Our Mission
Ceasefire Oregon is dedicated to enacting laws in Oregon that will ensure the safe and responsible use of firearms. Our work toward that goal proceeds on three levels:
The Oregon Legislature
We work at the state level to educate legislators about gun violence and responsible steps Oregon can take to reduce firearm-related homicides, suicides, and unintentional deaths. We propose and lobby on behalf of gun safety legislation.
The Public
Our goal is to build and maintain a grassroots network capable of proactively demanding reasonable regulations on firearms and rapidly responding to any proposed weakening of gun laws. As part of this effort, we inform members of the general public about proposed legislation at the state and national levels and about opportunities to affect the legislative process. Outreach efforts are designed to increase membership and inform the public about the need for legislative action. Educational campaigns are coordinated with other groups involved with gun safety education.
The Media
U.S. citizens are rarely exposed to realistic consequences of gun violence. We work with all media to ensure that gun violence and its public health implications are accurately reported. In addition, we work with the media to educate the public about gun violence. We accomplish these steps by developing and maintaining contacts with media representatives and by serving as a reliable source for journalists seeking information on gun safety

    Federal Programs: No Child Left Behind (NCLB) Act of 2001
    In January 2002, President George W. Bush signed into law the revised Elementary and Secondary Education Act (ESEA), also called the No Child Left Behind (NCLB) Act of 2001 . This law represents the most significant change in federal education policy since the first ESEA was enacted in 1965. The 1,180-page Act impacts the way public education is conducted in every state and school that receives federal ESEA funding. More than two-thirds of the federal funding for NCLB is distributed to schools in the form of local formula grants. Under these programs, funds are allocated to school districts based on a formula developed at the federal or state levels. Typically, more of these funds are allocated to poorer areas through formulas that are tied to counts of specific categories of students, usually a poverty factor, e.g., the number of students in a school that are eligible for free or reduced price lunch.     COMMERCIAL AND CHARITABLE SOLICITATIONS AND COMMERCIAL TRANSACTIONS
    Introduction
    (1) Definitions. As used in this rule, the following definitions apply:
    (a) "Sale", "selling", or "purchasing" mean an activity which creates an activity or obligation to transfer property or services for a valuable consideration;
    (b) "Commercial solicitation" means any direct and personal communication in the course of a trade or business reasonably intended to result in a sale;
    (c) "Private sale" means occasional selling between persons who are campus students or employees; (d) "Commercial transactions" means selling or purchasing or both selling and purchasing by any person in the course of employment in, or in the carrying on of, a trade or business. To the extent a non-profit organization or charity is selling a tangible product or is offering a tangible product with the expectation of thereby obtaining an immediate and direct contribution, this aspect of the entity's activity shall be deemed for the purposes of this rule to be a commercial transaction; (e) "Interference standard" describes the basis on which University officials will make an activity impact judgement (i.e., extent to which an activity or proposed activity limits, impedes or makes more costly than normal the use or function of an area);

    Geoduck ( Panopea abrupta
    The most impressive hardshell clam in the Pacific Northwest is the geoduck (Panopea abrupta), the world's largest burrowing clam, found chiefly in Puget Sound. Its odd name is thought to be of Indian origin, and is pronounced "gooey-duck." The name is variously spelled goeduck, goiduck, or gweduck. They have been found as far north as southeastern Alaska and as far south as Baja California. Geoduck clams are found buried two to three feet deep in mud, sand, or gravel, are abundant subtidally, less common intertidally. They can weigh up to ten pounds and can live up to 140 years. Their gaping, oblong shell is white with concentric rings, and generally has thin patches of periostracum at the edges. Siphons and neck cannot be withdrawn into their shell.
    Geoduck clams are heavily sought after during the lowest tides of the year. They are present in varying numbers in the Puget Sound from Anacortes to Olympia and in Hood Canal. Due to heavy digging pressure, however, they are found on public beaches only at the extreme low tide line, so most of the digging is restricted to less than 20 tides a year. Large numbers of geoduck clams exist below low tide throughout the Puget Sound area.
    Subtidal Geoducks
    Observations of Department of Fish and Wildlife scientists, as well as knowledgeable laymen, over a period of many years, have confirmed that geoduck clams are, or have been, abundant on beaches and river mouth flats throughout Puget Sound, Hood Canal, and in the Strait of Juan de Fuca. Laboratory experiments indicate that geoduck embryos prefer cold water and cannot tolerate salinities found in the open ocean. They have been eagerly sought after by personal-use diggers. On occasion, large numbers of geoduck siphons (necks) have been observed in shallow water below the level of the lowest tides. SCUBA divers - including a number from the Department of Fish and Wildlife - have observed dense beds of geoduck clams from just below low tide to depths beyond 60 feet.

    Hardshell Clams
    Clams belong to the group of animals called bivalves, which includes clams, mussels, oysters, and scallops. The soft body parts of these animals are enclosed between two shells; hence, the word bivalve. Bivalves are closely related to limpets, abalone, snails, slugs, squids, and octopuses. These animals, including bivalves, are collectively called mollusks.
    Most bivalves reproduce by discharging sperm and eggs into the water where fertilization occurs. Some will spawn only when the water temperature reaches a critical level. The fertilized eggs develop into microscopic larvae, which are carried about by water currents for various lengths of time (usually 3-4 weeks) before setting, depending on the particular species and water temperatures. The larvae feed on microscopic organisms called plankton, and most species, after developing to the advanced stage, settle on and attach to gravel, shell, or sand grains, then burrow into the bottom. In contrast, oyster larvae cement themselves to hard, clean surfaces such as rocks and shells.
    Since larval clams spend a considerable amount of time drifting about in the water before settling, the location where a particular larva ends up may be many miles from its parents. Many people assume that, if they transplant adult clams to their beach, they will soon populate the beach with clams. If the transplants survive and spawn, the resulting offspring will likely be scattered for several miles. A successful set of young clams on, any particular beach depends on a mass spawning of adult clams in a very large area, and on setting and survival on the beach in large numbers.

More and more parents want to send their kids to schools that offer, say, Japanese immersion. Or cutting-edge technology. Or intensive phonics. They want results, too. They want evidence that their child's school is doing a good job—that is, equipping their daughter or son for success. At the same time, educators complain that state and federal rules and regulations are squelching experimentation. How can schools innovate, they wonder, when they are buried in bureaucracy? How can they guarantee results when they are tangled in red tape? It is at the intersection of these demands—more choice, more accountability, less red tape—that the charter schools idea emerged. The concept is simple: "swapping rules and regulations for results," in the words of Chester Finn, Bruno Manno, and Louann Bierlein in a 1996 report from the Hudson Institute, a conservative think tank.     boats.com Oregon has taken steps to require boaters to take safe boating courses. Called the Mandatory Boater Education Program, the initial phase of the law will begin May 2002 and target powerboat renters by making them take a dockside safety check before receiving the keys to their boats. In 2003, the law will branch out to the non-renting boating public by first targeting young powerboat operators and gradually achieving complete phase-in for all ages in 2009. Boat owners can begin taking the basic boating education course, or an equivalency exam, as early as January 2001. Upon successful completion of the course, they will receive a Boater Education Card that they must carry with them when operating any powerboat. The Boater Education Card is not a license. The card, which costs $10, is good for life and never needs to be renewed. The Oregon State Marine Board is implementing mandatory boater education because safety concerns associated with the growing number of boaters crowding the waterways and the increasing speed capabilities of powerboats.
