Oil Spill!
Event-Based Science is a new way to teach middle school science. It is an award-winning, standards-based program in which newsworthy events establish the relevance of science topics; authentic tasks create the need-to-know more about those topics; and lively interviews, photographs, Web pages, and inquiry-based science activities create a desire to know more about those topics. Main EBS Page Oil Spill! is an Event-Based Science module about oceanography. It uses the 1989 spill of over 10 million gallons of oil from the tanker Exxon Valdez to establish the context for exploring concepts related to shoreline oceanography. The task in Oil Spill!

    O il S pill R esponse R esearch P rogram The Minerals Management Service (MMS) is the principal United States federal agency that through the Oil Spill Response Research (OSRR) Program, funds oil spill response research. For more than 25 years, MMS has maintained a comprehensive, long-term research program to improve oil spill response technologies. The major focus of the program is to improve the knowledge and technologies used for the detection, containment and cleanup of oil spills that may occur on the U. S. Outer Continental Shelf. The OSRR program is responsive to the information and technological needs of MMS’s regional and district offices and to specific requirements and limitations in the MMS authority. Information derived from the OSRR program is directly integrated into MMS’s offshore operations and is used to make regulatory decisions pertaining to permitting and approving plans, safety and pollution inspections, enforcement actions, and training requirements. Conducting an effective OSRR program means that the best available response technologies are identified, developed and made available to combat any spills that may occur. Response technologies identified by the OSRR program focus on preventing offshore operational spills reaching sensitive coastal environments and habitats.

    Oil Spill Modeling Program The MMS assesses oil-spill risks associated with offshore energy activities off the U.S. continental coast and Alaska calculating spill trajectories and contact probabilities. These analyses address the likelihood of spill occurrences, the transport and fate of any spilled oil, and the environmental impacts that might occur as a result of the spill. The MMS Oil-Spill Risk Analysis (OSRA) model combines the probability of spill occurrence with a statistical description of hypothetical oil-spill movement on the ocean surface. Modeling results are used by MMS NEPA staff for environmental documents, other federal and state agencies for review of environmental impact statements, environmental assessments, endangered species consultations, and oil industry specialists preparing the oil spill response plans (OSRP). Paths of hypothetical oil spills are based on hindcasts (history) of winds, ocean currents, and ice in Arctic waters, using the best available input environmental information. Output of the model include tables of probable contact and GIS (Geographic Information System) representations of these probabilities, with and without the probability of occurrence of one or more spills.

    SEATTLE POST-INTELLIGENCER REPORTER If the San Juan Islands were threatened by a large oil spill, there wouldn't be enough response boats available to protect them, according to a state-funded study released yesterday. But the response could be improved by enlisting commercial fishing boats and their crews in the case of emergencies, the Ecology Department study found. "I think it makes great sense," said Ecology Director Jay Manning. "We have to be fully prepared to respond to a spill. Not being prepared is not an option." Last October, a spill in Dalco Passage near Tacoma fouled beaches on Vashon and Maury islands. Damage from a December 2003 spill at Point Wells near Edmonds included ecologically sensitive shoreline owned by the Suquamish Tribe. In both cases, critics called spill response and preparedness inadequate.

    Galicia's coastline has been blackened by the spill
    A hermit, whose sculpture garden was damaged by the oil spill which hit Spain's northern coast, has been found dead in his hut. Gnadinger's garden was a local tourist attraction Manfred Gnadinger's body was found on Saturday, at his home in the Galician fishing village of Camelle. Locals say the German-born man died of sadness, after the oil which has been leaking from the sunken Prestige tanker since November covered his garden. The oil also coated his sculptures, made from stones, driftwood, animal skeletons and other elements washed up by the sea. Shocked Gnadinger's sculpture garden was a popular tourist attraction for those visiting the Galician coast. It was signposted in the village as the "Museum of the German", and Gnadinger charged visitors $1 for admission. The garden was one of the worst hit by the spill.

  • The Oil Pollution Act of 1990 established OSRI. Amendments in 1996 and 2002 extended the original mandate through September 2012 and provided a funding mechanism for the Institute.
    OSRI is administered through and housed at the Prince William Sound Science Center, a non-profit research and education organization located in Cordova. The PWS Science Center facilitates and encourages ecosystem studies in the Greater Prince William Sound region.

    Overview of the Environmental Effects The grounding of the Sea Empress in February 1996 caused one of the largest and most environmentally damaging oil spills in European history. About 72,000 tonnes of crude oil were released into the seas around the coast of South-West Wales , a region renowned for the beauty and diversity of its coastline. More than 100 km of outstanding coastline became seriously polluted by oil. Ecosystems of conservation, fishery and recreational importance were affected. A massive clean-up operation was launched, both at sea and onshore. The Pembrokeshire coastline boasts National Park status and numerous other conservation designations . It has also been one of the best studied coastlines in North-West Europe, providing an unusually good baseline of information against which to gauge oil spill impacts. Scientists from various organizations participated in a major monitoring programme to study the effects of the spill on the coastal environment and wildlife. An independent group, the Sea Empress Environmental Evaluation Committee (SEEEC), was set up by the government to evaluate the results of more than 100 scientific studies. SEEEC organized a scientific conference on the environmental impacts of the oil spill (February 1998, Cardiff, Wales), during which the final SEEEC report was launched. The conference

The facility provides an environmentally safe place to conduct objective testing and to develop devices and techniques for the control of oil and hazardous material spills. Ohmsett's mission is to strengthen awareness of oil spill pollution prevention and response methods, while at the same time remaining committed to the well being of its customers, employees, and associates. The facility, located an hour south of New York City, in Leonardo, New Jersey, is maintained and operated by the Minerals Management Service (MMS) through a contract with MAR, Incorporated.

    Last week, on Tuesday, November 20, 2002, the oil tanker Prestige broke in half off the shore of Spain, spilling an estimated 2.9 million gallons of crude oil into the North Atlantic Ocean. Although emergency response teams are doing what they can to capture the plume spreading out in the sea, much of the oil has already blackened over some 250 miles of Spain's northwestern coastline - inducing about 600 people to help clean up the shores and aid the affected wildlife. Meanwhile, officials believe the split tanker lies on the ocean floor still holding nearly 17 million gallons of its crude cargo, and local residents are already worrying about the long-term effects of the disaster. Such a coastline clean-up project typically takes up to six months, but the environmental impact of the spill will be monitored for five or more years. The volume of oil on board the Prestige is twice that of the Exxon Valdez, infamous for the 1989 spill in Alaska after it ran aground. Fortunately, the conditions in the case of the Prestige may make it more favorable for containing the spill, plus scientists and marine officials have learned a lot from the Alaska spill and others since. However, such single-hulled tankers, which are more prone to these accidents than the modern double-hulled ships, won't be legally banned worldwide until the year 2015. So how exactly do these environmental disasters get cleaned up? What kind of damage do oil spills cause? You'll find the answers to those questions in this week's lesson, with an introduction to oil spill pollution and cleanup, a focus on the Exxon Valdez incident, and a tour of some research studies evaluating the long-term effects on wildlife.

    Oil Spill Tax
    What is the oil spill tax?
    It is a tax on the transportation of crude oil or petroleum products, by ship or barge, into navigable waters of Washington and off-loaded at an in-state terminal.
    How do I pay the tax?
    The tax is paid either:
    • directly to the marine terminal operator, or by a taxpayer who has been issued a direct payment certificate.

    The tax is sent monthly on the Oil Spill Tax Return to the Department of Revenue.
    What rate do I pay?
    Currently, the rate is four cents per 42 gallon barrel. There is an additional one cent tax per barrel collected, depending on the fund balance in the oil spill response account.
    What are the funds used for?
    The funds are dispersed as follows:
    • four cents per barrel goes to the oil spill administration account to fund oil spill prevention, response and restoration programs. one cent per barrel goes to the oil spill response account and is contingent upon the balance in the account. The funds are used to cover state response costs to oil spills which involve clean-up costs in excess of $50,000.
