Descriptions of Oregon Delivery Systems Instructors and students in Oregon have numerous delivery systems and services available to develop and access distance education courses. The development of on-line courses is generally support by the school or campus that employs the instructor. Campuses and schools use a wide range on-line courseware including BlackBoard, WebCT, eCollege and EMBANET. For many universities and schools in Oregon, access to the Internet and a broadband intrastate computing network is provided by OWEN, a collaborations among three state computer networks. In addition to online courses, distance education courses are also delivered using a variety of video networks. K-12 operates an Internet Protocol (IP) video conferencing network that connects high schools, ESDs, community colleges and universities throughout Oregon. Community colleges also deliver telecourses over regional cable access channels and ITFS (Instructional Television Fixed Service) channels. OUS campuses use an internal IP video network, a microwave network, ITFS, and videotapes to deliver educational opportunities. All three sectors are experimenting with various video streaming and archiving distance education applications. OWEN (The Oregon WidE area Network)

(From At the Crossroads - Winter 2003 Critical Issues Oregon’s commitment to providing a free public education for all its children started in the 1830s when Oregon pioneer John Ball opened the first school for “half-blood” children of fur trappers who frequented Fort Vancouver. That commitment to a free public education, with local control and permanent funding, was written into territorial law by the Rev. George Atkinson in 1849 and became a part of the Oregon Constitution in 1859. Oregonians at that time not only provided for “a uniform, and general system of Common schools” (Article VIII, Section 3), they also established a mechanism to pay for those schools the Common School Fund. The Common (Irreducible) School Fund (Article VIII, Section 2) provided for the distribution of income to school districts from the sale of land given to the state by the federal government. According to the 1868 Report of the Board of Commissioners for the sale of school lands and the management of the fund: “If the state school lands are all sold, and the funds carefully managed, in a few years it (the Common School Fund) will fully support a free public school system.”

Models: University of California, Los Angeles University of Michigan University of Texas Other Spotlights: First-Year Initiatives Interdisciplinary Minors Undergraduate Research, Scholarship, and Creative Activity Invitation for Future Spotlights Spotlight Every few months the Center spotlights a topic of significance to research university faculty and administrators. Its approach is Thoughts and Models. The Thought consists of a short essay on the particular topic being highlighted. The Models represent different campus approaches to the topic. THOUGHT: Achieving Interdisciplinary General Education at the Research University Gregory D. Bothun, Department of Physics, University of Oregon General education requirements at the research university typically consist of 15-20 credits in each of the subject areas within the College of Arts and Sciences - e.g. Natural Sciences, Social Sciences and Humanities. Students generally satisfy these requirements by taking mass lecture classes, typically greater than 200 students, in X101: Physics 101, Sociology 101, History 101, etc. The underlying goal of this general education model is to provide students with an education that is broader than their own interests.
