  • Authorizes the State Board of Education to grant exemptions from certification requirements for Library Media Specialists to those districts with a shortage in this area.
    Specifies that completion of the curriculum examination shall satisfy the competency examination requirement for anyone seeking certification in administration who successfully completed the examination prior to May 1, 1999 and who will complete a masters degree in school administration prior to December 31, 1999.
    Grants a three-year extension to individuals who held a provisional certificate in Speech-Language Pathology during the 1998-1999 school year. After July 1, 2002, provisional certificate renewal will require documentation of progress towards completion of the relevant masters degree program.
    Creates the Task Force on Speech-Language Pathologists in the Public Schools to study the needs of public school districts and recommend strategies to employ qualified speech-language pathologists. Effective 7-1-99

OKLAHOMA - THE SOONER STATE
Geography Oklahoma, one of the Great Plains states, is slightly south of the geographic center of the U.S. Most of the state is a great, rolling plain, sloping gently from northwest to southeast. Highest elevation is 4,973 feet above sea level at the Black Mesa in the northwestern corner of the area known as the Panhandle; lowest, 287 feet, is near Idabel in the extreme southeast. Approximately 24% of the state’s total area is forested, principally the region bordering Missouri and Arkansas. Although part of the Great Plains, Oklahoma has four mountain ranges: the Ouachita in the southeast, the Ozark Plateau in the northeast, the Arbuckle in the south central part of the state, and the Wichita in the southwest. Throughout the northwest and the Panhandle are sudden outcrops of sandstone and gypsum, sharp ravines and stark hills. In the north central region are several salt flats. Largest is the Great Salt Plains, covering about 25 miles near Cherokee. The state’s major rivers are the Arkansas and the Red; the Red River forms the state’s southern boundary with Texas. Other large streams, all flowing into either the Arkansas or the Red, are the Illinois, Grand (or Neosho), Verdigris, Poteau, Canadian, Cimarron, Salt Fork of the Arkansas, and the Washita. On most of the larger rivers, great lakes ranging in size from 890 acres to over 102,500 acres, have been impounded. Largest of more than 60 such reservoirs are Eufaula, Texoma, Grand Lake O’ the Cherokees, Fort Gibson, Oologah, Kerr, Pine Creek, Broken Bow, Tenkiller, Hudson, Keystone, Foss, Fort Cobb and Great Salt Plains.

Anne Morgan Prior to her work in philanthropy, Dr. Morgan was associated with the Congressional Research Service of the Library of Congress in Washington, DC. as Coordinator of Research and later as Consultant in the Social Sciences. She has also served as a legislative aide to a United States Senator and worked on the staff of the Senate Labor and Public Welfare Committee. Dr. Morgan was educated at North Texas State University (BA), Columbia University (MA) and she received the doctorate of philosophy degree in American history from the University of Texas. As a professional historian and writer, she has written and edited numerous books and articles. She wrote the biography of the late Ewing Marion Kauffman, the founder of Marion Laboratories, the owner of the Kansas City Royals and the donor of the Ewing Marion Kauffman Foundation of Kansas City, Missouri. She recently completed a biography of Joseph Albertson, the founder of Albertson's grocery stores, at the request of the trustees of the J. A. and Kathryn Albertson Foundation of Boise, Idaho. Dr. Morgan uses her experience both as a trustee and as a former foundation CEO to help trustees shape their philanthropy. She provides counsel in identifying values that shape mission, in the development of governance structures, grant-making programs and in long-range planning. She is conversant with the dynamics of family foundations and has had extensive experience in working with trustees to resolve issues around mission, succession, roles and responsibilities as well as the future direction of a foundation. She focuses on developing consensus around practical plans that help board members work together harmoniously while achieving their individual goals.

The legislature has completed the first month of their session and has met the first deadline of February 19 when all bills must be out of committees in the house of origin. Those bills that are not heard or defeated will not be advanced. This does not mean that the concepts in those bills are dead for the session. Committee and floor amendments can be attempted anytime until adjournment on the final day of the session. The next deadlines are as follows:
  • 3-11-04 Last day to hear bills on the floor of the house of origin 4-01-04 Last day to report bills from committees in opposite house 4-22-04 Last day to hear bills on the floor from the opposite house 4-29-04 Conference must be requested on bills 5-30-04 Adjournment
  • Funding is always a major concern for OROS member schools as well as all the public schools. The legislature seems to be concentrating their efforts on SB553, better known as the gaming bill, that is supposed to put approximately $71M in the education coffers. This bill has passed the senate, but support for this measure in the house does not seem to be as strong as it was in the senate at this time. The financial outlook this year is much better than at the same time last year. According to the Office of State Finance, the State Equalization Board will be asked to certify $5.176 billion for the next fiscal year which would be an increase of approximately $22.5 M more than last year.

There are currently 10 schools in operation. District boards of education and area vocational-technical school boards in a select 13 school districts are allowed to sponsor a charter school. Participants Oklahoma Participants Key Contacts Legislative Summary House Bill 1759 contains the Oklahoma Charter Schools Act, which permits the creation of a charter school in a school district with an average daily membership of 5,000 or more, located in a county with a population of 500,000 or more (i.e. in the Tulsa and Oklahoma City areas). Both local school districts and area vocational-technical school districts can grant charters. A board of education, public agency, public or private college or university, private person, or private organization are all eligible applicants for charters. Charter terms are 3 years, and charter school funding is comparable to other public schools, less up to 5% for administrative costs.
