Dr. Elisabeth A. Zinser
President Zinser was elected to membership on the Oregon Women’s Forum in 2005. She is a member of the boards of both the Ashland Chamber of Commerce and the Medford Chamber of Commerce, as well as the Board of Directors for the Oregon Shakespeare Festival and the Crater Lake National Park Trust, and SOU was just invited to full membership on the Rogue Valley Council of Governments. In Kentucky, she was an active participant in the YMCA Black Achiever’s Program and a member of the Metropolitan YMCA Board of Directors (Lexington). She and the Mayor of Lexington were the Co-Chairs of the University of Kentucky-Lexington/Fayette County Urban Government Arboretum. In Idaho, she served on boards associated with economic, social and workforce development. In North Carolina, Dr. Zinser was a member of the Board and Vice President of the Eastern Music Festival. On the national level, President Zinser has served as a member of the Board of Directors of the Association of American Colleges and Universities since 1999, having served as Chair and now immediate past Chair. She served a term as a Director on the Board of the American Council on Education, including service as Chair of the Finance and Audit Committee for ACE. She joined the Board of the Center on Academic Integrity (at Duke University) after leading the University of Kentucky into institutional membership. Dr. Zinser served two terms as chairperson of the Commission on Outreach and Technology Transfer and member of the Board of Directors of the National Association for State Universities and Land Grant Colleges (NASULGC). She was a member of a National Research Council study commission on the future of colleges of agriculture. She is past chair of the NASULGC Board on Oceans and Atmosphere.

Oregon's Educational System

With no design to be invidious, W.E. Chancellor, lecturer on History of Educational Theory, Johns Hopkins University, says in the Atlantic Educational Journal: "I have read the school laws of every State in the Union; Oregon has the best." It is the purpose of this article to describe as fully as limited space will allow, the educational system of Oregon, which is necessarily based upon her school laws.
The school district governed by an elective board of from three to five directors is the unit of the school system in Oregon. This board manages the finances of the district, and elects teachers. Once a year the school district holds a school meeting, which all legal voters of the district are privileged to attend, and special meetings are called from time to time by the board of directors as the need arises. The districts of a county have a supervising officer called the county superintendent, who looks after the interests and welfare of all the districts of a county. This officer visits each district at least once a year, inspects the buildings, looks after the school itself, and supervises the work of the teacher. In the same manner, the State Superintendent of Public Instruction cares for the educational interests of the entire State.

Qualifications of applicants
1) Every person desiring to commence the practice of optometry in this state must show satisfactory evidence of graduation from a school of optometry that is approved by the Oregon Board of Optometry and that maintains a standard of four school years of at least nine months each. (2) Every person desiring to commence the practice of optometry or employ the use of pharmaceutical agents shall in addition to the requirements of subsection (1) of this section have satisfactorily completed a course in pharmacology, as it applies to optometry, by an institution accredited by a regional or professional accreditation organization that is approved by the board with particular emphasis on the topical application of pharmaceutical agents to the eye for the purpose of diagnosis and treatment in the human eye, approved by the board.

  • The Board will require a passing score on Parts I, II, and III (PMPs, VRICS, Clinical Skills), and TMOD (Treatment and Management of Ocular Disease) of the National Boards of Examiners in Optometry (NBEO).
