Alternative Energy: Dissection Choice Gaining Ground in Several States July 14, 2005
In January, when Walter Simpson learned that his son Jay's Amherst, New York high school biology class would soon be dissecting frogs, he asked Jay's teacher to provide an alternative assignment. Jay, he explained, had always been a vegetarian and loved animals. "I did not want him to have to compromise his beliefs by participating in biology lab dissection," Simpson said. "If he would never deliberately kill an animal, why should he participate in an activity with a dead animal that was killed on his behalf?" New York's student choice law ensures that students who object to dissection or other classroom exercises harmful to animals must be given another assignment. Douglas County Overview
Douglas County was named for U.S. Senator Steven A. Douglas (1813-1861). Senator Douglas was a Democratic candidate for the Presidency against Abraham Lincoln in 1860, and he was an enthusiastic Oregon supporter in the Congress. When first created on January 24, 1851, the County was part of Umpqua County. On January 7, 1852, the Territorial Legislature created new boundaries and renamed it Douglas County. The County extends from sea level at the Pacific Ocean to 9,182 foot Mt. Thielsen in the Cascade Mountains. It has the entire Umpqua River watershed within its boundaries, and it contains nearly 2.8 million acres of commercial forest lands. Approximately 25% of Douglas County's labor force is employed in the forest products industry which includes numerous sawmills and veneer plants, as well as one pulp and one particle board plant, and numerous shingle, shake, pole and other wood products plants. Agriculture is an important factor in the economy with field crops, orchards, and livestock as major products. The County Parks Department, the first in Oregon, has over 50 parks in the system. They range from large facilities with overnight camping to small boat launching access points.

The approval came Monday, according to The Register-Guard newspaper. The board approved a US$800,000 budget, much of which will come from federal Title I funding. It has yet to be determined exactly how many iBooks will be purchased, but the program will include 300 students enrolled at Springfield Middle School as well as the 40 students enrolled in the Gateways Alternative Middle School program. The four-year pilot project, called the 1 to 1 Laptop Initiative, is to increase student achievement by delivering instruction in new, engaging ways.

Most families have no educational choice. They live in a particular attendance area for a particular government school, and their children attend that school. Period. Only parents with bood incomes can afford both the taxes for government schooling and the tuition for independent schooling. Some families are so committed to independent education that they pay for it even if it means eating beans for the next 12 years. Most, however, do not; and as a result, 9 out of 10 children attend government schools despite their relatively poor performance. The Need for Choice The problems can no longer be ignored. A 1983 government study described our nation's schools as engulfed by a "rising tide of mediocrity that threatens our very future as a nation and as a people." (1) In May 1989, Secretary of Education Lauro Cavazos said that "by any measure you want to use, our educational system is not progressing; it's standing still." (2) Compared with schools in other industrialized nations, our public schools rank lowest in math education and nearly as low in science. (3) Moreover, poor worker skills are forcing one-third of United States banks to offer remedial training in arithmetic and other basics. (4)

CHAPTER 339. SCHOOL ATTENDANCE; ADMISSION; DISCIPLINE; SAFETY. GENERAL PROVISIONS STUDENT CONDUCT AND DISCIPLINE

Duty of student to comply with rules; discipline, suspension, expulsion, removal and counseling; written information on alternative programs required. (1) Public school students shall comply with rules for the government of such schools, pursue the prescribed course of study, use the prescribed textbooks and submit to the teachers' authority. (2) Pursuant to the written policies of a district school board, an individual who is a teacher, administrator, school employee or school volunteer may use reasonable physical force upon a student when and to the extent the individual reasonably believes it necessary to maintain order in the school or classroom or at a school activity or event, whether or not it is held on school property. The district school board shall adopt written policies to implement this subsection and shall inform such individuals of the existence and content of these policies. (3) The district school board may authorize the discipline, suspension or expulsion of any refractory student and may suspend or expel any student who assaults or menaces a school employee or another student. The age of a student and the past pattern of behavior of a student shall be considered prior to a suspension or expulsion of a student. As used in this subsection "menace" means by word or conduct the student intentionally attempts to place a school employee or another student in fear of imminent serious physical injury.

YOGA REDUCES FATIGUE IN MS PATIENTS.
The study, published in the journal Neurology, found that yoga is as good as a traditional aerobic exercise program in improving measures of fatigue, a common and potentially disabling symptom of MS. It was the first randomized, controlled trial of yoga in people with MS. A parallel study by the same OHSU authors, presented in April at the 56th annual meeting of the American Academy of Neurology, found that cognitive function does not improve among healthy seniors in a six-month yoga program or exercise class, but physical health and quality of life appear to be enhanced. The MS study was not designed to determine the impact of yoga on the disease itself, said the study's lead author, Barry Oken, M.D., professor of neurology and behavioral neuroscience in the OHSU School of Medicine. Rather, it was intended to determine the effect of yoga and aerobic exercise on cognitive function, fatigue, mood and quality of life among people with MS.
