November 22, 2002 The Prestige oil tanker, carrying 20 million gallons (76 million liters) of fuel oil, sank off the northern coast of Spain earlier this week, releasing at least 800,000 gallons (3 million liters) of oil into the waters of an extremely rich fishing region. A report published earlier this month shows that in sensitive near-shore environments, the effects of an oil spill can be seen even decades later. The findings come from a study of the aftermath of an accident that occurred in Buzzards Bay, Massachusetts, on a foggy morning in September 1969. A Boston-bound barge entering the Cape Cod Canal ran aground on rocks, spilling 175,000 gallons (700,000 liters) of diesel fuel into the bay. The Prestige sank in waters that are more than 2 miles (3.2 kilometers) deep, about 150 miles (241 kilometers) off shore. Still, so far, more than 150 miles (241 kilometers) of beaches and coves have been fouled.

September 21, 2004 Every year at least half a million water birds die from encounters with spilt oil, according to Jay Holcomb, executive director of the International Bird Rescue Research Center in Fairfield, Calfornia. But on occasion rescue teams arrive on scene in time to scrub the birds' feathers clean and prevent calamity. Take, for example, the response when approximately 1,300 tons of oil spilled from the bulk ore carrier Treasure. The ship sank in the Atlantic Ocean in June 2000 about 20 miles (30 kilometers) from Cape Town, South Africa. Peter Barham, a scientist with Bristol University in England, was part of the international rescue effort. He said approximately 20,000 African penguins were covered in oil from the spill. "It took about six weeks, the teams working day and night, to clean all those birds," Barham said in an interview with the radio program

Insights
When an oil spill occurs, often due to a ruptured oil tanker or leaking oil rig, people around the world are awed by the damage to the environment. Many oil spills are caused by human error, but there are also naturally-occurring oil spills, such as seepages from oil deposits beneath the ocean floor. Regardless of their origins, oil spills have an impact on the environment. The initial impact of an oil spill on the environment is familiar to those who hear about the event and see its effects on the evening news: a film of oil spreading across the surface of the body of water; oil-stained beaches and shorelines; waterfowl and marine mammals coated with oil, struggling to survive; and the carcasses of wildlife littering the shoreline. The environment sustains some of its most visible damage within the first few days or months of the spill. But what are the long-term effects of a large spill? Some evidence suggests that the oil from the Exxon Valdez spill may have entered the food chain, and that the crude oil itself could continue to wreck havoc with the environment. Since oil floats and crude sinks, both the surface and the bottom of the ocean ecosystem could be affected for a long time.

The U.S. Coast Guard's National Pollution Funds Center (NPFC) was created to implement Title I of the Oil Pollution Act (OPA) , which addressed issues associated with preventing, responding to, and paying for oil pollution. Title I of OPA established oil spill liability and compensation requirements, including the Oil Spill Liability Trust Fund (OSLTF) to pay for expeditious oil removal and uncompensated damages. Less The primary objectives of OPA, Title I, are: (1) To ensure adequate funds to provide for a rapid and effective federal response to a discharge, (2) To implement a compensation mechanism (claims process) to pay those damaged by discharges when the liable responsible party does not pay, and (3) To establish a liability and compensation regime that serves as a deterrent to potential responsible parties for oil spills and establish a mechanism (Certificates of Financial Responsibility or COFRs) to ensure that owners and operators of certain vessels have funds to pay for oil spill removal and damages up to certain limits. Environmentalists are warning that if all 70,000 metric tons of fuel oil escape from the Prestige which broke up off the Spanish coast it could rank as one of the worst environmental disasters. Greenpeace spokesman Dr David Santillo says that making comparisons can be difficult as the impact depends on the type of oil spilled, the weather conditions and the sensitivity of the region. The Exxon Valdez spilled 38,800 tons of crude oil into Prince William Sound in Alaska in 1989 and it took many years for the area to recover. Change of law Dr Santillo, who works for the Greenpeace research laboratory at Exeter University in the UK, explained that a combination of shallow water and a poor flush of water through the Sound magnified the impact of the spill on a particularly sensitive region. Many seabirds have been affected by the Prestige disaster
More recently, in 1999, the Erika spilled 13,000 tons of heavy diesel oil off the coast of Brittany - a disaster which led to a change in the laws governing the shipment of oil by tanker.
