into law on June 30. According to simulations provided by the Legislative Service Commission (LSC), 204 school districts will receive no increases in total state aid in either Fiscal Year (FY) 2006 or in FY 2007. Copies of the LSC district-by-district projections, including average daily membership (ADM) and valuation changes, can be viewed at www.osba-ohio.org/advocacy.htm. D. Special-Purpose Governments
Chapter
Special-purpose governments may be divided into two classes - school districts and all others. The school districts that provide primary and secondary education have both directly elected governing boards and taxing authority. Other special-purpose districts do not have both of those. There are three types of school districts providing primary and secondary education. They are the city district, the exempted village district and the local district. School district law may be found in ORC The city school district consists of the territory within the city, plus the territory attached to it for school purposes and minus the territory detached from it for school purposes. The city school district is exempt from the supervision of the county board of education. The exempted village school district's boundaries contain the entire village plus any territory attached to it for school district purposes. The use of the term "exempted" refers to their exemption from the supervision of the county board of education. According to law, no exempted village school district shall be created after June 1, 1954. School districts providing primary and secondary education, other than city school districts and exempted village school districts, are local school districts, and are under the supervision of the county board of education.

About Delaware T he City of Delaware is the seat of Delaware County, located about 30 miles north of downtown Columbus, Ohio's state capitol. Delaware is an independent community that retains its small town qualities while benefiting from northward growth from the thriving Columbus region. Delaware County has been the state's fastest growing county for more than a decade and annually is among the op-20 fastest growing, wealthiest and most educated areas in the nation.
The population exceeds 30,000 and is growing at a pace of about seven to nine percent annually. Delaware is becoming a community of "old-timers" and newcomers. It has been home to many families for generations. It is also an appealing place for young families to move, attracted to the quality of life and the distance from the pace and problems associated with metropolitan areas. A fast growing component of the population is young families, increasing ages 35-45 and children ages s ix to 18. This has important significance for school programs and facilities, as well as for the City. Another fast growing component is people age 65 and over, increasing at a pace of five to seven percent per year. About five percent of the population is minority, a figure that is reflected in school enrollments. This portion is growing with the general pace of growth.

Running Head: Perceptions of Marketing Effectiveness
Abstract The data reported in this article were part of a study to describe Ohio vocational education planning district (VEPD) superintendents' perceptions of their role in the marketing function in their planning districts and their perceptions of VEPD marketing effectiveness for secondary vocational education. Results showed that the majority of VEPD superintendents had positive perceptions of their roles in the VEPD marketing function; however, they were undecided as to their perceptions of how effective their marketing efforts are in regard to customer philosophy, strategic marketing planning, and operational efficiency. A clear understanding of how to develop an educational institution with a strong marketing orientation needs to be addressed through technical assistance, inservice training, and high quality strategic marketing planning materials to promote and improve effectiveness of the marketing initiative.

Definitions, Procedures and Guidelines
Previous Contents System Overview Rule 3301-14-01 contains specific guidelines, requirements and administrative procedures requiring interpretation. Specific authorities and responsibilities, provided by the Department through the Division of Information Management Services, include but are not limited to the following: Scope All public school districts are subject to the provisions of Rule 3301-14-01: "The provisions of this rule shall apply to all city, county, local, exempted village, and joint vocational school districts and Ohio's designated data acquisition sites pursuant to Section 3301.0714 of the Revised Code." [Rule 3301-14-01(B)] System Objectives Rule 3301-14-01 emphasizes data definitions, collection and transfer procedures from the district to the Department, and end-user access. Specifically, the regulations:
  • Satisfy the mandates of Section 3301.0714 of the Ohio Revised Code.
  • Develop a uniform, coordinated management information system for public education that will provide better policy understanding of school district programs, accomplishments and needs.
