Certainly not school teachers, who can't afford to waste precious classroom time while students stare at a half-blank computer screen, waiting for a virtual museum tour to finish loading. But if all goes as planned, K-12 students in California may soon have access to an array of rich content previously unavailable to them due to the limitations of slow bandwidth.

The project will implement the use of film digitizers, personal computers with modem and appropriate teleradiology software for the three end user sites, Mercy Health-Love County, Healdton Municipal Hospital, and Arbuckle Memorial Hospital, and the hub-site. Dedicated telephone lines will transfer images from rural site to hub for radiologist interpretation. The hub-site will also include a file server, which will allow dial-in and log-on access for respective users. The film digitizer will also be utilized for scanning transfer of hard copy films to other consultants at tertiary care centers out of the area for further consultation as needed. This project will serve 10,222 rural residents.

I. Purpose
On Wednesday, May 2, 2001 at 2:00 p.m., the House Science Committee’s Subcommittee on Research will hold a hearing on possible roles for the National Science Foundation in improving K-12 math and science education.  Witnesses will comment on the role of institutions of higher education, private industry, and other organizations in working with State and local school systems to bring about positive change in the nation’s K-12 classrooms.
II. Background
In his proposal for reforming K-12 education in the U.S., No Child Left Behind­­­­ , President Bush laid out a comprehensive agenda for improving the nation’s K-12 schools.  Included in his package of proposed reforms was a call for partnerships between institutions of higher education and K-12 schools aimed at strengthening the quality of math and science instruction in elementary and secondary schools.  Types of partnership activities addressed in No Child Left Behind included: making math and science curricula more rigorous, improving math and science professional development, attracting more math and science majors to teaching, and aligning high school math and science standards to foster college placement.  In the President’s initial budget request

The cost of entering the world of educational telecommunications has just dropped for K-12 schools - courtesy of the Federal Communications Commission and the federal Telecommunications Act of 1996. Drawing upon special provisions of the act, on May 8 the FCC ruled that schools and libraries can get discounts of 20 to 90 percent off their monthly Internet, telephone, and other telecommunications bills and some of the other costs of bringing network connectivity to school classrooms. For calendar year 1998, Washington has promised as much as $2.2 billion in funding for the annual discount program, dubbed "the E-rate" by federal officials. These dollars will be part of a newly established Universal Service Fund (USF) - and, if conditions warrant it, the USF may be replenished at equally high levels in the future. To ensure that the neediest schools and districts benefit from this largesse, the biggest discounts will go to schools and districts with the highest proportions of poor students and to schools in rural areas, which often pay higher fees than urban schools for Internet and other telecommunications services.
