Oregon Boating Regulations and Laws
The Oregon Boater Education Card (also referred to as the Oregon boating license) is proof that a boater has taken and passed an approved boater education course. The Oregon State Marine Board is gradually phasing-in the mandatory boater education requirement that has been law since 1999. Currently all boaters 45 years old and younger are required to have the oregon boating license on board when the vessel is underway to satisfy the Oregon boating regulations. Many boating fatalities occur because boaters aren't educated about boating safety. The Oregon State Marine Board believes that an educated boater is a safer boater.
Where can I take my safe boating exam and get my boater education card?
You can write your safe boating exam directly on the internet at BoaterExam.com . Once you pass the exam your boater education card is mailed to your home. In the meantime, you can print off a Certificate of Completion that can be used as a temporary card to satisfy the Oregon boating regulations until your permanent boater education card arrives. Yes Colorado Colorado residents - age 14-15 - who operate PWCs required to complete boating safety course. Home study is not accepted for this age group. Yes Connecticut All operators of vessels registered in, or who own property in, CT must successfully complete an approved boating course or pass the CT challenge exam. PWC operators must take proctored, state-approved PWC classroom course regardless of residency. Other vessel operators may take the CT challenge exam. No Delaware Delaware residents born after 1/1/78 must complete an 8 hour boating course.

Oregon
Oregon's constitution prohibits state appropriations for the benefit of any religious institution. Ore. Const. Art. 1, Sec. 5. Registration/Licensing/Accreditation: Private schools must be approved for the public placement of students for special education services. OAR 581-15-126. Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Teacher Certification: Teachers at registered private schools may demonstrate their qualifications by: 1) possessing a current teaching license; 2) teaching at least half time in the subject field in which the bachelor's degree was obtained while actively working toward an Oregon teaching certificate; or 3) possess relevant verifiable experience consistent with the educational goals of the school and the Department of Education. Or. Admin. R. 581-45-530. Curriculum: See Safety Fire and Earthquake Instruction. Special Education: School districts must make available special education designed to meet the needs of resident handicapped children in private schools. Such special education must not be provided in the private school. School districts must provide such children with genuine opportunities for equitable participation in special education consistent with the number of children and their needs. Or. Admin. R. 581-15-166 (1978). Private educational agencies furnishing special education to handicapped children pursuant to a contract with a public agency must have on file with the Oregon Department of Education a plan approved for the special education programs. The plan must 1) describe the population to be served and the instructional services to be provided; 2) include a staff roster indicating name, instructional qualification, and assignment of all special education personnel employed by the private educational agency; 3) describe facilities, equipment and materials to be furnished and utilized; 4) document compliance with state and local health, fire and safety standards; and 4) meet additional minimum standards set out by regulation. Oregon is First State With Unprecedented Flexibility In Education
SALEM, Ore., Feb. 20 To assist state and local school improvement efforts, U.S. Secretary of Education Richard W. Riley today named Oregon as the first state authorized to waive regulations and statutory requirements of federal education programs. At a Willamette University legislative forum, Riley praised Oregon as a "pioneer in public participation and a national leader in the American effort to create an education system for the 21st century." Riley was joined by U.S. Sen. Mark O. Hatfield, R-Oregon, Gov. John Kitzhaber and State Superintendent of Schools Norma Paulus. "Ed-Flex" is a historic new partnership that will give Oregon and five other trailblazing states the authority to waive federal regulations and statutory requirements that can impede local and state efforts to improve teaching and learning. "Your leadership is being noticed and that's healthy and hopeful because you need to know that you are going in the right direction," Riley said. "Finding ways to improve teaching and learning are critical components of school change. And thanks to the strong leadership and foresight of Sen. Hatfield, we can now cut the red tape that impedes many prospects for learning."
