Support services professionals on MOESC's staff are speech pathologists, psychologists, special education teachers, occupational therapists and physical therapists. Alternative education programs are substance abuse treatment, summer school, home school assistance, behavioral disorder treatment, pre-school, and expulsion/suspension alternatives. MOESC professional development services/workshops are available for pre-kindergarten through grade twelve education professionals. From networking and strategy meetings for superintendents to reviewing new procedures and safety issues for non-certified support personnel (bus drivers, secretaries, food service personnel, etc.), MOESC designs and hosts meetings that are attended by education professionals throughout Ohio. At the Millenium: An Historical Overview
State federation experiment In 1933, the national officers of the American Federation of Teachers at a meeting in Springfield, Ohio, stated that the Ohio State Federation of Teachers should serve as a real test as to whether or not state federations were desirable and practical. Thus, the Ohio State Federation of Teachers, as we were originally called, was to be established on an experimental basis.
First state convention On May 26, 1934, the first Ohio State Federation of Teachers convention was held in Springfield. Irvin Kuenzli, president of the Springfield Federation of Teachers was elected the first OSFT president. Subsequently, in 1936, Kuenzli would become the secretary-treasurer of the American Federation of Teachers. He would hold that position with AFT until 1953. Also at that first convention, Clyde E. Kiker of Toledo was elected the first executive secretary. He opened an OSFT office at 721 Ohio Building in Toledo.
Struggle to support fired union leader In 1935, Kiker would be fired from the Toledo schools by the Toledo superintendent without a hearing. Among the charges against Kiker was that of "radicalism." An eighteen month struggle followed in which the Toledo Federation with the help of the Toledo Labor Movement sought to get him reinstated. This was achieved in 1936 by a 4-1 vote of the Toledo Board of Education.

Charter School Leadership Council Rebukes PACE "Analysis" as Biased, Politically Motivated
WASHINGTON, DC, April 9, 2003 - The Charter School Leadership Council today released the following statement in response to a new report on charter schools from Policy Analysis for California Education (PACE) titled Charter Schools and Inequality: National Disparities in Funding, Teacher Quality, and Student Support: "The PACE report is yet another so-called scholarly analysis of charter schools that is neither scholarly nor an analysis. Culling information on charter schools from previously published reports and articles, and data from the National Center on Educational Statistics, PACE offers nothing new about charter schools other than the "spin" the authors want to give them. It fails to make a legitimate or compelling argument on the effectiveness of charter schools, leaping instead to spurious conclusions about "input" and "process" data that reflect not only a lack of understanding about charters, but also an obvious anti-charter bias. "The PACE report claims to have 'analyzed' disparities in teacher quality between public charter schools and their traditional counterparts, for example, but in fact it does nothing more than cite a lower number of certified teachers in charter schools than in traditional public schools, then declares the charter system a failure. This misguided focus on the number of certified teachers misses the point that there is no correlation between teacher certification and teacher certification-and also misses the point that the freedom to hire the best people they can find, regardless of state certification status, is one of the most important differences between charter schools and conventional public schools. (The PACE paper admits that, 'a complete teaching credential is an imperfect indication of a teacher's classroom effectiveness,' but then goes right ahead and makes this the standard for predetermining that charters are somehow inferior.)

Biography
Kathy S. Rank dreamed of being a teacher since she was a little girl but, after two years at Wright State University, she put that dream on hold to marry and begin a family. Ten years later, while living in Kansas City, Missouri, she returned to college, earning a bachelor's degree in elementary education at the University of Missouri. Her teaching career began in a third grade classroom in Kansas City. After the family returned to Ohio, she joined the staff of the Piqua City Schools, where she has been a fourth grade teacher since 1993. During her tenure at Piqua, she has obtained several grants to implement successful school-wide reading programs, earned a master's degree at Wright State University, and achieved National Board Certification. In 2002-03, she was an Ohio nominee and national winner of the Presidential Award for Excellence in Mathematics Teaching.
Philosophy of Teaching
My goal for my students is to instill not only the love of learning, but also the strategies for learning.

Special Ohio Certification Programs For Undergraduates With Degrees
The state of Ohio has established certification programs that enable (a) graduates holding teaching certificates to train for a certificate in a different teaching field or grade level, and (b) non-education degree holders to qualify for a provisional teaching certificate. A student in the post-baccalaureate certification program is classified as UWD, or, undergraduate with degree. In order to formulate a program of study for such applicants, the academic record of each must be evaluated by the Student Services Center. Prior to the student's first semester of enrollment, an application for credit evaluation should be obtained from the Student Services Center. When the application has been submitted, the student will then receive by mail a list of the courses needed for certification. If there are questions regarding the evaluation, the student should consult one of the college advisers. The program to be completed by the applicant will conform to the intent of the state of Ohio and The University of Toledo's approved program. Under no circumstances will the College recommend a UWD for certification until the full extent of the certification program has been met. All students must maintain a 2.5 average or better in teaching field(s) and in professional education coursework. UWD certification usually involves an assessment of the previously completed course work including general education requirements, any professional education courses, and all curriculum content courses that may be acceptable in the area for which certification is sought. In order to be recommended for certification, the UWD candidate is responsible for completing all program requirements identified in the transcript evaluation completed by the Student Services Center. Note: Applicant must also satisfactorily pass all state certification exams.
