Public Utility Property Tax Loss Reimbursement Amounts EXPLANATION OF SB 3 AND 287 TAX LOSS REIMBURSEMENT PRINTOUTS OVERVIEW Senate Bill 3 (enacted in June 1999) and Senate Bill 287 (enacted in December 2000) made both regulatory and tax changes for electric and gas utilities. Among those changes was the reduction in assessment rates for tangible personal property of these utilities and hold harmless payments for schools and local governments to reimburse them for the local tax losses due to the reductions in property taxes resulting from the assessment rate changes. For more information on the property tax changes and the reimbursement determinations, see the Senate Bills 3 and 287 Question and Answer Guide. REIMBURSEMENT SPREADSHEETS The attached spreadsheets show the tax loss reimbursement amounts from Senate Bills 3 and 287 for all jurisdictions in the state sorted by the home county of the jurisdiction. There are eight spreadsheets attached. Six are for fixed-rate levy losses by type of jurisdiction (one each for the county, local schools, municipalities, townships, joint vocational schools, and special districts). Fixed-rate levies include all levies except voted bond and school emergency levies.

SENATE BILLS 3 AND 287 QUESTION AND ANSWER GUIDE What are Senate Bills 3 and 287? Senate Bill 3 (enacted in June 1999) and Senate Bill 287 (enacted in December 2000) made both regulatory and tax changes for electric and gas utilities. This document addresses one part of the tax changes, the reduction in assessment rates for tangible personal property and the hold harmless payments for schools and local governments to reimburse them for the local tax losses due to these reductions in property taxes. Prior to these bills, how were property taxes for these utilities determined? Prior to enactment of these two bills, the tangible property of most public utilities was assessed at 88 percent of depreciated cost. Exceptions to this were production equipment of investor owned electric utilities, which was assessed at 100 percent of true value (defined as 50 percent of original cost) and all property of co-operative electric utilities, which was assessed at 50 percent of true value. All tangible property of non-utility businesses is assessed at 25 percent of depreciated value. How did the bills change the property taxation?

The Harrison Hills City School district serves most of Harrison County, with high schools located in Cadiz, a junior high school located in Scio, and elementary schools located in Hopedale, Cadiz, Jewett, and Freeport. The administrative offices for the school district are located in Hopedale. Articulation between Secondary or Postsecondary Vocational Education Programs and Proprietary Schools. Overview. ERIC Digest No. 64.
The benefits of articulation between secondary and postsecondary vocational programs are clear. Miller and Imel (1987) credit well-thought-out articulation arrangements with reducing duplication of learning, increasing the effectiveness and efficiency of learning, improving program content and standards, allowing for fuller use of existing program facilities and equipment, providing a more attractive option for students and thereby supporting high school completion, and enabling postsecondary institutions to obtain larger enrollments and better prepared students. As the benefits of articulation become more widely understood, increasing research is being done on the subject. Little research has yet to be done, however, on articulation between vocational programs at the secondary and/or postsecondary level and proprietary schools. This Digest examines the barriers to articulation, some successful articulation arrangements and models, and strategies for initiating and maintaining articulation arrangements.

Instructional Technology Competencies Perceived as Needed by Vocational Teachers In Ohio And Taiwan

Abstract
This study explored and described the perceptions of vocational and career-technical education teachers for the knowledge, importance, and educational needs of instructional technology and compared perceptions of teachers in Ohio and Taiwan. All vocational education teachers working at 44 comprehensive high schools and six Joint Vocational Schools (JVS) in the central region of Ohio and 22 vocational high schools in Kaohsiung district, Taiwan during 2001-02 academic years participated. The Borich needs assessment model was adapted to determine the need for instructional technology knowledge and skills. A questionnaire was designed to gather information about vocational teachers' school and program characteristics and their perceptions of the instructional technology importance and knowledge in their program. The questionnaire was developed in both English and Mandarin Chinese. Changes in the workplace require continual professional development as a means of skill upgrading, even for teachers with degree in education. New ways of teaching and learning are requiring teachers to assume the roles of coach and facilitator and to situate student learning in real-world contexts. Teachers must be able to use new technologies, which continually changing roles and responsibilities, teachers need an effective professional development plan that can help them keep current and embrace new ways to improve their practice.
