Send a Letter to the Editor Since the publication of "A Nation at Risk" in 1983, Americans have become increasingly alarmed about the dismal results and soaring costs of their public schools. No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." With almost seven million members, the PTA offers great potential for promoting parental involvement in the educational welfare of children. But in the 1990s, that mission requires of the PTA something it has been unwilling to do: demand accountability for performance and spending at every level of the educational system. Local Control Decades ago, parents had significant influence over their neighborhood schools. Over the years, however, school districts consolidated, teachers and administrators came to see themselves as credentialed professionals, and state laws standardized educational practices and curricula. Today, many parents are less likely to get involved in their children's educational environment. Nevertheless, the impetus for reform will have to come from parents active at the grass roots.

No group of citizens has a closer view of these problems or a more immediate stake in addressing them than the parents of the country's 48 million schoolchildren. Here and there, parents have won minor battles to influence curricula or oust mediocre school-board members. But as individuals, parents are no match for the forces that favor the status quo. Parents' most promising forum to agitate for reform and hold their local educators accountable for failure already exists: the venerated National Congress of Parents and Teachers, commonly known as the PTA. Unfortunately, parents cannot count on either their local PTA or its national leadership to advance parental interests or even air diverse viewpoints. As it operates today, the PTA is useless to parents who want to play a meaningful role in educational reform. The mission of the PTA has always been to "work on behalf of the best interests of all children on issues that affect their health, education, and welfare" and "to encourage parent involvement." Charter school advocates for years have said their schools survive on less money per student than regular public schools. Charter leaders have proclaimed the funding gap for so long that it is accepted as fact among educators. But it's not true, according to a new report commissioned by the Texas Education Agency. According to the report, the average charter school received $8,045 for each child it enrolled in 2003. Regular public schools received $8,028. The figures include state and federal aid, grants, donations and local taxes. DallasNews.com/extra Charter report: Read the 2003-04 evaluation of open-enrollment schools The figures strike to the heart of the charter movement, which has presented itself to lawmakers as a cost-effective alternative to traditional public schools. Some charter advocates immediately questioned the legitimacy of the study. "I disagree with that," said Patsy O'Neill of the Texas Charter School Resource Center. "We have data that shows significant differences – up to 30 percent – in the amount of funding" between charters and traditional schools.

I appreciate the FTC's talk on spam: it's straightfoward, honest, and absent any spin. The FTC knows it will carry a lot of burden in tracking down and prosecuting spammers. It also knows, as its director has publicly stated, that the do-not-email list idea is rather useless in the battle against spam. Why? Because spammers conceal their identities. And if you can't figure out who the spammer is, you certainly can't slap them with a fine for not using the do-not-email list.

Chapter 9 - Resources Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? As an additional component of this chapter, we provide some information on the use of various information resources available through the Federal government. General Approaches to Resource Acquisition
In this area, we identified a list of nine very general approaches to expanding the resource base available to schools involved in implementing technology.
