Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

What is the Teacher Registry?
The Special Education Teacher Registry is a training project funded by the Oklahoma State Department of Education and coordinated by the Center for Learning and Leadership of Oklahoma. Registry training was created as a mechanism to provide approved training in federal criteria areas for which no special education certification exists. These federal criteria areas include: Autism, Traumatic Brain Injury (TBI), Multiple Disabilities, Deaf/blindness and Other Health Impairment (OHI). Thirty-two hour trainings have been developed and are coordinated by the Center for Learning and Leadership. Other entities may be approved to offer training by completing an application approval process. For more information about this process contact Chris Francl, Registry Coordinator at the Center for Learning and Leadership.

Do I have to pass all of my certification tests in order to graduate from ECU? The satisfactory completion of all three tests is a state requirement, not an ECU program requirement. It is possible to complete a teacher education program and for ECU to recommend a candidate for licensure but the state will not issue the license until all three tests have been passed. On May 18, 2004, Oklahoma Governor Brad Henry signed Senate Bill 1207 into law, culminating years of work towards legislation giving Nationally Certified School Psychologists and Speech Pathologists recognition and monetary bonuses equivalent to Nationally Certified Teachers (currently $5,000 per year).  Unique about this bill is that Oklahoma is the only state in which the speech pathologists' state association-the Oklahoma Speech and Hearing Association (OSHA)-has collaborated with the school psychologists' state association-the Oklahoma School Psychological Association (OSPA). Background and Rationale Historically, this legislative journey was launched when a small group of interested school psychologists, including Jane Bias, Andrew Glenn, Candis Hogan, Joyce Lowrey and others, met with Senator Cal Hobson, then Chair of the Senate Committee on Appropriations Subcommittee on Education, after work in Norman, OK.  At that time, school districts in the Oklahoma City metro area, for example, had had school psychologist job openings that remained unfilled for up to a year, with more vacancies anticipated for the next few years.  Another concern was that a significant percentage of school psychologists currently working in public schools would be eligible to retire in five years or less.  Professional recognition and salary bonus for Nationally Certified School Psychologists would be a positive incentive for

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

  • The program consists of twenty-four (24) credit hours.
  • The program is all-online.
  • It is the candidate's responsibility to determine if the courses meet certification requirements for their specific state of residence.
  • It is the candidate's responsibility to take and pass competency exams that may be required by their state of residence.
  • The program trains individuals to be teachers of students with mild/moderate disabilities including mental retardation, learning disabilities, and emotional/behavioral disorders.
  • Students follow a planned program of specific courses
  • Each student has an advisor
  • The courses are arranged in a three-term, eight week duration. Courses offered during the summer are eight weeks in length. Courses offered in the fall and spring are also eight weeks in length with one course beginning in August and January, and the second course beginning in October and March. If taken as outlined, it is possible to complete the program within a calendar year from start to finish.

State Superintendent of Public Instruction Sandy Garrett named Eighth Grade Center science teacher James Kerr as one of the 12 finalists for the honor of 2002-2003 Oklahoma Teacher of the Year, at the State Department of Education's Annual Leadership Conference in Oklahoma City. "There are thousands of fine teachers in Oklahoma, so I know it was a difficult decision for the regional selection committee members to make," Garrett said. "The teachers nominated from schools across the state exemplify the high quality of our state's teaching force." The finalists were chosen from a field of local Teachers of the Year named in the 2001-2002 school year. Four regional selection committees comprised of teachers, including past Teachers of the Year, and PTA representatives select the 12 finalists. One of those finalists will be chosen as the Oklahoma Teacher of the Year, which will be announced at a ceremony this fall during the Oklahoma State Fair. All local Teachers of the Year will be recognized during the ceremony. The Oklahoma State Teacher of the Year serves as the state's Ambassador for Teaching, sharing knowledge and resources with fellow educators around the state and encouraging education as a profession. Under the leadership of Superintendent Garrett, the state's Teacher of the Year program has been expanded to include state funding for a full-time educator to care for the winner's classes for the year.
