EPAS - PROFESSIONAL DEVELOPMENT The Oklahoma State Regents for Higher Education supports professional development that enhances student preparation. The Regents provide professional development programs to EPAS participating schools. A staff of three K-12 specialists are available for onsite training in schools. The EPAS specialists are available for general training sessions that offer assistance in interpretation of EXPLORE, PLAN and ACT results and supporting materials. The specialists are also available for core curriculum planning and alignment. Presentations may be designed for general audiences or specific areas, such as Math, English, Science, Social Studies and Reading. The EPAS specialists working in consultation with a local school will design a program that meets the school's needs. B.M., Oklahoma Baptist University Dr. Harold Jones is executive director of operations for University Outreach. He and his staff work closely with divisions in the College of Continuing Education and the College of Liberal Studies to provide support services. Prior to joining the University Outreach staff, Dr. Jones was an assistant and then an associate professor of music in higher education for 14 years, serving as music department chair on two occasions. He has published articles in refereed journals addressing music performance evaluation and rating scale construction. In addition, Dr. Jones has been a church musician for 20 years. Dr. Jones is an adjunct professor in the Department of Human Relations and teaches the Arts, Media and Culture in Human Relations for Advanced Programs. He is an active member of OU's Administrative Staff Council and has served on the Staff Senate. In 1999, he received OU's E. Neal Stone Superior Performance Award

As part of Board Recognition Month in January, the Morton Ranch High School 10th grade student council presented the Board with special gifts, and the Katy Council of PTAs presented student artwork to each of the members. In addition, the Board was treated to a musical performance by the cast of Oklahoma from Mayde Creek High School, and a video performance from the Bear Creek Elementary show choir. Professional Development Systems:
A Simplified Framework with State Examples
Comprehensive professional development systems for early care and education personnel are accessible and based on a clearly articulated framework; include a continuum of training and ongoing supports; define pathways that are tied to licensure, leading to qualifications and credentials; and address the needs of individual, adult learners. Enhancing a spirit of life-long learning is one goal of any professional development system; similar to this goal, a professional development system itself is never a finished product and should continually evolve and be refined to best meet the needs of the population it serves. Within professional development systems are several interconnected components. These components fall under five broad elements: 1) Funding; 2) Core Knowledge; 3) Qualifications and Credentials; 4) Quality Assurances; and 5) Access and Outreach. SEDL is joining the Charles A. Dana Center of The University of Texas at Austin and American Indian Research and Development (AIRD), Inc., in Norman, Oklahoma, to work intensively with 60 school and district sites across the South and Southwest. SEDL staff and partners are helping schools and districts assess needs, as well as create and share the know-how to focus improvement efforts on reading and mathematics instructional programs. While SEDL brings significant expertise in reading, school change, and school-level work to the partnership, the Dana Center contributes experience in mathematics, policy, and district-level work. AIRD staff provides knowledge in working with Native American populations. Active involvement of the five chief state school officers as well as other state education agency staff in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas is essential to REL work. They are responsible for establishing the criteria and procedures for determining the performance status of schools. They also control many of the resources available in each state to support the transformation of low-performing schools into high-performing learning communities. SEDL knows that improvements at the school level will not be sustained without support from the district level. In addition, districts that learn to work successfully with one or two low-performing schools will be able to transfer the knowledge and skills to other low-performing schools.
