Oregon enters charter school movement
O regon became the most recent Northwest entry into the charter school movement when it passed its charter school law in 1999 after two earlier attempts failed. There are 12 official charter schools up and running, ranging in enrollment from 40 to 100 students and in location from inner-city Portland to coastal Coos Bay to rural Southern Oregon burgs Phoenix and Talent. A few are start-ups, but most are public or private schools that have been converted to charter status under the charter school bill. Here's a glimpse of their broad educational array - everything from a semi-military academy for troubled teens to a Montessori school for little kids:
  • Armadillo Technical Academy Opened this year with an enrollment capacity of 60, this school near the Shakespearean mecca of Ashland is designed to provide service learning and technology training to at-risk middle school- and high school-aged kids and home schoolers. The school boasts a strong community involvement focus.
  • Destinations Charter School This public alternative school in Coos Bay switched to charter status before the current school year. Aimed at students in grades 6-12, the 70-student school brings project-based learning to at-risk kids in an environment that connects learning to real life.

Fax: 503/255-1767 Alpha High School, established in 1980 and run by the Multnomah County Education Service District, serves 115 students from six school districts in the eastern part of the county. Using ESD funds, each district purchases slots for its students at Alpha. An advisory board made up of a representative from each district determines the student referral process and other procedures. Alpha is based on the Experienced Based Career Education model initiated by the Northwest Regional Educational Laboratory in 1972. Alpha focuses on academic training, positive self-development, school-to-work opportunities, and job readiness skills. Its goals for its students include earning a diploma, focusing on a career interest area, and being employed in that area upon graduation. Alpha's students are those who have been unsuccessful in traditional schools where their education does not seem to have as direct a connection with the outside world. They thrive once they are in a hands-on setting and can see how, for example, geometry is related to house building. Students are involved in career planning throughout their time at Alpha. Each student has an individual occupation plan for career selection and all students spend half of every day at a job site. Early on they explore six different career pathways for two weeks each through activities such as job shadowing. Then they select one of the areas they explored earlier for a more indepth six- to 13-week exploration called a learning level. As seniors, students spend the half day at a job site in their selected career area as a paid employee, intern, or apprentice.

Lisa Berkson Platt, 503-986-0085 The Oregon Arts Commission's Arts Reaching Youth Inititative has awarded a total of $260,000 in grants to organizations across Oregon. Arts Reaching Youth, developed to demonstrate the range of ways in which experiences in the arts can help at-risk youth, is a collaborative effort led by the Arts Commission and the Oregon Youth Authority. Projects selected for funding from the Arts Reaching Youth initiative demonstrate strong community collaborations addressing youth-at-risk issues. The Arts Commission intends for the program to reach two broad audiences, youth in communities across Oregon as well as those who live and go to school within the institutions managed by the Oregon Youth Authority. A total of 53 proposals requesting $1,715,662 were submitted to the Arts Commission for funding. "The Oregon Arts Commission believes that these strong and inspiring arts programs will have a powerful and positive effect on young people's lives. A great deal of evidence shows us that the participation of youth at risk in these programs improves school performance, reduces anti-social behavior, and leads to positive creative activity for young people", noted Kathleen Davis of Medford, Vice Chair of the Arts Commission who chaired the proposal review process.
