the first school for “half-blood” children of fur trappers who frequented Fort Vancouver. That commitment to a free public education, with local control and permanent funding, was written into territorial law by the Rev. George Atkinson in 1849 and became a part of the Oregon Constitution in 1859. Oregonians at that time not only provided for “a uniform, and general system of Common schools” (Article VIII, Section 3), they also established a mechanism to pay for those schools the Common School Fund. The Common (Irreducible) School Fund (Article VIII, Section 2) provided for the distribution of income to school districts from the sale of land given to the state by the federal government. According to the 1868 Report of the Board of Commissioners for the sale of school lands and the management of the fund: “If the state school lands are all sold, and the funds carefully managed, in a few years it (the Common School Fund) will fully support a free public school system.”

You Are Here: Home About OSBA History/Info About OSBA The Oregon School Boards Association represents more than 1,400 locally elected school and education service district board members charged with shaping the education programs for the more than 560,000 kindergarten through 12th grade students in Oregon. OSBA members also include board members from the 17 community colleges and the State Board of Education. Founded in 1946, OSBA is a non-profit association whose purpose is to support board members in their complex leadership roles. The association does this through a variety of services, from board member training and executive searches to policy services, publications and legislative advocacy. OSBA is governed by a 22-member board of directors which includes a five-member executive committee. Board members, nominated from Congressional Districts, are elected by members at the association's November annual meeting. OSBA's staff provides the services and programs that support the association's mission. Their job is to service board members and districts so that Oregon's young people receive the best public education possible.

OHSU is Oregon’s academic health center — it is the only institution that reflects the multifaceted, interwoven responsibilities of healing, teaching, research and community service. It is one of 125 academic medical centers in the nation and one of only 20 not affiliated with a larger university. At the turn of the century:
  • The School of Medicine earned the annual Innovations to Curriculum Award from the American Medical Association, medical student section.
  • The School of Medicine was ranked in the top 2 percent of American medical schools for its primary care education program for the fifth consecutive year as reported in . Of the 144 schools included, its primary care education program ranked third; family medicine education ranked fourth for the fifth consecutive year; and rural medicine ranked 11th.
  • Forty percent of physicians licensed in Oregon received their undergraduate and/or graduate medical education at the medical school.

K-12 SCHOOL DISTRICT FINANCING
AN UPDATE OF CHANGES IN THE 1990s
Prior to the 1990s, local school boards and the district voters determined the size of K-12 school district budgets. The majority of school funds were raised locally through property taxes, with the state providing less than 30% of operating funds. Operating expenditures per student varied widely, depending upon what each community considered appropriate funding for schools and that community's ability to raise revenue. Today the state income tax and, to a lesser degree, the lottery provide about 70% of the operating revenue for K-12 schools with the local property tax providing the bulk of the rest. The legislature distributes state funds using formulas that have largely erased the differences in resources among districts. For some districts this has meant increases in budgets. For others it has meant belt-tightening and cuts in programs. Oregon has 198 school districts enrolling about 541,350 students. Each district has its individual story of the impact of shifting demands and resources. This report relates the history of the shift in school funding from local to state control and the consequences for schools. It also describes some of the resources that school districts and individual schools use to supplement the funding levels set by the state. Finally, this report looks at how demands on schools have changed during the 1990s, focusing on the mandates of school reform.

HIGHER EDUCATION BUDGET BILL APPROVED BY HOUSE AND SENATE
This week, both the House and Senate approved their respective versions of the Oregon University System budget. In the House, Representative Susan Morgan (R-Myrtle Creek) carried the bill and spoke about how the House had increased the funding for higher education above the level recommended by the Governor, including lowering tuition for undergraduate students, and providing for a faculty recruitment and retention fund. The floor discussion (by both proponents and opponents) centered on the need for more money for higher education. In the Senate, there was considerably less discussion on the higher education budget bill with only Senator David Nelson (R-Pendleton) speaking against the bill, arguing that it didn’t provide enough funding for higher education. Senator Richard Devlin (D-Lake Oswego), and chair of the Senate Education Budget Subcommittee, outlined how the Senate Committee had improved funding for Oregon’s universities and provided for a reduced tuition level in his speech urging members of the Senate to support the bill. SB 5603 was approved by the Senate on a vote of 20 to 8 with Senator Jackie Winters (R-Salem) excused. Those voting against the bill were: Senators Atkinson (R-Central Point), Beyer (R-Molalla), Ferrioli (R-John Day), George (R-Newberg), Kruse (R-Roseburg), Morse (R-Corvallis), Nelson (R-Pendleton), Starr B. (R-Hillsboro), Starr C. (R-Washington County), Westlund (R-Bend), and Whitsett (R-Klamath Falls).

    Introduction How children spend their out-of-school hours is an important factor in their overall development. Quality experiences during these hours provide children with opportunities to develop new skills, learn new information, and connect with caring adults, all of which promote positive youth development. Supervising children in the out-of-school hours was once the direct responsibility of parents, but increasingly, as more families have both parents or the only parent in the workforce, families look to others in the community to provide care and supervision for their children, or they leave their children on their own.

    Impact of the School-Age Child Care Needs Assessment Project
    The surveys were undertaken to gain locally derived data that could be used to guide community-based planning. In all instances, the release of the findings in the county resulted in increased attention for school-age child care issues. Additionally, other short-term impacts were identified. A brief overview of how counties have used or plan to use the data and noted short-term impacts is presented below.

    Oregon - City History Oregon was once part of the Great Black Swamp. The swamp area was rich with oak, hickory, ash, walnut, elm and maple trees. This led to the establishment of numerous sawmills and settlements. The harvested forests created rich farmland, but the area remained swampy and there was a need for storm drainage. Major ditches, usually along roadways that followed the path of old Indian trails, were constructed. These ditches continue to provide storm drainage today carrying storm water into Maumee Bay. The first government was Oregon Township, formed in 1838. The land was surveyed and there were public sales for settlements. The area that was the township, is now the City of Oregon, which is bounded on the west by the City of Toledo, the North by Maumee Bay/Lake Erie, on the east by Jerusalem Township (Lucas County) and on the South by the City of Northwood (Wood County). In 1856 the township took ownership of two cemeteries which remain owned by the City today. The 1800's and 1900's saw the development of an extensive rail system. The Port of Toledo began operations on the south bank of the Maumee River in the early 1800's and developed port operations on the Maumee Bay in Oregon in 1955. These operations continue in the Northwest area of the City. Because of the water, rail, and surface transportation access that was available in the City, two major refineries, British Petroleum (BP) and Sun Marketing located in Oregon around the turn of the century. These two refineries have historically been two of the City's largest employers..

    The Oregon Teacher Recruitment and Mentoring (OTRM) project is a statewide initiative to support the recruitment and retention of highly qualified mid-career professionals, school paraprofessionals, and recent college graduates as teachers in high-need schools through enhanced alternative pathways to certification. The project, a partnership among the Oregon University System (OUS), Oregon Department of Education (ODE), and five Oregon public universities, is designed to enable high-need school districts in Oregon, many of them rural, to address their teacher shortages by enabling them to hire and retain highly talented skilled individuals who desire to make a career move into teaching. OTRM focuses on two objectives:
    • Teacher Shortages: During the first four years, the project will expand the state's capacity to address critical teacher shortages through new recruitment strategies and alternative pathways to teaching by enrolling 50-60 teachers per year for four years into the five universities' various pathways to licensure, for a total of 200-240 by the end of the project. ($5,000 tuition assistance scholarships will be provided to students who agree to teach in a high-need school for at least three years.)
