HOUSE PREVAILS IN CUTTING EDUCATION BELOW SENATE BILL AND THE PRESIDENT'S REQUEST: Final FY2005 Education Budget Fails to Make Promised Investments in Education Improvement
On November 20, as part of a $388 billion omnibus bill that includes almost the entire domestic budget for fiscal year 2005, Congress approved $56.58 billion in funding for the U.S. Department of Education. The total for education programs is $920 million more than that allocated last year. However, it is $760 million less than the amount requested by President Bush earlier this year, and $2.27 billion less than the total approved by the Senate Appropriations Committee just two months ago. The final bill, which includes funding for thirteen government departments and dozens of domestic agencies, passed the House of Representatives by a 344 to 51 margin and a 65 to 30 vote in the Senate. President Bush is expected to sign the bill. In total, funding for domestic programs grew only 1 percent over last year, giving a victory both to fiscal conservatives, who sought to control domestic spending in order to reduce the deficit, and to the president, who had threatened to veto the bill if spending grew by more than that percentage. But while a number of programs were cut or eliminated, the omnibus bill included significant funding for the pet projects of individual members. For example, the bill provided up to $2 million to buy a former presidential yacht for a navy museum, according to the Washington Post.

Election Date: November 2, 2004 (subject to proclamation by the Governor) Ballot Title (as it appears on the Secretary of State web site) This measure creates the Oklahoma Education Lottery Act. It creates the Oklahoma Lottery Commission. The Commission will be governed by a board of trustees. The Commission will operate a state lottery. The board will write rules regarding the conduct of lottery games. At least 45% of the revenue from ticket sales will be returned as prizes. The net proceeds of the lottery will be used for education purposes. Net proceeds will equal at least 35% of ticket proceeds except for the first two years. The act contains provisions relating to the selection and regulation of retailers. This act would lose the force and effect of law under certain conditions. The act contains many other provisions relating to the conduct of a state lottery.

The OkACTE New Member/First-Timer Orientation is tentatively scheduled Tuesday, August 2, 8:30-9:30a.m at the Convention Center, Room TBA. All new employees in the CareerTech system (except teachers who have their own division orientation) and employees unfamiliar with Summer Conference are encouraged to attend this session.

In 1995, the Oklahoma Commission for Teacher Preparation(OCTP) was given the responsibility for developing a competency-based testing program for teacher candidates. The assessment was designed to examine competency in the following areas: general education, subject area, and professional teaching knowledge. Candidates for teacher licensure/certification are required to successfully complete the Oklahoma General Education Test (OGET), the Oklahoma Subject Area Test (OSAT) and the Oklahoma Professional Teaching Examination (OPTE). Candidates seeking administrator certification are required to pass a competency-based examination with multiple performance assessments. Oklahoma certification examinations are based on the subject matter competencies adopted by the State Board of Education, the standards of national learned societies, and the Standards of the Interstate New Teacher Assessment and Support Consortium (INTASC).

The advisement of students is directed toward fulfillment of requirements for graduation from this campus. However, since not all courses meet the requirements for programs at other universities, students who plan to graduate from other schools should provide their advisors the appropriate plans from target schools. This will enable advisors to more effectively advise students while they are attending SWOSU at Sayre. The Associate in Science Degree in General Studies from SWOSU at Sayre meets the articulation agreement for any State of Oklahoma Higher Education institution and will fulfill the General Education requirement of those institutions.
