PART TWO: HISTORY OF THE STATE SYSTEM
The first Oklahoma territorial legislature passed legislation creating three institutions of higher education in 1890 in order to fulfill a requirement of the Organic Act of Congress establishing the territory. Congress required the territory to establish three types of public higher education: liberal arts and professional education, agriculture and mechanical arts education to fulfill the land grant college provisions of the Morrill Act of 1862, and teacher training. Territorial Gov. George Washington Steele signed the bill creating the University of Oklahoma , the institution designated to provide the liberal arts and professional education, on December 19, 1890. Six days later, on Christmas Day, 1890, Gov. Steele signed the bills creating the Oklahoma Agricultural and Mechanical College at Stillwater, the land grant institution, and the Oklahoma Normal School for Teachers at Edmond to provide training for public school teachers in the new territory. Barbara Staggs OTHER REGULAR ATTENDEES: Office of Accountability Staff: Robert Buswell, Matt Hesser, Jerry Hsieh, Leonard Hall VISITORS: none Call to Order and Roll Call: Mr. Churchwell called the meeting to order at 9:00 am and declared a quorum present. Announcement of Recent Changes to the Board: Mr. Buswell announced that Mr. Patrick Gilmore had been appointed to the EOB, replacing Ms. Karen Yarbrough. Mr. Gilmore is a lawyer from Chandler, Oklahoma and has served on local boards of education for a number of years. Buswell also explained that Mr. Don McCorkell had been reappointed to the board for a full five-year term. Mr. McCorkell had been appointed to complete Grant Hall's term, which expired July 31, 2003. Mr. Churchwell made a motion to give Ms. Yarbrough an EOB Proclamation for her many years of dedicated service. The motion passed unanimously. Approval of Minutes: Minutes of the April 16, 2003 meeting were approved as submitted.

Education With nearly 150 education-related bills filed in both the Senate and the House of Representatives, covering several important education topics, such as student suspension, technology and technology training for teachers, district annexation, charter schools, and school choice; education received a great deal of attention. Legislation addressing student suspension (HB 2130) and technology training for teachers (SB 398) successfully passed the Legislature to be later signed by the Governor but district annexation, charter schools, and school choice had a more difficult time. District annexation proposed in SB 751(4) (Gustafson) came under fire primarily by the school administrators and parents of elementary school districts who expressed concerns over losing the autonomy and quality of their small schools. Independent school districts in support of the measure called for a sharing of the costs of education services for students from the elementary school districts. Currently none of the ad valorem taxes collected within the elementary school district follows the students as they enter into the independent school district. This measure was held over in the Senate Education Committee, pending an interim study. Charter schools presented another issue that piqued the interest of many this session. Out of the six charter school measures introduced only threeSB 13(5) (Williams/Roach), SB 592(4),(Williams/Bryant), and HB 1418(4) (Bryant/Williams)would be heard on the floor of either chamber. All failed, despite the open endorsement of charter schools by the State Superintendent of Public Instruction Sandy Garrett.

Award Winners State Superintendent of Education Sandy Garrett Sandy Garrett has served as Oklahoma's elected Superintendent of Public Instruction since January 1991, and has remained an outspoken advocate for school reform in Oklahoma. Overseeing the daily operations of the State Department of Education, she implemented the reforms of House Bill 1017 on schedule, and downsized the Department saving millions of tax dollars.
    Superintendent Garrett received her bachelor's and master's degrees from Northeastern State University, Tahlequah, Oklahoma. She performed postgraduate work at the University of Oklahoma; and she attended the John F. Kennedy School of Government at Harvard University. Garrett holds various teaching, administrator and superintendent certificates.
    Garrett has 15 years experience as a classroom teacher in Muskogee County. She served as Coordinator of Gifted Programs and executive director of educational programs at the Oklahoma State Department of Education, as well as administrator of programs in rural education, technology, satellite education, gifted education, media applications and library resources.
    She played a key role in implementing the state's Learning by Satellite program and in establishing a two-way, interactive, fiber-optic instruction system in Oklahoma's "panhandle" area. Her pioneering work in fiber-optic and satellite instruction has drawn national attention to Oklahoma's achievements in those areas.

    Dr. Glen D. Johnson has been a force in higher education in the academic arena since he was appointed president of Southeastern Oklahoma State University in 1997. Since that time he has instituted a set of strategic goals and plans for the University that have gone a long way in positioning it as the university of choice for students in southeastern Oklahoma and northern Texas.     Laws 70 O.S., § 17-101. Definitions The following words and phrases as used in this act, unless a different meaning is clearly required by the context, shall have the following meanings: (1) "Retirement system" shall mean the Teachers' Retirement System of Oklahoma, as defined in Section 17-102 of this title. (2) "Public school" shall mean a school district, a state college or university, the State Board of Education, the State Board of Career and Technology Education and any other state educational entity conducted within the state supported wholly or partly by public funds and operating under the authority and supervision of a legally constituted board or agency having authority and responsibility for any function of public education. (4) "Nonclassified optional personnel" shall include cooks, janitors, maintenance personnel not in a supervisory capacity, bus drivers, noncertified or nonregistered nurses, noncertified librarians, and clerical employees of the public schools, state colleges, universities or any state department, board, board of regents or board of trustees, the functions of which are primarily devoted to public education and whose salaries are paid wholly or in part from public funds. (5) "Employer" shall mean the state and any of its designated agents or agencies with responsibility and authority for public education, such as boards of education of elementary and independent school districts, boards of regents, boards of control or any other agency of and within the state by which a person may be employed for service in public education.

    New Amendments Effective July 1, 2004
    The Oklahoma Legislature made extensive changes to the Board of Licensed Social Workers law that became effective November 1, 2003. As a result, the rules were amended by the Board on an emergency basis effective November 14, 2003 and additional amendments were made on a permanent basis effective July 1, 2004. Enclosed is a booklet containing the current law and rules of the Board, of which you will need to become familiar. Some of the major changes are outlined below.
    • Continuing Education: Beginning January 1, 2004 all licensees, regardless of license title, will be required to complete 16 hours of continuing education with at least three of those hours in ethics training. The LCSW and LSW-Adm will still be required to attend and report those events which are approved for their specialties . All others may attend any events sponsored by approved providers.
      Continuing Education Audit/Verification: Each licensee must keep the verification of attendance documents for the purpose of renewal audits. Please do not send these documents with your renewal form. Should your name be chosen for audit, you will be contacted and requested to submit your documentation.

    About the Board About the Oklahoma Board of Nursing Statement of Purpose The Oklahoma Board of Nursing was established to safeguard the public health and welfare of the residents of Oklahoma by ensuring that any person who practices or offers to practice registered nursing, practical nursing, or advanced practice nursing in this state is competent to do so. The Board also ensures that any person who practices or offers to practice as an advanced unlicensed assistance person in this state is competent to do so. The Board accomplishes this purpose through the regulation of nursing licensure, unlicensed assistance certification, nursing practice and nursing education. The purpose, as defined in the Oklahoma Nursing Practice Act, supersedes the interests of any individual, the nursing profession or any special interest group. General Functions of the Oklahoma Board of Nursing 1. Prescribe standards for educational programs preparing persons for licensure to practice registered or practical nursing and for certification to practice as an advanced unlicensed assistive person.
