CURRICULUM AND INSTRUCTION
Health Education
Schools in Oklahoma are not required to provide instruction in health education, nor are students required to complete a specified number of courses in health in order to graduate from high school.
The state has formally approved standards for what students should be able to learn and know called the Priority Academic Student Skills (PASS) Integrated Curriculum: Health, Safety and Physical Education (2002). The state does not require schools to follow a specific curriculum, nor does it provide a suggested framework.
Students in Oklahoma are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
Statute (1987) requires students to receive instruction on AIDS prevention education at least once during grades 5-6; 7-9; and, 10-12. The state does not require schools to follow a specific curriculum framework, however, any locally developed curriculum must be approved by the state. In addition, the state education agency provides a resource guide (no direct link available) for teachers to follow, as required by Statute . The statute also requires teachers to instruct students that "engaging in homosexual activity or promiscuous sexual activity is now known to be primarily responsible for contact with the AIDS virus, and that sexual intercourse, with or without condoms, with any person testing positive for HIV antibodies, or any other person infected with HIV, places that individual in a high risk category for developing AIDS." The program must also teach that "abstinence from sexual activity is the only certain means for the prevention of the spread or contraction of the AIDS virus through sexual contact." Further, it must teach that "artificial means of birth control are not a certain means of preventing the spread of the AIDS virus and reliance on such methods puts a person at risk for exposure to the disease."

M ental Illness is the second leading cause of disability and premature death in the United States. Depression, anxiety, and other mental health problems affect at least one in four people at any given time. That's more than 200,000 people in the Tulsa metropolitan area. Sadly, only a fraction ever seek treatment. Social stigma misunderstanding, embarrassment, and fear keep people from getting the help they need. The good news is mental illness is treatable. Recovery is possible. The Mental Health Association in Tulsa offers a variety of programs and outreach efforts to get people connected with the information, resources and help they need. As a member agency of the Tulsa Area United Way, the Mental Health Association in Tulsa is here for you. We work to overcome stigma through education, as well as provide advocacy, resources, support groups, outreach and safe housing.

Some Nasty Performances in Oklahoma
During Oklahoma's adoption of science textbooks in 1999, the State Textbook Committee staged a dirty little sideshow and Pearson Education decided to display its contempt for students, for education, and for simple honesty.
William J. Bennetta
Oklahoma is an "adoption state." It is one of 22 states, most of them in the South or the West, in which state agencies control the evaluation, selection and adoption of the textbooks that will be used in public schools. In Oklahoma, the agency that performs the evaluating and selecting and adopting is the Oklahoma State Textbook Committee. Oklahoma law says that the State Textbook Committee shall comprise thirteen persons, all appointed by the governor. Twelve members must be employees of public schools, and a majority of those twelve must be classroom teachers. The thirteenth member must be a layman "having at least one child in the public schools of Oklahoma." The declared function of the Committee is to "select textbooks or series of textbooks for each subject, which are in its judgment satisfactory." The Committee must carry out "careful consideration of all the books presented [by publishers]" and must select for adoption "those which, in the opinion of the Committee, are best suited for the public schools in this state." The Committee may engage consultants, but the consultants must be "regular classroom teachers." These prescriptions constitute a recipe for farce. Though the Committee is supposed to judge books in history, mathematics, biology, chemistry and many other subjects, there is little chance that the Committee ever will have a member (or will be able to engage a consultant) who possesses professional knowledge of any of those subjects. Hence there is little chance that the Committee ever will have a member (or will be able to engage a consultant) who is qualified to evaluate the treatment that is accorded to any of those subjects in a schoolbook.

Overview of Domestic Terrorism
Introduction As lawmakers debate what steps to take to prevent future attacks, many Americans ponder what sacrifices they are willing to make to counter the terrorist threat. Are air travelers willing to wait in longer lines at the airport so that sensitive equipment can inspect their bags for explosives? Are they willing to pay more for airplane tickets to finance new detection equipment? Are Americans willing to submit to increased security measures at the expense of their freedom of movement as well as privacy? Terrorism in America A number of terrorist attacks in the 1990s have brought the issue to the forefront of public attention, giving rise to a heightened sense of vulnerability among many Americans.

Surveys of Enacted Curriculum
Tools for Aligning Instruction, Standards, and Assessments The Surveys of Enacted Curriculum (SEC) offer a practical method for collecting, reporting, and using consistent data on instructional practices and subject content taught in classrooms. Surveys are now available for English language arts and reading, mathematics, and science (K-12). The survey instruments and reporting tools provide an objective approach for schools, districts, and states to analyze instruction in relation to content standards. Data and reports from the Surveys of Enacted Curriculum system are intended to assist educators and policy makers in several ways:

by Frank Johnson, U.S. Department of Education, National Center for Education Statistics
May 16, 2002
U.S. Education Spending: 1999-2000
Nearly $373 billion of revenues were raised to fund public education for grades prekindergarten through 12 in school year 1999–2000. Current expenditures (those excluding construction, equipment, and debt financing) came to almost $324 billion. Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each student—an increase of 6.2 percent from $6,508 in school year 1998–99 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education. The data are part of the "National Public Education Financial Survey" (NPEFS), one of the components of the Common Core of Data (CCD) collection of surveys.

The Scholars Advantage Postsecondary Achievement Wages Scholars Course of Study ... Notify me Fact Sheet The State Scholars Initiative is a simple, low-cost, high-impact strategy to motivate students to complete a set of high-school courses that prepare them for college and careers. The Initiative places business people in classrooms to promote completion of the Scholars course of study immediately before students select courses. The Center for State Scholars provides technical assistance on ways to align state policy with the Scholars course of study. Background The Initiative is based on work done by employers and educators in Arkansas, Tennessee, Texas, and Virginia communities dating back to 1988. On August 29, 2002, President George W. Bush and U.S. Secretary of Education Rod Paige launched the State Scholars Initiative to support statewide business/education coalitions committed to improving the academic achievement of high-school students. The Need for Rigorous Coursework
Bureau of Labor Statistics projections show that 80% of the top 50 fastest-growing jobs will require education beyond high school and that 40% of all new jobs will require at least an associate’s degree. Employers offering jobs that do not require postsecondary education nonetheless seek employees who are proficient in reading, math, and science, and who can solve problems, work in teams, and communicate effectively. They look for employees who can learn new skills throughout their lives. Yet a large percentage of high-school students graduate without the solid academic foundation needed to succeed in higher education and the rapidly evolving workplace.
