Links Head Start Coordination Through Head Start state appropriated funds, the State Head Start Coordination Project was created and contracted to the Oklahoma Association of Community Action Agencies by the Oklahoma Department of Commerce to serve as a state point of contact and to coordinate Head Start activities throughout the state. Recent activities included sponsorship of self-assessment teams for each agency scheduled for federal review in the coming year. The Association brings together teams of experts in the areas of financial management, health care, mental health, disabilities, education and curriculum, program design and management. The Bank at School program helps teachers introduce students to basic monetary concepts with a PASS-correlated curriculum guide integrating mathematics, social studies and language arts for grades 1-6. Local bank partners assist with tours, demonstrations and real-life applications. Choctaw Nation Upward Bound Math and Science Center Robert Ray, director Funded by a U.S. Department of Education grant, the Choctaw Nation Upward Bound Math and Science Center provides 9th and 10th grade students in southeastern Oklahoma the opportunity to meet and work with their peers from other areas of the region who have similar interests in math and science related fields. The six-week summer program at Eastern Oklahoma State College in Wilburton is delivered at no cost to participants with free travel, room and board, and tuition in Coal, Latimer, LeFlore, McCurtain, and Pittsburg counties. Services include mentoring, educational guidance, counseling, college-prep work, lab work, tutoring, post-secondary/career exploration and field trips.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. HOUSE PREVAILS IN CUTTING EDUCATION BELOW SENATE BILL AND THE PRESIDENT'S REQUEST: Final FY2005 Education Budget Fails to Make Promised Investments in Education Improvement
On November 20, as part of a $388 billion omnibus bill that includes almost the entire domestic budget for fiscal year 2005, Congress approved $56.58 billion in funding for the U.S. Department of Education. The total for education programs is $920 million more than that allocated last year. However, it is $760 million less than the amount requested by President Bush earlier this year, and $2.27 billion less than the total approved by the Senate Appropriations Committee just two months ago. The final bill, which includes funding for thirteen government departments and dozens of domestic agencies, passed the House of Representatives by a 344 to 51 margin and a 65 to 30 vote in the Senate. President Bush is expected to sign the bill. In total, funding for domestic programs grew only 1 percent over last year, giving a victory both to fiscal conservatives, who sought to control domestic spending in order to reduce the deficit, and to the president, who had threatened to veto the bill if spending grew by more than that percentage. But while a number of programs were cut or eliminated, the omnibus bill included significant funding for the pet projects of individual members. For example, the bill provided up to $2 million to buy a former presidential yacht for a navy museum, according to the Washington Post.

Lifelong Learning Credit for Extrainstitutional Learning
Institutions in the Oklahoma State System may offer college credit for learning that has been attained outside of traditional educational settings. This applies to learning acquired by life and work experiences, independent reading and study, and participation in formal courses sponsored by associations, business, government, industry, the military, and unions. Each institution evaluates extrainstitutional learning and awards college credit on a course-by-course basis, using the guidelines of the American Council on Education (ACE) and other methods of evaluation. Contact the institution you plan to attend for an evaluation of your extrainstitutional learning.

Accountability in Higher Education
Through the financial support of the Ford Foundation, SHEEO has launched a National Commission on Accountability in Higher Education co-chaired by former Secretary of Education, Richard W. Riley and former Governor of Oklahoma, Frank Keating. The Commission is reviewing ways that the states have improved performance in higher education and their experience in using accountability systems toward that end. The Commission met on May 10, 2004, in Washington DC to hear and consider testimony provided by associations and accreditation organizations, state higher education agencies, and a research advisory group. A summary of oral testimony and Commission discussion is under preparation.
