Consider adoption... another option. Welcome We present this website to anyone interested in finding out more about adoption in Oregon. This website aims to help birth parents and adoptive parents find and evaluate adoption service providers, as well as identify resourses for the legal, financial, emotional and spiritual issues surrounding adoption. Because COAA does not maintain any full-time staff nor permanent physical location, any questions you have should be directed toward the adoption service provider(s) in which you may be interested. Please visit our Member Agencies page to begin identifying adoption agencies that suite your needs. Coalition History The Coalition of Oregon Adoption Agencies (COAA) first formed in the early 1980's (then known as Families for Children) to discuss the needs of Oregon's waiting children. COAA is now made up of over 20 adoption agencies that are licensed in Oregon. COAA member agencies meet monthly to share information on our practices, discuss legislation regarding adotpions, network, support, train, work to accuratley portray adoption in the media, and community education about adoption. We believe that by working cooperatively in this manner, each member agency becomes more effective in helping children and families with adotion. We value the diversity of our member agencies and the types of adoptions they offer (domestic, international, instate). The Oregon Department of Human Services participates in an advisory role.

Coordinating K-12 and Higher Education Systems to Support Student Achievement
Many local school-college efforts are operating across the country. These partnerships principally center around curriculum development (academic alliances), teacher preparation and professional development (clinical or professional development schools), and student support services (early outreach programs that include mentoring or tutorial supports). While the programs are encouraging, the vast majority still operate on the margin, in both schools and postsecondary institutions. Unfortunately, most have yet to be integrated into the structure and programs of the institutions. New Governance Structures. One strategy for coordinating K-12 and higher education systems is to create a governance structure that assigns direct responsibility for such coordination. In 1991, the Maryland Higher Education Commission and the Maryland State Department of Education jointly appointed and currently share a deputy secretary of higher education/deputy superintendent of education. The role of the office is to coordinate and promote the concept of a single continuum of education kindergarten through graduate school. The deputy is responsible for coordinating the complementary interests, programs, and authority of both state agencies for achieving shared state education goals. These responsibilities include the following:

Redmond, Oregon Environmental issues now affect almost all Americans. In Oregon, for example, the Umatilla Army Depot and the Hanford Nuclear facility have been designated Superfund sites by the EPA. Solid waste from many American cities are being shipped across state lines to huge rural landfills. Yet, many rural communities are facing the closure of their landfills. The USDA Cooperative Extension Service, with its mission deeply rooted in improving the quality of life for American citizens, seems the ideal agency to help provide information and education on local waste management. In July 1992, a survey was undertaken to measure the perceptions of local Extension faculty in Oregon regarding the role of the Oregon State University (OSU) Extension Service in waste management education. A pilot survey was sent to four agents and specialists who would not be involved in the final survey. In December 1992, the survey was edited and sent to 36 local Extension faculty in Oregon. Two follow-up telephone calls were made to each survey contact in January 1993 to encourage them to return their surveys. Twenty-seven surveys (75%) were returned by the end of January 1993. Clientele Needs The results of the survey show that waste management programs are perceived by county faculty to be of medium to urgent need. However, they felt waste management education is a medium to low priority compared with other educational program needs. Oregon county faculty indicated clientele are aware and interested, but sometimes have difficulty finally adopting waste management practices. Recycling and household hazardous wastes were the two areas described by agents where citizens are in the most need of education and information.

    Prevent Reading Failure In Oregon
    A Fact Sheet
Most schools in Oregon now use the same reading approaches that placed California's children last in a national ranking in reading.
    • Oregon's latest statewide language arts adoption (1993) includes only whole language approaches for teaching beginning reading. Oregon adopted whole language because it was a new trend in education , not because whole language has achieved superior results anywhere. (State IMS Evaluation Training Sessions, May 3, 1993).
    • Most schools in Oregon, including Springfield, Bethel, and Eugene 4J, subsequently purchased whole language programs. "Phonic/linguistic programs used in first grade produced strikingly larger effects than language experience approaches [whole language]."
    • California set the national whole language trend when it mandated the exclusive use of whole language for teaching beginning reading in 1988.
    • California's 4th-grade children now score last in the national ranking of 39 participating states in reading according to the 1994 National Assessment of Educational Progress (1994 NAEP READING: A First Look; 1-800-424-1616).
