Increasing its emphasis on support for education, PGE Foundation
awards first quarter 2005 grants of $477,775 to 46 organizations across the state >SM and the Oregon Independent College Foundation. Alternative Education Accountability: Kentucky's Approach By Leon Swarts Many of Kentucky's alternative programs serve students with disabilities as well as students without disabilities. As in other states, the primary disability category of students with disabilities enrolled in alternative schools in Kentucky is most often a learning or emotional-behavioral disability. Although it is clear that alternative schools in Kentucky serve students with disabilities, the percentage of students with disabilities attending these schools is not known because the state does not currently collect this information. Critical concerns related to alternative education in Kentucky and students with disabilities include availability and quality of special education staff, provision of appropriate services and supports for these students, and maintaining high, yet attainable, academic expectations and standards for learning.
The Importance of Accountability Measures for Alternative Education
The importance of clearly documenting measures of effectiveness and student success in alternative schools is gaining increased attention. Since the implementation of education-based reforms such as the No Child Left Behind Act (NCLB) and zero tolerance policies, there is an increased need and demand for alternative schools to be held accountable for student progress and improved outcomes. Because funding is increasingly tied to student progress, documenting and measuring these outcomes is of utmost importance.

With a strong focus on providing support for education, in 2004 the PGE Foundation distributed more than $800,000 to 90 nonprofit organizations, helping Oregonians across the state. Portland, Ore. — February 10, 2005 — The PGE Foundation — the corporate foundation of Portland General Electric — announced that in 2004 it distributed $817,997 to 90 nonprofit organizations throughout Oregon. Foundation giving focused on providing support for organizations that deliver education, promote healthy families, advance arts and cultural endeavors, preserve the environment and encourage sustainability. Since 1997, the Foundation has distributed more than $8 million to Oregon nonprofit organizations.  "In 2004, it was again our privilege to reach out to aid nonprofit organizations and the people they serve from border-to-border across the state," said Gwyneth Gamble Booth, Foundation chair. Oregon Republicans Wish for a Republican President
We've been waiting for you. Day by day it gets harder to ignore that whatever President Bush is, he's not a member of the old-school Republican party. Of course, mentioning that in public will get you kicked out of the GOP, but you can look forward to a new membership in the Order of the Shrill. New state GOP group supports Kerry The party has "been taken over by right-wing conservatives who don't represent the mainstream values of the American people anymore," he said in a statement. [...] Lee Coleman was a member of the state Republican Central Committee, the party's ruling body, until it became public in June that he would no longer support Bush. At that point, Coleman said, he was pressured to leave several Republican positions he held. Coleman once headed the Oregon affiliate of a group of gay Republicans, and he said his final break with the president came when Bush called for a constitutional amendment to ban same-sex marriage.

A DAY FOR REMEMBERING
A Day of Remembrance Symposium, "Forging Links to Resist Racism and Discrimination: Lessons for the Japanese American Internment Latino Immigration in the New World Order," is planned from 10 am to 5 pm Saturday, Feb. 12 at the Knight Law Center at UO. The event is free and open to the public. The Eugene Day of Remembrance Committee, with sponsorship from the UO Wayne Morse Center for Law and Politics, and Asian Law Student Association, has organized the symposium designed to forge links with the Latino community to resist continuing discrimination. "The Day of Remembrance has taken on a poignant dimension in the wake of 9/11," says law professor Keith Aoki, "as the temptation to forget about civil rights in the face of fears about national security once again presents our society with difficult choices. Let's hope we have the wisdom to learn from the errors of the past."

Alternative Pathways to Licensure in Oregon Oregon's Teacher Standards and Practices Commission (TSPC) recognizes the need to provide alternatives so that individuals may obtain licenses as teachers, school counselors, school psychologists or administrators. People may have completed an approved program but not taken or passed the required tests. Others may have taught in other states but need to pass the tests required by Oregon. Still others may wish to become educators after a successful career in another field. Oregon offers options through the Transitional License Restricted Transitional License , and Limited License . The Professional Technical License has been offered for many years. The options provide ways for people to enter the profession from a variety of backgrounds. Individuals who hold Transitional or Restricted Transitional Licenses all must meet the requirements for the Initial License , the first stage of licensure under the Oregon system, in three years. Transitional License
Transitional licenses are issued to out-of-state educators who have completed an approved program in their own states but have not yet passed the required tests in Oregon. In other cases, individuals may have completed an approved program in Oregon, but have not taken or passed the tests. This license may also be issued to an individual who had a license at one time but has not been working in the schools and so lacks recent experience. Applicants have completed an approved preparation program but lack testing requirements or recency requirements
