CFSS exists to “connect kids and community" and has been very active in three broad areas: 1. Fostering trust between generations . Its "Kids in the Middle" mentoring program connects at-risk youth in grades 4-8 with caring adult mentors who model and encourage relationships built on the Six Pillars.   • Growth in spending on special education in Oregon significantly outpaced growth in spending on regular programs. From 1992 to 2000, spending per student on regular instruction grew at an annual average rate of 3 percent while spending per student on special education programs grew at an average annual rate of 14.3 percent. In 1992, Oregon K-12 schools spent $448 per student on special ed programs. By 2000, the system spent $1,301 per student.
K-12 spending as a percent of personal income
  • During the 1990s, Oregon’s K-12 spending as a percent of personal income fell. Oregon’s total personal income increased at an average annual rate of 5.7 percent during 1990-2001. From 1991-2001, K-12 spending as a share of Oregonian’s personal income fell from 4.6 percent to 4.2. Over the decade, Oregon’s national ranking of K-12 expenditures as a percent of personal income fell from 12th to 23rd.

The Issues Oregon's K-12 education was traditionally funded through local property taxes. School boards throughout Oregon responded to local input and created programs that were then supported by school district elections. Although this system worked well for many districts which had voter support and a tax base that supported adequate funding, there were many districts that were perpetually challenged to adequately fund local schools. In 1991, Oregon voters passed Measure 5 which both capped local property taxes school districts could raise, and transferred the funding authority to the legislature's general fund. Measure 5 held the promise of lower property taxes and equalization of education opportunity for all Oregon children. Funds were distributed to schools on a per-student basis and based on a complex formula. But the consequence of transferring funding from local jurisdictions to a statewide governing body was that K-12 supporters now had to lobby for adequate funding against the other services provided for in the state budget. All went fairly smoothly as long as Oregon's economy was thriving and increases in income taxes collected covered increases in operating costs for schools, social services and public safety. The delayed reaction to Measure 5 funding shifts came when the Oregon economy went into decline, and then recession, for four consecutive years.

    The Governor's response to the Speaker's education budget plan - and the comments from the political peanut gallery - got me thinking: What's with the proposals for budgeting by simple formulas? Don't we elect folks to review and prioritize government programs and services and respond to emerging needs and opportunities? Assume for a moment that the amount allocated in the budget for the Portland police and fire disability payments was set according to a mathematical formula like the education proposals getting attention in Salem. Would people be happy if the budget was within that limit, even with the recently exposed problems continuing? Of course they wouldn't.

The CORE concept: a summary for legislators
Vision for Connect Oregon (CORE)
Oregon libraries share a vision of each library serving as a gateway to the total library resources in the state as well as to a rich array of electronic information. These resources will be available to all the people of the state regardless of location through traditional and non-traditional means.
Initial CORE Goals: 2001-2003
The intent of the CORE initiative is to establish a statewide multi-type library consortium that will pursue cooperative electronic resource licensing and establish a venue for future cooperative activities. In 2001-2003, CORE seeks to create a planning process and secure legislative funding for project that will demonstrate the value of broad library collaboration. The legislation that would create CORE is Senate Bill 202 Interim Legislative Committee a working group of legislators and library leaders from all communities
