Who are the gifted and talented? "Gifted and talented children" means those children identified at the preschool, elementary and secondary level as having demonstrated potential abilities of high performance capability and needing differentiated or accelerated education or services. For the purpose of this definition, "demonstrated abilities of high performance capability" means those identified students who score in the top three percent (3%) on any national standardized test of intellectual ability. Said definition may also include students who excel in one or more of the following areas:
creative thinking ability
leadership ability
visual performing arts ability, and

Gifted and Talented Education Regulations and Program Approval Standards
210:15-23-1. Responsibilities of school districts and local boards of education in providing for a gifted and talented program. The local board of education is responsible to provide gifted and talented educational program for all identified gifted and talented children who reside in the district. Gifted and talented educational programs must include multiple programming options which are matched with student's identified needs and interests.
210:15-23-1.2. Definitions The following words and terms, when used in this Chapter, shall have the following meaning, unless the context clearly indicates others:
"Children who reside in the district" means children who are legally enrolled in the district.
"Students who score in the top three percent (3%) on any nationally standardized test of intellectual ability" means a composite, total or full scale score in the 97th percentile or above, including the standard error of measure as denoted in each nationally standardized test of intellectual ability technical manual.
"Composite, total or full scale score"

Most people respond to standards and incentives. Incentives are routinely used to encourage desirable behavior. Standards with incentives work in many organizations including business and universities. Because they expect later compensation in money and prestige, ambitious college students strive for academic performance. Students hope to be recruited by a major corporation or for admission to a top graduate or professional school. It seems a good time to raise the question whether incentivized standards can work in schools as they do in much of the rest of society. Some have been disappointed with the results of past educational reforms. Would standards, coupled with incentives work better? Would, for example, schools perform better if they had specific goals and standards to meet? Would state-funded incentives encourage students to take rigorous high school coursework so that college would be partially or completely funded? Isn't it appropriate for schools to be held accountable for their student's success or failure? To hold schools accountable there must be clear and precise standards that each individual school district and then each individual school site must meet. Standards driven reform is an idea that has been sweeping across the nation. Oklahoma attempted to establish the process for standards based reform over 3 years ago. HB 1100 would have required each school site to have specific goals to achieve in the area of test scores, improved attendance, reduced drop-out rate, etc. Unfortunately, the bill was vetoed

Find Your State and Federal Governmental Representatives State Board of Education Members Sample Letter to State Legislators Concerning Support for Foreign Language Education Existing Support for the Study of Foreign Languages Regulations of the State Board of Education have the force of law. In fact, the State Board of Education can establish higher standards than state law, it just cannot contradict law. Language Requirement in the State of Oklahoma: Languages Awareness (Grades K-3) is to be a required program in Oklahoma through which children gain the insight that other languages exist besides their own. It is an exploratory program not intended to lead to any proficiency skills in the language(s) studied. Ideally, the student will be exposed to several languages and cultures. Grade 4 is the beginning of a required sequential language program through which all students begin to develop proficiency in a language. Language selection(s) is determined by each district. The students will continue the sequential and articulated program in the same language through middle school. By the end of the Grade 4-8 program sequence, students should demonstrate proficiency as described by the Novice Level proficiency indicators listed in this document. Grades 9-12 provide continued sequencing of instruction for further language proficiency. School districts must offer at least two years of a specific language in high school. Districts may offer long-term, sequential programs in more than one language.

Updated 3/02 Oklahoma Constitution, Section 4, Article 13 Oklahoma is the only state with a constitutional provision guaranteeing the right to homeschool. Section 4, Art. 13 of the Constitution of Oklahoma guarantees the homeschool exemption by stating that the legislature "shall" provide for the "compulsory attendance at some public or other school, unless other means of education are provided of all children in the State who are sound in mind and body, between the ages of eight and sixteen, for at least three months each year." Note: This is original wording from the Oklahoma Constitution. See Compulsory Attendance Ages and Required Days of Instruction.]
It seems quite evident that the "other means of education" language is directly applicable to homeschooling since it was added for the specific purpose of protecting the right of parents to choose homeschooling. In 1907, during the Oklahoma Constitutional Convention, one of the delegates, Mr. Buchanan, proposed that the phrase "unless other means of education be provided" be added to Article 13, Section 4. Favorably responding to Mr. Buchanan's proposal, another delegate, Mr. Baker stated
