Promotion of Innovation Culture
Background: Canada and Northwestern Ontario’s ability to adapt its resource-based traditional economy to a more knowledge-driven technology based economy will play a pivotal role in the maintenance of the quality of life for Northwestern Ontario. Success in the new knowledge-based economy increasingly depends on the ability to apply results of innovation, a new or significantly improved service, product, production technique, or management method and business model. Northern Ontario’s historical pursuit of comparative economic advantage in exploiting natural resources, industries that are very capital intensive, with its consequent reliance on foreign capital and out of the region decision making, while successful will be challenged in the twenty-first century. It is not suggested that this historical pursuit be abandoned. The knowledge based economy to which Canada is headed, demands that we reconsider this highly specialized economic status of Northwestern and move beyond such a simplistic strategy. The City of Ottawa announced drastic cuts to heritage this week in its draft budget for People Services. The Ontario Museum Association (OMA) has serious concerns that the continuing decrease in public investment in heritage and the lack of adequate operational funding support is causing irreparable damage to our province’s and nation’s heritage. As cities across the province are now experiencing the full impact of amalgamation, the OMA deplores that the previous leadership role our nation’s capital offered in cultural and heritage planning is being abandoned. Under the new Municipal Act of Ontario, culture and heritage are identified as the responsibility of municipalities and cannot be relinquished. The following cuts were put forward:
  • Closure of 4 city museumsBillings Estate, Pinhey’s Point, Cumberland Heritage Village, Gloucester Elimination of all heritage funding for the following museumsBytown, Diefenbunker, Goulbourn, Nepean, Osgoode, Watson’s Mill

However, I must admit this phenomenon of Toronto-bashing and the lack of a definable Ontario film culture is a bit of an obsession of mine. When I was doing graduate work in film policy at York University in the late 1980s, my thesis adviser was the noted Canadian film historian Peter Morris. I asked him about this notion of an Ontario film culture and how it was impossible to tell if a film was made in the province. There seemed to be no defining characteristic. He agreed. He said that at one point he had tried to put together a festival Of films from the identifiable Canadian regions. It was easy to find films that represented the East Coast, Quebec, the West Coast, even the Prairies. But when he came to Ontario, he couldn't do it, so the festival never happened. What are we doing to prepare the University for a new culture of students, faculty and staff? More specifically, what do we anticipate new faculty and staff recruits will be looking for? How are we, as a Western community, addressing these needs?
Work is being done on many fronts to attract and retain new faculty, staff and students to Western, and to build a supportive and inclusive culture across our campus. Just a few examples follow. Last year we hired a Coordinator of Faculty Recruitment and Retention to help us attract the brightest minds to Western and to help with their orientation once they arrive on campus. Assistance with finding employment for the spouses of new faculty members is among the many services provided by this new position. Last September, we created the Staff/Faculty Family Practice Clinic, comprised of three family physicians, to help ensure University employees have access to family medical care.
