Oregon enters charter school movement
O regon became the most recent Northwest entry into the charter school movement when it passed its charter school law in 1999 after two earlier attempts failed. There are 12 official charter schools up and running, ranging in enrollment from 40 to 100 students and in location from inner-city Portland to coastal Coos Bay to rural Southern Oregon burgs Phoenix and Talent. A few are start-ups, but most are public or private schools that have been converted to charter status under the charter school bill. Here's a glimpse of their broad educational array - everything from a semi-military academy for troubled teens to a Montessori school for little kids:
  • Armadillo Technical Academy Opened this year with an enrollment capacity of 60, this school near the Shakespearean mecca of Ashland is designed to provide service learning and technology training to at-risk middle school- and high school-aged kids and home schoolers. The school boasts a strong community involvement focus.
  • Destinations Charter School This public alternative school in Coos Bay switched to charter status before the current school year. Aimed at students in grades 6-12, the 70-student school brings project-based learning to at-risk kids in an environment that connects learning to real life.

The Annual Oregon Report Card Monitors Overall Progress toward Implementing the State Plan
The implementation of all elements of the Oregon Educational Act for the 21st Century is closely tracked and monitored by the 21st Century Schools Advisory Committee (the Oregon Goals 2000 State Panel) and the State Board. Required by the legislation, an annual report card describes statewide progress toward educational improvement and the condition and performance levels of Oregon school systems in the following areas: student achievement, student participation in programs/ services, school finance, student demographics, staff characteristics, and Oregon's progress toward the National Goals. In September 1992, State Superintendent Norma Paulus issued Oregon's first annual report card to the citizens of the state. The third report card was issued on September 30, 1994.

to achieve at the high levels called for in the Act - Goals 2000: Educate America Act Section 306 (n) (2) (B-C) The State improvement plan realistically and thoughtfully describes comprehensive strategies for enabling all children to reach challenging academic standards. Each plan should reflect a clear analysis of the State's needs related to improved teaching and learning; a compelling vision of what schools must do in order for all children to attain the State's challenging standards to be prepared for further learning, work and productive citizenship; and a coherent, step-by-step set of strategies for realizing that vision. An effective plan will have pieces so interrelated that the actions in their entirety will be more than the sum of its parts.

Summary of Status in 2002
Twenty-two states plus the District of Columbia and Puerto Rico are consolidated governing board states. These states organize all public postsecondary education under one or two statewide governing boards. None of these states has established a statewide coordinating agency with significant academic policy or budgetary authority between the governing board and state government. Nine of these states organize all public postsecondary education under a single governing board. The other 14 states have two boards: most often a board for universities and a board for community colleges and/or technical colleges. In several of these states, the second board is a coordinating board for community and/or technical colleges. Twenty-five states are coordinating board states.

To achieve its economic goals for the 21st century, Oregon needs to excel in all aspects of education, including higher education. Oregonians need higher education that is learner-centered with programs that adapt to the needs of working adults as well as students just out of high school. Oregonians need both degree and non-degree programs delivered through a variety of formats and schedules that accommodate the learner. The Oregon economy needs schools to rapidly develop programs that produce well-qualified graduates in technical and professional specialties for which there is strong job market demand. The economy needs higher education research programs that turn research and ideas into useful products and services. Our schools are taking steps in these directions but they have a distance to go and they face a number of significant impediments. So, how do we cover that distance and overcome those impediments?

At the February 2005 board meeting in Florida during discussion of the competitiveness paper in the HR/Workforce Committee, Committee Chairman Bob DeKoening asked if the Council Chairs Committee could prepare for the June board meeting a compilation of AeA efforts to promote education at the council level.

  • AZ is engaged with FIRST Robotics. We have supported them and a few of our member companies are sponsoring a team (sponsorship runs appx. 5-6K). We invited a team to our Manufacturing Forum where they brought their robot and had a TV that ran the FIRST video during breaks, among other projects.

4J Board of Directors
The seven-member Board of Directors, which is the policy making body of the school district, derives its legal authority from the statutes of the State of Oregon. The board selects the superintendent as the district's executive officer and delegates the responsibility for implementing its policies and plans to the superintendent. The board also has the annual responsibility of adopting a balanced school district budget.
Policies: Copies of school board policies and the district's administrative rules can be reviewed at each school and in the Education Center at 200 North Monroe Street. School board policies can also be reviewed at the Eugene Public Library and are also available online at http://policy.osba.org/eugene
Elections: Board members are elected from the district at large to serve four-year terms. Board elections occur in May of each odd numbered year. The next election for board members will be in 2005. To be eligible for election to the board, a person must be a registered voter in the school district, and have been a resident of the district for one year immediately preceding the election. Board members serve without pay. The term of office for board members begins on July 1 immediately following the election.
Meetings: The school board usually meets in regular public sessions on the first and third Wednesdays of each month at 7 p.m. at the Education Center, 200 North Monroe, Eugene. Special meetings and work sessions are scheduled as necessary. Copies of the agenda for school board meetings and background information about the agenda are available at each school board meeting and at least two days before the meeting from 4J Communications Office at the Education Center.

The Willamette Law Review and the Willamette University College of Law will present a "Symposium on Education and the Law" March 2 from 8:30 a.m. to 5 p.m. at the College in Salem. The keynote address will be given by Lee C. Bollinger , president elect of Columbia University and former president of the University of Michigan.The symposium will address current legal and policy issues related to education in the United States. The RN Training Project creates a pathway to a nursing career for those who are place-bound by family and work commitments, and a way to advance education and skills as hospital employees in Central and Eastern Oregon. The project brings education to communities where nursing education would otherwise be inaccessible, and expands nursing education capacity in a region that is facing a nursing shortage. Students completing this new program will receive an Associates Degree and be eligible to take Oregon State Boards for Nursing at the Registered Nurse level. The RN Training Project will serve 18 students across six rural counties and Bend, who have been selected for the new program. Partners include the Cascades East Area Health Education Center, St. Charles Medical Center in Bend, St. Charles Medical Center in Redmond, Pioneer Memorial Hospital in Prineville, Mountain View Hospital District in Madras, Lake District Hospital in Lakeview, Harney District Hospital in Burns, and Central Oregon Community College in Bend. About the PacifiCorp Foundation for Learning The PacifiCorp Foundation for Learning , founded by PacifiCorp to help communities served by Pacific Power and Utah Power, is in the third of a three-year, $1 million investment in early childhood literacy.
