Hardy Myers was born in the small town of Electric Mills, MS. His father, a lumberman, came with his family to Bend in 1943 to become manager of The Shevlin-Hixon Company, one of the two large mills that used to operate on the Deschutes River. Hardy attended the public schools of Bend and Prineville, the University of Mississippi, and the University Of Oregon School Of Law. In 1962, Hardy married Mary Ann Thalhofer of Prineville; they have three sons: Hardy III, Christopher and Jonathan. They have lived in the Laurelhurst neighborhood of Portland since 1968. After serving as a judicial law clerk for a United States District Judge, Hardy entered private law practice in Portland with a firm that, after two mergers, became Stoel Rives, Oregon's largest private law firm. He began his public career by being appointed chair of the Portland City Planning Commission, and was then elected to five terms in the Oregon House of Representatives. He was twice chosen Speaker of the House. The Oregonian's surveys of legislative observers twice rated him the most outstanding member of the Legislature, and the Willamette Week's surveys of legislative observers rated him during four terms as the most outstanding metro area State Representative.

August 6, 2004 More than 67,000 music compact discs have been shipped to Oregon public schools and libraries as part of a national antitrust settlement between state law enforcement and music distributors and retailers of music compact discs, Oregon Attorney General Hardy Myers said. The CDs, which will go to about 300 Oregon libraries and schools, are valued at more than $900,000.

Oregon State Government After Measure 47 by Martin L. Buchanan Executive Summary In November 1996, Oregon voters passed the second major property tax limitation in six years, Measure 47, "cut and cap," reducing property taxes to the lesser of the 1995-96 tax minus 10% or the 1994-95 tax, and limiting future increases in assessments (except for new construction or additions) to 3% per year.[1] School district property tax revenues will be reduced $450 million below the levels otherwise expected in the 1997-1999 biennium, while local government property tax revenues will be cut $560 million.[2] Governor John Kitzhaber proposes to replace $459 million in lost property tax revenues for schools.[3 ] His budget proposes $800 million in tax increases, half from keeping income tax money that would otherwise be refunded because it was in excess of revenue forecasts.[4] This paper proposes reasonable ways to save the state of Oregon $527 million in the next biennium, more than enough to replace all the school losses from Measure 47, or almost all the local government losses, or some combination of the two. The theme of "Finding Common Ground" is that realistic policy proposals must have broad support. Anyone could control the state's budget if made king or queen for a day. It is controlling the budget through a political consensus of three million Oregonians and their representatives that is challenging. These pages contain no service cuts in education, in human resources, or in public safety. The focus is on providing improved public services with lower costs.[5]

On January 28th 2005, the Senate Judiciary Committee brought this bill back as Senate Bill 335. The hearing was held in the Multnomah County Courthouse, (to prevent persons with concealed handgun licenses from attending while in possession of their legal self defense firearms).
I f you were following the gun rights battle in this state as recently as the 1999 session, you are aware of the fight that took place over guns in schools.
Emboldened by their victory with Ballot Measure 5, the anti-gun nuts and their major mouthpiece, Senator Ginny Burdick took aim at the rights of concealed handgun licensees.
Senate Bill 508 was the intended vehicle to mount this assault.

Marsh to Refund Overcharges to Seven Oregon Schools
December 20, 2004 The scandal engulfing the world's largest insurance brokerage firm has reached Oregon. The Portland office of insurance broker Marsh USAthe firm at the center of a corruption investigation in New Yorkhas agreed to reimburse six Oregon school districts and one community college for $1.2 million in insurance overcharges stretching back to 2000. Marsh officials told school districts in Beaverton and in Eugene that they each had been overcharged $180,000 dollars over the last four years, district officials told The Oregonian newspaper.

Advertisements Bob Allnutt greets me at the door of his geometry class at Hillsboro High School, outside Portland, Oregon. "The key move is the sideways step," he explains, demonstrating how he shimmies between the tightly packed chairs. "I don't get this!" blurts a student from somewhere in the knot of desks. "I'm working my way over there," Allnutt, a 25-year teaching veteran, calls back as he darts frantically around the class. There are 38 students in the room, broken up into small groups, and the din of conversation makes it nearly impossible for Allnutt to be heard beyond the first few rows. On the far side of the classroom, a girl sits with her back to the teacher, chatting with friends. A group of four kids crowds around David Henning, 16, one of the few students who seem to understand the assignment. "We help each other out as best we can," says Henning, an earnest-looking sophomore wearing an Old Navy baseball cap. "A lot of the help is from the students around you." The teacher, he adds matter-of-factly, can't possibly get to everyone.

ARGUMENT IN OPPOSITION
THE OREGON PTA ASKS YOU TO VOTE NO ON MEASURE 88. Measure 88 is a bad deal for Oregon. It won't benefit most taxpayers at all. But it WILL cost our children dearly. In a state where our legislature has to struggle every session to find enough money in the budget to adequately fund education, health care, public safety, roads, and services for children and the elderly, it is irresponsible to talk about drastically cutting revenue for the state. This measure would cost $167 million in the next two years and $260 million in the two years after that. To illustrate, $260 million dollars is over three times the 1999-2000 formula revenue budget for the North Clackamas School District, over 3.5 times the budgets for the Bend/La Pine and Medford School Districts, and over 17 times the budget for the North Bend School District. It is inconceivable to even think about such an enormous loss of funds. A loss that will make it even harder for our school districts to reduce class size, or focus on teacher training. A loss that would mean even fewer children will receive health care benefits, and fewer struggling families will receive critical help. As with other proposed "tax cuts" it is the wealthy who benefit. Sixty percent of Oregon taxpayers will not get any tax cut at all. A family of four with an income of $45,000 will get nothing. The same family with an income of $47,000 would get $2 a month.

  • The Oregon Health Division found that between spring 1999 and spring 2000, smoking rates among eighth graders declined by 21.7 percent (from 16.6 to 13 percent) in a self-selected sample of schools funded to implement school tobacco prevention guidelines recommended by the Centers for Disease Control and Prevention (CDC). By comparison, smoking rates declined by 7.6 percent (from 17 to 15.7 percent) in a comparison group of non-funded schools.
    Overall, Oregon students in the sample of funded schools in 2000 were about 20 percent less likely to smoke than students in non-funded schools (13 versus 15.7 percent).
    Among the funded schools in the Oregon study, a strong dose-response effect was observed between how fully schools implemented CDC’s guidelines and how much smoking rates declined. Between 1999 and 2000 rates declined by 42.2 percent (from 14.2 to 8.2 percent) in schools with the highest implementation scores, 21.9 percent (from 17.8 to 13.9 percent) in schools with middle scores, and 6.6 percent (from 17.1 to 15.6 percent) in schools with the lowest scores.
