  • Academic Calendar
The college operates on a term system (also called a quarter system). Fall term begins in late September and ends before Christmas. Winter term begins in early January and runs until mid-March, and spring term begins in late March and ends in mid-June. The 10-week summer term runs from mid-June until late August. Credit Hours and Credit Loads
Generally speaking, a class that meets one hour a week for one term will yield one credit; a class that meets three hours per week will yield three credits. A lab class usually yields one credit for each two or three hours of lab time. If you are employed while you attend college, bear in mind that most classes require one or two hours of preparation for each class hour. In our program descriptions, we suggest curricula that will allow you to complete the program in one or two years; if you are working, you may need to extend that timeline. To earn a transfer degree in two years, you should schedule an average of 15 credits per term to accumulate 90 credits in six terms. You may take no more than 20 credits in any single term without a counselor's signature.

A 50 State Survey of Requirements for the Education of Language Minority Children
    November 1997
By Anita Garcia and Cynthia Morgan Ms. Garcia and Ms. Morgan are Adjunct Fellows at the Center for Equal Opportunity in Washington, D.C.
Ms. Garcia is also a scholar at the University of California at Berkeley for the Foundation for Teaching Economics.
Ms. Morgan is also an Ashbrook scholar at Ashland University. Introduction Schools around the United States are now faced with education a growing number of children who lack basic English skills. According to the National Clearinghouse for Bilingual Education , there are 2,437,723 Limited English Proficiency students in the U.S.1 Only a few years ago, many schools had never dealt with a language minority child. Today, an increasing number do. The challenge of providing a quality education to all students is doubled when schools must also teach a child an entire new language as well as academic courses. Over the last 30 years, elected officials, education agencies, and the courts have established guidelines for the education of these students. Federal requirements allow states a wide deal of latitude in selecting the most effective programs for their limited-English-proficient (LEP) students. Many states have enacted their own laws governing the management and style of programs for LEPs. These laws have been developed in cooperation with, or under coercion from, federal agencies and/or activist organizations. The result has been a patchwork of laws and regulations that can vary greatly from state to state.

    DECISION
    Procedural Background
The United States Department of Education Office of Student Financial Assistance ( OSFA) issued a final program review determination notice on January 10, 1992, charging the oregon State System of Higher Education (oregon) See footnote 1 with two regulatory violations:
Finding 1. Oregon State System of Higher Education institutions have improperly charged a student loan administrative services fee of $10 for each Stafford and SLS loan for the period July 1, 1987, to the present . . . . In addition, the University of Oregon has also charged this fee for PLUS loans for the same period. See footnote 2
Finding 2. Title IV funds have been improperly used to pay student loan admlnistrative services fees for Guaranteed Student Loan reclpients at Western Oregon State College, Oregon Health Sciences University, and the University of Oregon. Based upon our finding that the [Oregon] student loan administrative services fee is not authorized, but [is] in fact prohibited under Federal law, the use of Title IV funds to pay this fee is a violation of additional regulatory requirements.

    • Parents have the right and responsibility to guide their children's education. This is affirmed by repeated U.S. Supreme Court decisions and Oregon state law.
    • Home education is private education, not public education. Home education should not be under the authority of the Superintendent of Public Instruction. The "No Child Left Behind Act" exempts both private and home education from its provisions.
    • Oregon does not regulate private schools, but it currently regulates homeschools. This is a violation of the principle of equal application of the law.
    • Home education works, with few home educated students scoring low on standardized tests and many scoring high. At all levels, home educated students significant out-perform the national norm. This shows that home education works even for students who are struggling.
    • Regulation does not help home educators. Home educated students' test scores are the same in states with no substantive oversight of home education as in states with high control.
