Updated 3/02 Oklahoma Constitution, Section 4, Article 13 Oklahoma is the only state with a constitutional provision guaranteeing the right to homeschool. Section 4, Art. 13 of the Constitution of Oklahoma guarantees the homeschool exemption by stating that the legislature "shall" provide for the "compulsory attendance at some public or other school, unless other means of education are provided of all children in the State who are sound in mind and body, between the ages of eight and sixteen, for at least three months each year." Note: This is original wording from the Oklahoma Constitution. See Compulsory Attendance Ages and Required Days of Instruction.] It seems quite evident that the "other means of education" language is directly applicable to homeschooling since it was added for the specific purpose of protecting the right of parents to choose homeschooling. In 1907, during the Oklahoma Constitutional Convention, one of the delegates, Mr. Buchanan, proposed that the phrase "unless other means of education be provided" be added to Article 13, Section 4. Favorably responding to Mr. Buchanan's proposal, another delegate, Mr. Baker stated

Ed Reporter NUMBER 180 THE NEWSPAPER OF EDUCATION RIGHTS JANUARY 2001 STW - Sweeping Down the Plain in Oklahoma Linda Murphy By Linda Murphy When Oklahoma Governor Frank Keating vetoed the state mandate for School-to-Work (STW) in May 1995, supporters of traditional education considered it a victory. However, he later approved a state STW plan and appointed a STW Council by executive order in an attempt to oversee and alter the plan according to the Council's direction. I served on the STW Council in 1996 while also serving as Deputy Commissioner of Labor. Previously, I served as the Governor's education advisor from January through December 1995. In 1994, I ran as the Republican candidate for State Superintendent of Public Instruction on a platform that focused on academics and rejected OBE. I received 49.5% of the vote. After the election, Governor Keating appointed me to his Cabinet as Secretary of Education. This infuriated the Democrat leadership, who perceived that their tight control over the education establishment and its allies was threatened. They refused to confirm my cabinet appointment, and waged a battle in the media against the STW Councilmembers who were advocating change. They appealed to the Democrat Attorney General, who stopped the Council and declared that the Governor's executive order was an unauthorized use of power. The end result is that Oklahoma's STW plan remains in place and is moving forward.

Goals of this assistance program include helping districts wanting to implement integrated pest management (IPM) for insect, weed, indoor mold and plant disease problems, and reducing potential pesticide exposure among school-age children. Interactive assistance includes the following components: phone contacts with school IPM coordinators, delivery of one- and two-day training programs, on-going distance communication via email, phone, and newsletter, and on-site visits. In addition, interactive assistance includes efforts to facilitate better communication among school district personnel via a website and regional meetings. The objective of this proposal is to evaluate the interactive assistance model as a cost-efficient means of training large number of school personnel in IPM principles and practice.
