More on the vo-tech board race
After my entry last week about Tulsa Tech Board member Jim Baker's reelection campaign , and after mentioning him again this morning on KFAQ, I've heard from some friends who have positive things to say about Baker's challenger, O. M. "Bud" Sanders, Jr. I'm told that he's anti-recall, which is good, and that he would be the first board member in a very long time to be first elected to office, instead of getting on the board by appointment. I haven't received any info by e-mail from him yet, but would be happy to post it when it comes in. In the meantime, he can be reached at 446-5194 or on his cell phone at 633-5032 if you have questions for him. His e-mail address is

I was basically born into politics. I was nearly old enough for college before I found out that our family prayers were not addressed to Franklin Roosevelt. Essentially, Dad was a somewhat latter day wobbly. My strongest early memories involve my fathera pipe fitter and union officialexplaining to my sister and me the ways the Democratic Party helped the workers. I became good friends with both LaDonna and Fred, and when Fred ran for Governor of Oklahoma, I became heavily involved in his campaign. While Harris ran a credible race, it was not a successful one. However, I had found my "candidate." Harris is a brilliant man with a dedication to issues, whichwhile not always popular with everyoneare concerns of mine as well. Two years later, Harris ran for public office again. This time he won the democratic nomination to serve out the remainder of Senator’s Kerr’s term after his deathdefeating former governor Howard Edmondson in the primary and the popular Oklahoma football coach, Bud Wilkinson in the general election. I’m always amused when students ask me what their game plan should be to "get into politics" because my own route was not highly organized. My path was similar to the Peter Sellers character, Mr. Gardiner, in the movie

Later, mission day schools were established to teach children of the Creek Indians and non-Indian settlers. In 1884, the Presbyterian Board of New York, under the supervision of the Reverend W. P. Haworth, established the Presbyterian Mission Day School on the grounds now occupied by the Cosden Building and the Municipal Building at Fourth Street and Boston Avenue. This school, which has been called "the mother of public education in Tulsa," The Presbyterian Mission Day School was razed in 1906. Its location became the site of Tulsa's first high school, named Tulsa High School. Another early church-operated school was built by the First Methodist Episcopal Church in 1888 at the corner of North Main and Brady Streets. It closed eleven years later in 1899. A third mission school operated under the auspices of the Methodist Episcopal Church, South, from 1895 through 1898. Schools in early day Tulsa, including the Methodist and Presbyterian Day Schools, were based on the neighborhood or tribal school system of the Creeks. Under this system, each neighborhood was required to provide a school building. In turn, each neighborhood elected three local trustees for each school. This Creek system was the forerunner of today's school districts and boards of education.

    Summary
In 1996 regular sessions, SREB state legislatures continued to show interest in providing elementary and secondary school boards more flexibility for making decisions affecting their students, but paired new freedoms with increased accountability. Most budget increases have been designated for specific purposes (such as salary increases, enrollment growth or technology purchases) rather than for providing general operating increases for schools and colleges.
Last year's belt-tightening in education budgets eased a bit. K-12 and higher education budget increases were higher than 1996's in about two-thirds of the SREB states. Double-digit increases will be seen by Mississippi community colleges and by colleges and universities in Oklahoma . The larger K-12 increases are in Florida (8.2 percent) and Oklahoma (8.1 percent).
The brighter budget picture includes lower college tuition increases, except in Florida and Georgia . In Florida , tuition did not rise in 1996, but 1997 students will pay 7 percent more. Last year
