General Information about the University The University of Oklahoma accepted its first students in 1892. Currently, the University consists of seventeen colleges, all of which, with the exception of those at the Health Sciences Center in Oklahoma City, are on the Norman campus. Total enrollment at the University is almost 25,000 students. College of Law History The College of Law was founded in 1909 when the University's Board of Regents approved its establishment and hired Julien C. Monnet to be the founding Dean of Law. At the beginning of the inaugural semester in the fall of 1909, the College of Law consisted of Dean Monnet, two faculty members, and 47 students. It was then, and remains to this day, the only state-supported law school in Oklahoma. The OU College of Law joined the membership of the Association of American Law Schools in 1911, and has been accredited by the American Bar Association's Section on Legal Education since 1923. Due to student lobbying of the Legislature, the College of Law received its first home in the form of newly-built

Italicized notes represent OCHEC's comments. All other portions reprinted with permission of Home School Legal Defense Association. Updated 3/02 Oklahoma Constitution, Section 4, Article 13 Oklahoma is the only state with a constitutional provision guaranteeing the right to homeschool. Section 4, Art. 13 of the Constitution of Oklahoma guarantees the homeschool exemption by stating that the legislature "shall" provide for the "compulsory attendance at some public or other school, unless other means of education are provided of all children in the State who are sound in mind and body, between the ages of eight and sixteen, for at least three months each year." Note: This is original wording from the Oklahoma Constitution. See Compulsory Attendance Ages and Required Days of Instruction.]
It seems quite evident that the "other means of education" language is directly applicable to homeschooling since it was added for the specific purpose of protecting the right of parents to choose homeschooling. In 1907, during the Oklahoma Constitutional Convention, one of the delegates, Mr. Buchanan, proposed that the phrase "unless other means of education be provided" be added to Article 13, Section 4. Favorably responding to Mr. Buchanan's proposal, another delegate, Mr. Baker stated

March 11, 1998 DIVORCE SEMINAR REQUIREMENT UPHELD The Oklahoma Supreme Court has upheld the constitutionality of requiring divorcing parents in Oklahoma to attend the "Helping Children Cope with Divorce" seminars. In Nelson v. Nelson , decided February 3, 1998, the husband was served with a divorce petition which notified him of his obligation to attend the seminar. Husband failed to answer the petition, and did not attend the seminar. In granting a default divorce, the court denied visitation to the husband, based upon his failure to attend. On appeal, the husband argued that the requirement of attending the seminar was a violation of equal protection and due process. The Supreme Court denied the equal protection challenge, on the basis that the requirement applies to all divorcing parents, and is intended as a protection for children of divorcing parents. The court further held that the simple requirement that divorcing parents attend the seminar was not a violation of due process, however, since nothing in the papers which were served on the husband notified the husband that he could be denied visitation based on his failure to attend, the court held that the trial court should have vacated its earlier decree when challenged by the husband.
