Klopsteg Collection, University of Oklahoma, History of Science Collections The bookplate featured on this issue's cover identifies the books of the Paul E. Klopsteg Collection in the history and technology of archery. This collection, assembled between 1930 and 1960 and presently part of the University of Oklahoma's History of Science Collections, is one of the outstanding bodies of material on this topic. Last year marked the centenary of the birth of Paul E. Klopsteg, creator of this remarkable collection. Outside of archery circles, Klopsteg is best known as a scientist, engineer, and administrator of various American institutions of science. Trained in physics, he performed ballistics research during World War I at the army's Aberdeen Proving Grounds in Maryland. In 1921 he went to work for the Central Scientific Company of Chicago, a large supplier of scientific materials and apparatus, and was company president from 1930 until 1944. At the end of World War II Klopsteg became director of research at Northwestern University Technical Institution. From 1951 through 1958 he was an associate director of the National Science Foundation and was president of the American Association for the Advancement of Science in 1958/59.

History of the NWS Cooperative
Weather Observer Program
Thomas Jefferson first envisioned the Cooperative Weather Observation program in the early 1770's. During the time from 1776 through 1816, Thomas Jefferson had acted upon his idea, had established observers in every county of Virginia, and had established the program in 5 other states. They included Massachusetts, Pennsylvania, Connecticut, New York and North Carolina. During the early and mid 1800's, weather observation networks began to grow and expand across the United States. Although most basic meteorological instruments had existed for over 100 years, the telegraph was largely responsible for the advancement of operational meteorology during the 19th century. With the advent of the telegraph, officials at one location could "rapidly" collect, plot and analyze observations from stations far away. In 1849, the Smithsonian Institution began to supply weather instruments to telegraph companies and further establish an extensive observation network. Observations were submitted by telegraph to the Smithsonian, where weather maps were created.

(OPAT)

Oklahoma Parents As Teachers (OPAT) is a unique parent education program designed to give children the best possible start in life. The program is based on the philosophy that parents are their children's first and most important teachers. It is a voluntary program for all parents with children birth to age three. OPAT is affiliated with the nationally validated Parents As Teachers program which originated as a pilot program in Missouri in 1981. It is now implemented in 50 states and 8 countries. In 2001-2002, Oklahoma had 135 programs that served 9,138 children with 52,409 personal visits. After recent budget cuts, Oklahoma now has 55 programs which serve 68 school districts. During the 2003-2004 school year, OPAT conducted 24,358 personal visits with 3,957 children. The goal of the Oklahoma Parents As Teachers program is to strengthen the capacity of parents to be effective first teachers. The program is designed to maximize a child's overall development during the first three years of life, lay the foundation for school success and minimize developmental problems that interfere with the child's learning. OPAT is also designed to foster an early partnership between home and school so that parents take a far more active role during their children's formal years of schooling. Other intended benefits of the program include: positive parental attitudes toward the school district, early identification of sensory or developmental problems, and reduction in the need for expensive remediation and special education programs.
