Administered by the Oklahoma Commission for Teacher Preparation, Education Leadership Oklahoma (ELO) funds candidate support for Oklahoma educators seeking National Board Certification. Since its inception in 1997, the ELO project has funded over 1650 scholarships. National Board Certification establishes the highest standards for a teacher to be judged by their peers as one who is accomplished, makes sound judgments about student learning, and acts effectively on those judgments. The ELO project seeks these qualities when choosing applicants to receive the grant provided for by the State Legislature to proceed with the National Board Certification Process. Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

    An Act relating to schools; recognizing the role of public school paraprofessionals; stating legislative intent that the State Board of Education adopt a program for public school paraprofessionals; defining certain term; providing for codification; providing an effective date; and declaring an emergency. BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 6-127A of Title 70, unless there is created a duplication in numbering, reads as follows: For the purposes of this section, a public school paraprofessional is an employee of a school district whose position is either instructional in nature, or who delivers other direct services to students and/or their parents. A public school paraprofessional serves in a position for which a teacher or another professional has the ultimate responsibility for the design, implementation, and evaluation of the individual educational programs or related services and student performance. SECTION 2. This act shall become effective July 1, 1999.

1998 Legislative Actions and Budget Analysis for Common Education (K-12) Issue Background
A strong education program is essential to a state's economic and social development, according to national and local research institutions. With fewer per capita dollars to spend on education than the average state and a modest budget surplus, Oklahoma legislators faced a difficult task of setting education priorities that maximize the educational return on scarce state dollars. This Legislative Brief will provide an overview of the policy priorities for common education set by the Oklahoma Legislature this year with highlights of the more encompassing legislation and an analysis of the budget. Legislative Overview Early Childhood Education Literacy The Legislature showed an interest and a commitment to literacy in Oklahoma over the past two sessions. With the passage of SB 81 (Hendrick/Vaughn) and HB 2017 (Boyd B./Williams) some major policy initiatives to increase literacy levels and improve student learning were launched. HB 2017, The Reading Sufficiency Act, that was enacted in 1997 required that, beginning in the 1998-99 school year, second and third grade students be assessed for grade appropriate reading skills and a prescribed program of instruction. Reading assessment of students was expanded to kindergarten and first-grade students in HB 2878 (Boyd B./Williams) during the 1998 Legislative Session and an appropriation of $4.2 million in the FY-99 budget was made for the implementation of The Reading Sufficiency Act.
