Attendance
Oklahoma law requires school attendance of all children between the ages of five and eighteen years of age. The Kingfisher Board of Education further requires by policy that students attend classes at least 90% of the time to receive credit.
Enrollment
Students enroll in the Kingfisher Schools at the building site for their grade level. Elementary students enroll at the Geen Gilmour Elementary School located on Chisholm street, Grades 5-8 enroll at the Kingfisher Middle School located at 9th and Toronto Streets, and high school students enroll at Kingfisher High School located at 1500 S. 13th.

Senate Passes the Family Opportunity Act

Yesterday, the Senate passed under Unanimous Consent (UC) the Family Opportunity Act, which will provide a Medicaid buy-in to the families of children with disabilities. What immediately follows is the article that appeared yesterday in the Congressional Quarterly upon the passage of the Family Opportunity Act in the Senate, together with Senator Edward Kennedy's (D.MA) Press Statement on the passage of the Act and a summary of the Senate bill's provisions. The Senate Finance Committee Chairman, Senator Charles Grassley (R.IA.) and the Ranking Member of the Senate Health, Education, Labor and Pensions (HELP) Committee, Senator Edward Kennedy (D.MA.) shepherded this legislation through the Senate in a bipartisan manner. There is like legislation in the House, which we are hopeful, will be brought to the House Floor soon.

Patti Reames, a Social Security recipient, appeals the lower court ruling that the Oklahoma Department of Human Services did not violate federal law when it determined that she cannot use a federal statutory "special needs trust" to prevent Oklahoma from taking her Social Security income as Medicaid co-pay. Because we conclude that Oklahoma is not acting contrary to Congressional intent, we AFFIRM I In April, 2002, Reames applied to the Oklahoma Department of Human Services ("OKDHS"), the state agency that determines Medicaid eligibility and disbursement, requesting that Medicaid pay for her nursing-home care. In June, her application was approved, effective retroactively to when her assets had been placed in the trust, but OKDHS took account of Reames' SSD in its determination of her co-pay, and the notice of approval thus required her to pay $796 of her $846 check to the nursing home every month. This determination is in accordance with Medicaid regulations that require states to take Social Security income into account for purposes of establishing the amount of beneficiaries' co-pay. Reames filed an administrative appeal, an administrative hearing was held, and a Fair Hearing Decision was issued affirming the co-pay calculation. Another administrative appeal was filed to the Director of OKDHS, who also upheld the co-pay determination.

Adolescents have much different issues than younger children. This is a time when many decisions have to be made about a disabled person's future. Independence is possible for some high functioning autistics, others may need plans for their continuing care. Difficult behaviour and emotional problems such as depression may also increase during adolescence. But there is another, more intimidating threat that is just as real: the possibility of losing those savings while trying to pay for long-term care. I n 1900, one of every 25 Americans was over 65. Today, one in eight is over 65. Grandparents now outnumber teenagers, and the population is growing older by the day. By the year 2050, Census Bureau projections indicate that one in five could be over 65. I n 1900, a 65-year-old American man had a life expectancy of less than two years. Today, the average 65-year-old man will live to be 80 and a woman of the same age can expect to live to be 85. Right now, one in 20 of all Americans over the age of 65, and one in five over 85, are in nursing homes . These statistics do not include people with chronic conditions who are being cared for at home. Forty-three percent of people age 65 and older may spend some time in a nursing home . Seventy percent of couples age 65 and older may have at least one spouse enter a nursing home . The average annual nursing home cost nationally was $36,000 in 1994, and was as high as $80,000 in some areas of the country

    PSRPs play vital role in providing services to the students who need them the most At Andrew Johnson Elementary School in Oklahoma City, the principal sometimes takes applicants for jobs as special education paraprofessionals on a school tour. They usually stop in Terry Goforth's room, where the veteran paraprofessional works with disabled preschool kids. That's often the last time Goforth sees the job applicants. "Once they get a view of what's involved with the job and the pay," they decide they can't handle it, says Goforth, a member of the Oklahoma City Federation of Classified Employees. Of the six children in her roomstaffed by a teacher and two education assistantsonly one can walk on her own. The job applicants "are just not prepared for special education," Goforth says, adding that starting pay for some positions works out to less than $9,000 a year. Wilma Rose, a Colorado paraprofessional working as an occupational and physical therapist, knows exactly what Goforth is talking about. "It's hard to find someone who will stay with it because of the needs that are required," says Rose, a member of the Colorado Classified School Employees Association who works in Brighton, Colo. Some of the duties are "not fun," as she delicately puts it.
