Education funding and opportunities for students is one of my top priorities. It is one of the main "vertebrae" in the backbone of economic development. We must ensure that our nation’s education system is beyond comparison. We must also ensure that every student is afforded the opportunity to achieve his or her own educational goals, that parental rights are protected, and that taxpayer dollars are used responsibly. I.D.E.A. Discipline Provisions in H.R. 1350, The Improving Education Results for Children with Disabilities Act On April 30, 2003, the House passed H.R. 1350, the Improving Education Results for Children with Disabilities Act which significantly renews and reauthorizes the nation’s special education law, the Individuals with Disabilities Education Act (IDEA). While this legislation has received unprecedented support from educators across the nation, those responsible for the critical task of educating children with special needs, there has been concern regarding the discipline provisions included in the bill to streamline confusing policy and improve school safety. Below are important points regarding common concerns related to the discipline provisions in the bill, and the facts to clear up confusion and misconceptions.

General Information
History
The history of Cameron University corresponds to the history of the area it serves in Southwest Oklahoma. It was founded by the Oklahoma Legislature in 1908 as Cameron State School of Agriculture, one of six agricultural high schools in the state and placed under the jurisdiction of the State Commission of Agriculture and Industrial Education. The institution was named for E. D. Cameron , first State Superintendent of Schools. Baccalaureate degrees were authorized in 1966 by the Oklahoma State Regents for Higher Education, following action by the Legislature. In May of 1970, the first bachelors degrees were awarded. The institution's name was changed to Cameron College in 1971, and was further amended to Cameron University in 1974. In 1988, the State Regents expanded Cameron's functions to include offerings at the masters degree level. This change in function was the first granted to an Oklahoma institution since Cameron was given authority to offer bachelors degrees more than 20 years earlier. The first masters degrees were awarded to forty-one graduates in May of 1990. In recognition that Cameron’s mission had become significantly more complex and predominantly urban, on June 1, 1992, the governance of the University was transferred by the Oklahoma Legislature to the governing board for the University of Oklahoma, the Board of Regents of the University of Oklahoma (“Board of Regents”). With the transfer of governance came new affiliations between Cameron and the University of Oklahoma, which have broadened and strengthened academic offerings by both institutions.

Education in Oklahoma City is very different from the time when parents' only option was to send their child to the school assigned through an attendance plan. Today, Oklahoma City Public Schools offers parents a choice in the style of education their child receives. Who better to decide a child's educational path than the people who know the child best.
Parents can choose the school closest to their home, or they can choose a school that uses an emphasis or theme to excite children's interest in school. They can also choose a school where parents and community leaders map the students' curriculum and activities. Each of these choices gives students a unique educational experience and the opportunity to succeed.
OCPS believes the success of our students includes the involvement of parents and the community. These different choices provide new responsibilities and challenges that excite both students and parents.
Attendance Zone Schools
Attendance Zone Schools are comprised of students who reside in a particular area and these schools are typically the closest to a student's home. The quality education is based on the traditional model, with a focus on core subjects and giving the students a well-rounded education. There are 74 Attendance Zone Schools around the district.

Maximum Security
Lexington Assessment and Reception Center The Lexington Assessment and Reception Center opened as a minimum security facility named Lexington Regional Treatment Center in converted World War II Naval buildings. Construction began on the current facility in 1976. The Rex Thompson Minimum Unit was begun in May 1983, and a four building medium security unit opened in September 1983. The facility includes the maximum security reception center for the Department of Corrections , as well as separate medium and minimum security housing units. Mabel Bassett Correctional Center The Mabel Bassett Correctional Center (MBCC) was originally opened as the Women's Treatment Facility in 1974. On November 10, 1977, the facility was renamed Mabel Bassett Correctional Center, honoring Mabel Bourne Bassett, state commissioner of Charities and Corrections from 1923 to 1947. In 1979, the center was upgraded to medium security and then to maximum security in 1982. The facility currently houses three levels of security: minimum, medium, and maximum. Oklahoma State Penitentiary Oklahoma State Penitentiary (OSP), located in McAlester, is the state's oldest prison, with construction beginning in 1908 and completed in 1912. OSP primarily houses the state's maximum security male offenders; however, medium security and minimum security units are also available to meet the needs of the growing offender population.

    Appellant, a Negro citizen of Oklahoma possessing a master's degree, was admitted to the Graduate School of the state-supported University of Oklahoma as a candidate for a doctorate in education and was permitted to use the same classroom, library and cafeteria as white students. Pursuant to a requirement of state law that the instruction of Negroes in institutions of higher education be "upon a segregated basis," however, he was assigned to a seat in the classroom in a row specified for Negro students, was assigned to a special table in the library, and, although permitted to eat in the cafeteria at the same time as other students, was assigned to a special table there. Held: The conditions under which appellant is required to receive his education deprive him of his personal and present right to the equal protection of the laws; and the Fourteenth Amendment precludes such differences in treatment by the State based upon race.     News from the Oklahoma Corporation Commission Jim Palmer, Director of Information Phone: (405) 522-2100, FAX: (405) 522-1623, www.occ.state.ok.us November 30, 1999 COMMISSION APPROVES HISTORIC, CONSUMER BASED AGREEMENT WITH SOUTHWESTERN BELL (OKLAHOMA CITY)— With a unanimous (3-0) vote, Oklahoma’s Corporation Commissioners approved a stipulated agreement between the Commission, Southwestern Bell Telephone Co. (Bell), sixteen other major telecommunications firms, the Attorney General and the Oklahoma Education Coalition. The stipulation is designed to bring competition to local telephone service through a new alternative form of regulation. The agreement culminates more than four years of Commission study including over 20 public meetings the past five months with input from industry, consumer groups and state government leaders. Additional hearings were conducted by the state Telecommunications Task Force representing the Governor, Attorney General, Corporation Commission and House and Senate. The Task Force recommended shifting from rate of return/rate base regulation to an alternative form of regulation. The result is the first plan in the country to be adopted through the regulatory agency with technical expertise on public utilities rather than by legislation. The new alternative regulation rules cap charges for basic local service so they cannot increase during the five-year transition to competition. Capping rather than freezing rates keeps charges to consumers from going up but allows them to go down as competition comes into play.
