EDUCATIONAL INSTITUTIONS AND NONPROFIT CORPORATIONS PAYING ANNUITIES
731.704 Certificate of authority required for educational institution or nonprofit corporation to receive transfer of money or property on condition of agreement to pay annuity.
(1) An educational institution or nonprofit corporation may receive a transfer of money or property conditioned upon its agreement to pay an annuity to the transferor or the nominee of the transferor, if the institution or nonprofit corporation holds a certificate of authority issued under subsection (3) of this section.
(2) Application for a certificate of authority shall be made in compliance with the rules of the Director of the Department of Consumer and Business Services. The director may by rule require such information relating to an educational institution or nonprofit corporation as the director considers desirable in the administration and enforcement of ORS 731.704 to 731.720.
(3) If the director finds that the application is in order, that the educational institution or nonprofit corporation is eligible to receive transfers under ORS 731.704 to 731.720 and that the institution or nonprofit corporation has complied with subsection (4) of this section, the director shall issue a certificate of authority to the applicant upon payment of the fee established by the director.

History and Values of Statewide Planning The 1969 Legislature enacted SB 10 directing counties to enact comprehensive plans and zoning ordinances in accordance with set standards and gave the Governor enforcement power. However, the law failed to establish mechanisms or criteria for evaluating or coordinating local plans. In response to this need, the 1973 Legislature enacted SB 100, which established statewide land use planning and created the Land Conservation and Development Commission (LCDC). The new commission was mandated to develop statewide land use planning goals, coordinate local land use planning activities, and assure active citizen participation throughout the planning process. The Legislature identified the initial ten goals; citizen workshops added the next four. The Willamette River Greenway Goal was added in 1975. Four coastal goals were added in 1976. Dear Teacher: Thank you for your interest in our continuing education courses and programs for teachers and administrators. There are five components of the Center for Excellence in Teaching (CET): partner workshop courses, professional development courses, a Continuing Teaching License Program, endorsement programs and administrative licenses programs. All courses are earned in quarter-hour credits. Partner workshop courses are sponsored by other entities, and the CET provides university credit for them. Professional development courses are initiated by the CET and address the great variety of interests and needs of the classroom teacher and the school administrator, as they respond to new challenges and regulations. These courses can be used by in-service teachers to meet requirements for Professional Development Units and Professional Growth Plans, as required by the school districts and the Teachers Standards and Practices Commission (TSPC). The Continuing Teaching License Program serves teachers in Oregon who hold an Oregon Initial License and are working toward their Oregon Continuing License. This program has been approved by the TSPC.

"Terrible Tillie" is privately owned, but is part of Oregon Islands NWR through a conservation easement.
From nearly every viewpoint on the Oregon coast, colossal rocks can be seen jutting out of the Pacific Ocean creating postcard images. Each of these rocks is protected as part of Oregon Islands National Wildlife Refuge. The refuge includes 1,853 rocks, reefs and islands and two headland areas and spans 320 miles of the Oregon coast. Public access to the coastal rocks and islands and the Crook Point Unit is closed. Spectacular viewing opportunities exist at numerous locations along the coast or visit the Coquille Point Unit of the refuge where visitor facilities will enhance your experience. Thirteen species of seabirds nest on this refuge, including common murres, tufted puffins, Leach's and fork-tailed storm-petrels, rhinoceros auklets, Brandt's, pelagic and double-crested cormorants, and pigeon guillemots. Pinnipeds (seals and sea lions) use refuge lands for breeding and haulout areas.

In even-numbered years, however, the primary and general elections (such as this one) must be conducted at the polls. Ballot Measure 60 would require that these elections be vote-by-mail, while continuing to give state and local elections officials the option of using polls for other elections. Ultimate Conclusion Overall, we're fans of vote-by-mail. But this measure is somewhat of a solution in search of a problem. Any Oregon voter who wants to go postal can already do so by registering as a permanent absentee voter and mailing in his ballot. Elections officials have made it so easy that approximately half of Oregon voters go postal each election. So why do we need Measure 60? Listening to proponents, you'd think mandatory vote-by-mail would bail out the state budget, aid addled old ladies, restore the nuclear family, end negative campaigning, eliminate voter fraud and bring peace to the Middle East.

They have asked Oregon universities to submit policies and records for both sexual harassment and consensual relations to consider as they design the new policy. on Oregon campuses and increase the effort to spread information on how and where to file sexual harassment complaints. State sets '05 tuition increase at 3 percent

July 27, 2005 After three weeks of negotiations, Democrats and Republicans finally agreed on a state budget that will increase tuition for undergraduates 3 percent for the next two academic years. The budget deal set the spending cap at $12.4 billion, with $5.24 billion appropriated to K-12 education, $685 million to higher education and $484 million to community colleges. The budget must still be approved by lawmakers later this week. At a July 15 meeting, the Oregon State Board of Higher Education discussed, among other actions, tuition rate increases for the 2005-06 academic year. The preliminary tuition increase was set at 6.7 percent for resident undergraduates, but because of state legislative action this rate was understood to be reduced by 3 to 3.7 percent. Higher education funding State legislators agreed Monday on the 3 percent increase for undergraduates, made possible by legislation putting additional general funds in the budget to make up for the 3.7 percent difference, OUS director of communication Diane Saunders said.
