The OHSU Board of Directors has 10 members. Mandated positions on the board include the president of OHSU, a member of the Oregon State Board of Higher Education and an OHSU student. The other seven members serve at the governor of Oregon's discretion and must be confirmed by the Oregon Senate. The university president serves on the board throughout his or her presidency, the student board member serves a two-year term, and each of the other members is appointed for a four-year term.

OREGON SENATE CONFIRMS THREE NEW APPOINTMENTS TO OHSU BOARD OF DIRECTORS, BOARD ELECTS NEW OFFICERS
PORTLAND
The board's newest members are:
Charles Wilhoite , a principal and director in the Portland office of Willamette Management Associates, a firm specializing in financial consulting, economic analysis and business valuation services. His practice areas focus on business valuations, gift and estate tax planning, economic damages estimation, financial consulting, intellectual property appraisal and dispute resolution services, with a heavy emphasis on the health care industry. Prior to joining Willamette he was with the accounting and consulting firm KPMG. Meredith Wilson , a civic leader and community volunteer from North Powder in eastern Oregon. A rancher and co-owner of Wilson Cattle Co., she has been involved with various nonprofit and community organizations, including PEO International Education Fund, which promotes educational opportunities for women, and the Northeast Oregon Area Health Education Center, which is one of four such centers OHSU operates in partnership with Oregon communities to improve the education, training and distribution of health care professionals in Oregon. Kathryn Smith , R.N., a graduate student in the psychiatric and mental health nursing program in the OHSU School of Nursing. A licensed professional counselor, she has a master's degree in counseling psychology and a graduate certificate in gerontology. Upon completion of a three-year degree program at the School of Nursing she intends to pursue a career in academic health care.

All the pieces of the "education enterprise" proposal are currently in the legislative process and can provide the framework for bringing the current legislative session to a successful and timely adjournment.
  • Predictability: Creates a 61 percent of General Fund Revenues floor for education spending, rather than a 51 percent of Personal Income Tax Revenues cap Stability: Investment: Provides that the excess between the 61 percent of revenues and the 110 percent appropriation is divided in thirds, allocating 1/3 to the Education Opportunity and Innovation Fu nd, which includes the entire education enterprise, and the Joint Boards of Education will be charged with apportioning the funds. The PK-12 portion is called the Successful Schools Fund . The post-secondary education portion of the Fund is called the Post-Secondary Academic and Workforce Investment Fund.

After the first European study tours in 1998 and 1999, Advocates determined that encouraging teams of four or more people from a single state to participate in the study tours would be the most effective way to build support for Rights. Respect. Responsibility. (3Rs). Since then, teams that participated in study tours have been working energetically in California and Oregon. In fact, Planned Parenthood of Southwestern Oregon and the California team are Advocates' first state-based partners in the 3RsCampaign

The Pennsylvania Charter School Appeal Board has finally shown its effectiveness. While last year it turned down the William Bradford Charter School appeal, this year the state appeals board approved three Philadelphia charter school applicants and denied two. Two appeals are pending. Among the approved schools is the state's first conversion school: Lincoln Edison Charter School. Charter schools may go to the board when the local school board denies a charter school proposal. The seven-member board was created to give qualified charter school applicants a more fair and unbiased review opportunity. The written decisions and more information about the Charter School Appeal Board can be obtained by calling the Education Department at 717-783-9802 or visiting: http://www.pde.psu.edu/charter.html This month, friends of Oregon charter schools were greeted by the white flag of submission from their biggest foes as a petition drive to repeal the state's current charter school law was dropped. Proponents of the initiative garnered less than half of the 66,786 signatures required to qualify the proposed change for the November ballot. Although many states consistently strengthen their charter laws through similar methods, no state has ever repealed its charter school law. Today, 36 states and the District of Columbia have charter school laws.

Scientific Community Unites Against Kansas Board of Education Evolution Decision
On 10 August 1999, the Kansas State Board of Education (KSBE) voted 6 to 4 to remove the teaching of evolution from the state’s science education standards. In response, the American Institute of Biological Sciences released a statement reflecting its disappointment and disapproval of that decision. AIBS member societies the Association of Southeastern Biologists (ASB) and the Society for the Study of Evolution (SSE) have joined AIBS in releasing their own statements of concern about the decision (following cover). These scientific organizations would like to remind Kansas of the sentiment spelled out by its own Vision Statement, which states that "students cannot achieve high levels of performance without ... a rich array of learning material" (taken from the Kansas Science Education Standards Fourth Working Draft, April 1999, as posted at http://www.ksbe.state.ks.us/topics.html). "Virtually all credible scientists believe that it is morally reprehensible to intentionally withhold knowledge from our children," says SSE President-Elect Michael Lynch of the University of Oregon. "No well-educated person wants to raise their children in an atmosphere of censorship."

In the mid-1800s, the revolutionary idea of mass public education created the need for an efficient, economical system capable of handling large numbers of students. Graded educationthe practice of classifying and dividing students by agespread rapidly throughout the United States and has remained the standard until the present (Goodlad and Anderson 1987). In the 1990s, educators and citizens are reevaluating their schools and proposing reforms to meet the needs of diverse social and economic groups. Nongraded primary education is a key component of many reform proposals, including the Kentucky Educational Reform Act and the Oregon Educational Act for the 21st Century. Many experimental nongraded programs tried in the sixties and early seventies failed due to inadequate understanding, lack of administrative and community support, and poorly planned implementation. Today's nongraded model is supported by additional decades of research and refined by the study of successful programs.
