Yardstick lifts school ranking
September 8, 2004 By Jay P. Greene and Greg Forster Oklahoma students rank 33rd in the nation for academic achievement. At first glance that might not seem like cause to celebrate. But a new study by the Manhattan Institute finds that Oklahoma produces low scores only because its students face more challenges than those in other states. Remove the effects of student characteristics and Oklahoma schools rank a much more heartening 18th in the nation. The best comparison we have for states' academic outcomes is eighth-grade scores on the Nation's Report Card, a test administered by the U.S. Department of Education. Scores for eighth grade are preferable because they're the oldest grade for which state-by-state comparisons are available. By this yardstick, Oklahoma schools don't look good. In reading, 74 percent of Oklahoma students reach the "basic" level of achievement, the lowest level recognized by the test. In math, 65 percent of students reach the "basic" level. These scores rank Oklahoma 33rd in the nation. However, there's more to the story than meets the eye. Some students come to school more ready to learn than others because of factors beyond the schools' control.

- The Department of Justice today announced the settlement of a lawsuit alleging that the Muskogee, Oklahoma Public School District had violated the constitutional rights of a sixth-grade Muslim girl when it barred her from wearing a Muslim headscarf, or hijab. Under the consent agreement signed by the parties, the school district will allow the girl to wear the headscarf and will revise its student dress code policy to accommodate exceptions for bona fide religious reasons. “This settlement reaffirms the principle that public schools cannot require students to check their faith at the school house door,” said R. Alexander Acosta, Assistant Attorney General for Civil Rights. “The Department of Justice will not tolerate discrimination against Muslims or any other religious group. As the President and the Attorney General have made clear repeatedly, such intolerance is un-American, and is morally despicable.” The Justice Department intervened in this case in March 2004, after an investigation revealed that the school district prohibited the student, Nashala Hearn, from wearing her hijab at Benjamin Franklin Science Academy, a public middle school in Muskogee. The investigation further uncovered that while Hearn was prohibited from wearing her hijab, the school district allowed certain other students to wear head coverings for non-religious purposes. During the 2003-04 school year, the school district twice suspended Nashala Hearn for wearing the hijab. Later, she was permitted her to wear the hijab pending the outcome of the suit.

- The Department of Justice today announced that it will seek to intervene in a lawsuit pending against the Muskogee, Oklahoma Public School District to protect the right of a sixth-grade Muslim girl to wear a headscarf to school. According to the complaint, filed today in the U.S. District Court for the Eastern District of Oklahoma, the student was twice suspended from the Benjamin Franklin Science Academy for refusing to take off her headscarf, or hijab, after being told that it violated the school’s dress code. That code prohibits students from wearing hats, caps, bandanas, or jacket hoods inside school buildings. The girl and her parents filed suit in October 2003. The Justice Department, in addition to its complaint, filed a motion to intervene in the private litigation. The case is entitled Hearn et al. v. Muskogee Public School District 020. “No student should be forced to choose between following her faith and enjoying the benefits of a public education,” said Assistant Attorney General R. Alexander Acosta. “We certainly respect local school systems’ authority to set dress standards, and otherwise regulate their students, but such rules cannot come at the cost of constitutional liberties. Religious discrimination has no place in American schools.”

History
The SWOSU School of Nursing was established in 1976 under the Department of Biological Sciences. The program was the first rural baccalaureate nursing program in Oklahoma. With growth and expansion, the School of Nursing was integrated into the School of Health Sciences in 1978 along with the School of Pharmacy and the Division of Allied Health.

III. Presentation of Independent School District No. 89 Official Statement for Issuance of General Obligation Bonds of 2002 and General Obligation Equipment Bonds of 2002 - John Waldo, Senior Investment Banker - Oppenheim. Mr. Waldo commented on the Financial Advisor's Report given to the Trust and School District. This is a post-sale report of the two school bonds just sold. Mr. Waldo said state law mandates the bonds be issued over a four to five year period, depending upon interest rates, construction, etc. The first two bonds issued were for $16.7 million (equipment bonds) and $66 million (building bonds). The bonds are sold on a competitive, public sale basis. This was the first bond issue from the School District that was put on the internet. All official statements and offering documents were posted on the internet. An internet process was also used for bidding. A change in State law eliminated the requirement for individual bidders to put up a 2% cashier's check. They were instead able to use a surety bid process. Mr. Waldo estimates this approximately doubled the amount of bidders.

General Information
History
The history of Cameron University corresponds to the history of the area it serves in Southwest Oklahoma. It was founded by the Oklahoma Legislature in 1908 as Cameron State School of Agriculture, one of six agricultural high schools in the state and placed under the jurisdiction of the State Commission of Agriculture and Industrial Education. The institution was named for E.D. Cameron, first State Superintendent of Schools. Baccalaureate degrees were authorized in 1966 by the Oklahoma State Regents for Higher Education, following action by the Legislature. In May of 1970, the first bachelors degrees were awarded. The institution's name was changed to Cameron College in 1971, and was further amended to Cameron University in 1974. In 1988, the State Regents expanded Cameron's functions to include offerings at the master's degree level. This change in function was the first granted to an Oklahoma institution since Cameron was given authority to offer bachelors degrees more than 20 years earlier. The first master's degrees were awarded to forty-one graduates in May of 1990. In May of 1992, an act of the legislature transferred the governance of Cameron University to the board which had previously governed only the University of Oklahoma. This new relationship with the University of Oklahoma has been hailed as the opportunity to underscore the emergence of Cameron as an interactive multi-purpose University. LOCATION: OKLAHOMA SCHOOL FOR THE BLIND, MUSKOGEE The Oklahoma Department of Rehabilitation Services, Oklahoma School for the Blind, is accepting applications for the position of School Superintendent. The Department of Rehabilitation Services (DRS) has a total professional and support staff of approximately 922 employees. Major programs include Vocational Rehabilitation Services, Visual Services, Disability Determination Services, and education services through two residential schools. Position Responsibilities: Under general direction of the Deputy Director, plans, directs, and coordinates all program activities at the School for the Blind. Work involves planning, directing and coordinating the educational, recreational, vocational and residential programs; developing, preparing and monitoring the annual budget and supervision of professional staff. Education and Experience Requirements: A master's degree from an accredited college or university; an Oklahoma School Superintendent Certificate (or proof of application for an Oklahoma School Superintendent Certificate); and six (6) years of experience, of which three (3) years must have been as a teacher instructing visually impaired students, and three (3) years as a school supervisor or administrator; OR an equivalent combination of education and experience. Note: An Oklahoma School Superintendent Provisional or Emergency Certificate must be obtained prior to employment from the Oklahoma State Department of Education for those candidates that do not possess an Oklahoma School Superintendent Certificate.
