ENVIRONMENTAL IMPACT STATEMENT Summary of Public Involvement
Notice of Intent to prepare an environmental impact statement for Fort Vancouver National Historic Site was published in the Federal Register on January 7, 1999 (Volume 65, Number 5, Page 1171). In the spring of 1999, the NPS organized an interdisciplinary planning team consisting of staff at Fort Vancouver National Historic Site and the NPS Columbia Cascades Support Office in Seattle, Washington to begin a new general management plan for the NHS to replace the outdated 1978 master plan. The public process officially began in December 1999 when the NPS produced and mailed a newsletter to approximately 600 people on the park's mailing list. The purpose of the newsletter was to encourage participation and comment on critical park issues to be addressed in a new management plan for the park to carry out its mission of preservation and visitor use. In addition to providing relevant information about the national historic site, articles in the newsletter summarized the function of a GMP/EIS, and provided a schedule of the planning steps including dates, time, and location for the public meetings. Advertisements announcing public scoping meetings were placed in the Oregonian , in Portland, Oregon, and The Columbian , in Vancouver, Washington. The public review period lasted for 90 days and ended on March 1, 2000.

Oregon Legislature finalizes education budget
Lawmakers had mixed responses to education funding decisions after the second-longest legislative session in the state's history
Nicholas Wilbur
News Reporter
August 09, 2005 After the second-longest legislative session in Oregon history, lawmakers finalized state budget appropriations at 6:20 a.m. Friday. One of the most debated and controversial issues of the session, education funding for Oregon schools and colleges remains a hot issue with mixed responses. Tuition for Oregon universities will increase 3 percent over the next two academic years, down from 10 percent in the last two biennia. Saunders said she was hopeful that progress will continue through small increases over time. The OUS progress report showed that students would be required to work 46 hours per week year round at a minimum wage job in order to finance attendance costs at the University. The Education and General Program appropriation, a subset of the General Fund Budget, is made up of graduate and undergraduate instruction, but does not include statewide public services programs or capital construction funds. Education and General Program appropriations increased 4 percent, or $22 million, from the 2003-05 appropriations, but funding is still down 11 percent, or $51.9 million, from the 2001-03 biennia.

Therefore, the following guidelines are in place:
  • Pants are to be worn on the hips and belts are to be tucked in at the belt loops. No visible undergarments, including boxers, sports bras and bra straps. This pertains to both boys and girls. Additionally, the Hamlin Student Council and the administration has agreed to a wearing of shorts policy. The following was agreed as being workable: Walking shorts only. No P.E. or P.E. type shorts.

As students across Oregon start school, they have more of what they need thanks to Stand for Children members’ advocacy. That is the good news. The bad news is that we are still very far in Oregon from educating all students to succeed in our incredibly competitive global economy. By relegating Oregon students to a short school year with large classes, limited attention, and few enrichment opportunities, while highly motivated future workers in India, China, and elsewhere study longer and harder, we are compromising their future prospects, and those of our state. Changing this disastrous course requires that we support school children during next year's elections. Interested in learning how? Register now for our First Annual Statewide Summit . We'll teach you more about the issues, help you sharpen key skills, and show you how to elect pro-schools candidates and support ballot measure campaigns that improve or protect Oregon's investment in our public schools.

    http://www.malheurco.org/CountyProfile/CountyProfileNyssa.html
Nyssa, "The Gateway to Oregon," was founded in 1883 near the Oregon Short Line Railroad as it pushed through southern Idaho and Eastern Oregon. It served as a railroad watering station; a convenient point between Ontario and Parma for several years, and later grew into a trading station used by settlers along the Snake River and the Owyhee Ditch. Two stories claim different ways the town got its name; the first says Nyssa is the Indian word meaning sagebrush, and was given that name by early residents and the second story is that Nyssa was given the name of a town in Greece by a railroad section hand.
